BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting at 4:35 P.M., Thursday, January 13, 2005, in the
Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are
hereby submitted as follows.
ITEM
1. Called to order by Chairperson Lucile Davis at 4:35 P.M.
2. Invocation given by Doylene Lloyd.
3. Members present were: Lucile Davis, Doylene Lloyd, Phyllis Wall, and Bob Noblett.
4. Members absent were: Ruby Riggins, Irma Luna, Barbara Ramirez, Carlene Kirby
5. October 14th minutes were given by Lucile Davis and approved as read.
6. City Staff present were: Rusty Reese, Park Superintendent
7. Guests present were: Mark Warren, Kent Bearden, and Rex Reddix
8. Old Business
a) Kiwanis Club Memorial Project. Mark Warren — Kiwanis Treasurer and
Representative stated the Kiwanis are ready to construct a flag presentation in honor
of the late Lloyd C. Woods for his dedication and contributions to the Boy Scouts.
Mark further stated that the project would consist of one 35' lighted flagpole with a
4' X 6' US flag to be displayed. He stated that Garza Construction Company would
be the contractor for the presentation. The flag presentation will have a concrete
foundation with a 3' brick wall to the back and could have additional flag holders
installed in the foundation for additional flags to be displayed on special occasions.
Mark continued on to say that the Kiwanis would keep a flag inventory with the city
for flag replacement as needed. After some discussion, the Commission members
thanked Mark and the Kiwanis for their time and effort regarding the project. The
consensus of the Park Advisory Commission is to fully support and recommend the
project to the City Council.
9. New Business
a) Revise Park Comprehensive Plan. Rusty handed out the existing Comprehensive Plan
to members and discussed methods of obtaining information for the revised plan.
Rusty stated that some new devel pments needed to be considered for the revised
plan such as the City has obtained 4S.6 open -space acres from Joliet to Quincy Streets
and that a portion of the Hike and Bike Trail already exists on some of the acreage.
In addition to the additional property, the John D. Stoneham Park contract has an
additional 23 years lease to the City and that this park should be considered in the
revisement due to the probability that a housing project consisting of 76 three to four
bedroom homes areto be constructed across from the park and will increase the
demand for recreational requirements. Rusty requested that members begin
considering the future needs and growth possibilities of Plainview for a responsible
comprehensive plan.
10. Open meeting. Rusty told members that the Hike and Bike Trail is in the process of
having an archaeological study.
11. Next meeting set for February 10, 2005.
12. Meeting adjourned at 5:35 P.M.
