HEARING VISITORS PRESENT:

Any person is invited to attend meetings of your City Council
to discuss matters of individual concern, to present and dis-
cuss proposals, to participate in public hearings or to be a
visitor. If you are present to appear before the City Council
for any item on the agenda, please advise the City Clerk and
you will be heard at the earliest convenience. Should you
have an item you want to appear on the agenda, please make
your request known in writing to the Mayor or C~ty Manager at
least one week in advance of the regular City Council meetings,
held on the second and fourth Tuesday of each month. Your pre-
sence is appreciated and you are invited to attend any part or
all of the City Council meetings.
Article 6252-17, V.T.C.S., the Open Meetings Law, was revised
effective September 1, 1975 to require: 1) Notice of any meet-
ing to be posted in a public place readily accessible to the gen-
eral public at all times; the City Council of the City of Plain-
view has authorized the posting to be in the Plainview City Hall
and the Plainview Police Department reception area, which is
readily accessible to the general.public at all times, and 2)
Any additional subject not previouslly included on the published
and posted agenda shall be accompanied by a statement describing
the nature of the urgent public necessity requiring their addi-
tion to the agenda. The policy of the City Council of the City
of Plainview is that no additional items will be included on the
published agenda later than 4:00 p.m,, Thursday, preceding the
Council meeting unless accompanied 'by a statement describing the
nature of the urgent public necessity requiring the addition to
the agenda.

AUTHORIZATION FOR STUDY, PREPARATION, INTRODUCTION AND ADOPTION OF
ORDINANCES, RESOLUTIONS AND PROCLAMATIONS:
A. Discuss proposed ordinances and continue study or authorize the
City Attorney to prepare:

Discuss and authorize the introduction of the folloWing ordinances:
Zoning Ordinance, an ordinance by the provisions of Article
lOlla, revised Civil Statutes of Texas, establishing zoning
regulations and districts in accordance wi th a comprehensive
plan~and within such districts regulating the use of land,
buildings and structures; the height, bulk and locations of
buildings; establishing minimum requirements for off-street
parking, regulating the erection, repair and alternation of
all buildings and structures; providing for specific use per-
mits for certain uses; recognizing non-conforming uses and

structures and rules for the regulati;on thereof; creating a
board of adjustment and providing rules and regulations for
its organization procedure, jurisdiction and powers; setting
forth the requirements for building sites and the manner of
their creation providing for a certificate of occupancy and
compliance; defining certain terms; adopting a zoning district
map and making it part of this ordinance; making all figures,
letters, markings, symbols and charts containing in said or-
dinance or shown on the map a part of this ordinance; providing
a penalty for violation of the provis~ions of such ordinance not
to exceed $200 for each violation; also providing injunctive
relief to persons affected by the violations of said ordinance;
and providing a saving clause.

An ordinance prescribing rules and regulations governing plats,
plans and subdivisions of land within the incorporated area of
Plainview, Texas, herein defined as the "City"; containing cer-
tain definitions providing for final approval of subdivisions
by sections; prescribing regulations for streets, sidewalks,
alleys, sanitary utilities and community facilities.
Providing for a penalty of not more than $200 for each violation
thereof, repealing all conflicting ordinances; providing a valid-
ity clause; and providing an effective date.

view, same being Ordinance 75.-1835, to provide for the recogni-
tion of license or certificates of registration from other cities
and providing an effective date. (This ordinance was approved and
recommended by the City of Plainview Board of Electrical Examiners.)

MINUTES CITY COUNCIL REGULAR MEETING
The City Council of the City of Plainview met in regular session at 7:30
p. m., in the Council Chambers of City Hall with Mayor J. Robert Wayland pre-
siding and the following Councilman present: J'e~ne'~Browning, Place One; Tom
Almon, Place Four; Lloyd Co Woods, Place Three; and 'Bill SoRelle, Place Five.
Absent was Medlin Carpenter, Place Two.
Also present were Bruce Byron-Administrative Assistant, Joe Sharp-City
Attorney, William R. Hogge-Director of Public Works, Harold Gl adman- Di rector
of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director
of Finance, M. L. Rea-City Clerk.
Also present were Gary Ott-Plainview DailS Herald, Jim Davis-Plainview
Reporter News, Charles Bechtold-KAMR in Amarillo, Chuck Martin-KVOP Radio,
Bruce Campbell-KKYN Radio, Louis N. Thomas, Marc West, Scott Robison, Gary
Branch, Scott Nellis and John Ray.
Invocation was given by M. L. Rea.
It was moved by Alderman Almon, seconded by Alderman SoRell6, to approve
the appointments made by Mayor Wayland to the Tax Equalizai~on Board as follows:
Ralph Graham-reappoint, Mike Howell & Bill McBride and alternate Kip Pritchard.
Motion carried unanimously.

It was moved by Alderman SoRelle, seconded by Alderman Browning, to approve
the minutes of the regular City Council meeting held November 23, 1976. Motion
carried unanimously.

Electrical Code, City of Plainview, same being Ordinance 75-1835, to provide for
the recognition of license or certificates of registration from other cities and

priation. Ordinance No. CDI-O19 from Community Development Fund 429-680 in the
amount of $1,390.30 payable to City of Plainview General Fund for Code Enforcement
on Lots 1 thru 6, Block 7, Frisco and Public Servi~ce property adjacent to Curry
Lake Park. Motion carried unanimously. '
Mayor Wayland recommended that the City Engineer-Wm. R. Hogge, prepare a
more detailed estimate to be presented at the next regular City C'ouncil meeting
concerning the installation of curb gutter and/or recess parking in the 1600 &
1700 Block of the West side of Ennis Street adjacent to 16th Street ?ark.
Received for filing, request of Plainview Cable TV to withdraw the franchise
amendment request.
Received for filing, a memorandum of agreement and lease entered into by
and between the City of Plainview and the Plainview Municipal Country Club.
The proposed reorganization of the position of Supervisor-of Accounting/Col-
lection and City Clerk-Treasurer will be studied until the next City Council
regular meeting on December 14, 1976.
Received for filing, Pioneer Natural Gas Company's Cost Escalation on the
West Texas Transmission System for October 1976.
Discussion was held on the public hearing set by the Water Rights Commission
in Austin on January 5, 1977 in the Stephen F. Austin State-Office Building and
action will be t~ken if needed at a later date.
The recommendations by the Park, Op~n]~SDace and Recreation Advisory Committee
concerning a policy naming of City Parks is still under study and consideration.
It was moved by Alderman Browning, seconded by Alderman Woods, to authorize
the City Attorney-Joe Sharp, to prepare an ordinance in the amount of $65,000
for the establishment of a City of Plainview, Airport Land Acquisition Fund.

Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to authorize
payment of $3,000 as the City's portion of a three year insurance policy from
account 603-666, Airport, Non-departmental Account, payable to the Plainview/
Hale County A~rport Board. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Almon, to adopt
Appropriation Ordinance No. G0336-76 from the G. O. Bond Fund 424~in the amount
of $3,396.01 payable to City of Plainview General Fund for improvements made to
Quincy Street: traffic signs, signals and si.~n poles. All traffic improvements
are now completed. Motion carried unanimously.
Reminder that the Work Session is being changed from Thursday, December 9~h
to Monday, December 13th.
Councilman Lloyd Woods congradul~ted the Boy Scouts on trying to earn their
Merit Badges and thei~r points.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to adjourn
the meetin.q there being] no further business. Motion carried unanimously and
meeting adjourned at 8:20 p.m.
