MINUTES CITY COUNCIL REGULAR MEETING
The City Council of the City of Plainview met in regular session at 7:30 p.m., in
the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and
the following Councilman present: Jeane Browning-Place One, Medlin Carpenter, Place
Two, Lloyd C. Woods, Place Three, Tom Almon, Place Four and Bill SoRelle, Place Five.
Also present were City staff: Marshall Pharr-City Manager, Bruce Byron-Administra-
tive Assistant, M. L. Rea-City Clerk, Joe Sharp-City Attorney, Harold Gladman-Director
of Planning, Wm, R. Hogge-Director of Public Works, Johnnie Ballew-Director of Public
Safety, Norman Huggins-Director of Finance, Bill Rogers-Park Supervisor, Bob Richards-
Building Inspector, Robert Ratcliff-Traffic Safety Coordinator, Jddge Tom Stephens and
Emma Qui ntani 1 la-Admi ni strati ve Secretary.
Also present were Gary Ott-Plainwiew Daily Herald, Chuck Martin-KVOP Radio, Charles
Bechtold-KAMR in Amarillo, Gary Mack-KKYN Radio, Roger Horan, Morris Smith, Laidan
Zeigler-Lubbock Avalanche Journal, Mr. & Mrs. Bobby Freeman, Mr. & Mrs. George Stockton,
Jack 'Stockton, Larry Campbell and Mark Turnbough.
Invocation was given by Medlin Carpenter.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the re-
commendation of Mayor Wayland to appoint T. M. Chesser to the Plainview Planning Board
and Zoning Commission for a three year term. Motion carried unanimously.
The Mayor presented a certificate of appointment to Mr. Morris Smith for a three
year term to the Plainview Building Code Board of Appeals.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to award the bid for
overhead automatically operated doors for the Plainvi~w Fire Department to the Overhead
Door Company in Lubbock, Texas in the amount of $2,562. Motion carried unanimously.
Reminder of bid letting for the purchase of the following items: 1) Playground
equipment for 7th Street Park bids to be received February 8, 1977. (Estimated cost
$10,000).
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve specifi-
cations and authorize advertising for bids for a dump truck for the Street Department.

Bids are to be received on February 18th and awarded on February 22nd. Motion carried
unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon to approve specifica-
tions and authorize advertising for bids for a service and tow truck for the Service
Center from Revenue Sharing Funds. Motion carried unanimously o
It was moved by Alderman Woods, seconded by A~lderman SoRelle, to approve specifica-
tions and author~ize advertising for bids for multi-purpose courts (2 each) for 16th
Street Park and Running Water Draw Regional Park. (Estimated cost $40,000) Motion carried
unanimously.
Mayor.Waytand opened the pub.~l~ic hearing for discussion of recommended proposed use
of the Revenue Sharing Budget for fiscal year 1977. Marshalt~.Pha~ri~-~ead~the Revenue
Sharing Budget (proposed) and after some discussion, it was moved by Alderman Carpenter,
seconded by Al~derman Browning, to close,the public hearing and approve the budget as
read. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Woods, to approve the min-
utes of the regular City Council meeting of January 11, 1977. MotiOn carried unanimously.
Received for filing, copies of the Unger Memorial Library Advisory Committee, Decem-
ber 6, 1976 and Traffic Safety Committee, January 19, 1977.
Concerning the ordinance, Section 21 thru 27, Article 8, entitled "Rabbits" in Chap-
ter 4 of the 1957 City of Plainview Municipal Code, the Mayor and City Council asked
Johnnie Ballew-Director of Public Safety to find out more information on rabbits, such as
1) Does~aila~ge quani~ity of rabbits carry any disease? 2) Contact the T'exas State Health
Department concerning ~l~he health of rabbits, etc. Mr. Ballew is to report to the City
Council at the next regular meeting, February 8, 1977.
The City Council is still studying for adoption, the Zoning Ordinance and the sub-
division ordinance.
It was moved by Alderman Woods, seconded by Alderman Carpenter, to introduce Ordi~
nance No. 77-~2035, an ordinance calling for an election for adoption or rejection of

Civil Service for the City of Plainview Police Department and Fire Department..
Election is to be held April 2, 1977. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, that Ordinance No.
77-2035 be read only once. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Carpenter, that Ordinance
No. 77-2035 be adopted. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to a~dopt Ordinance No.
77-2034, (second reading), an ordinance fixing the charges for copies .of the City of
Plainview Flood Hazard Boundary map. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance
No. 77-2029, (second reading), an ordinance amending the zoning map of the City of Plain-
view for Zone Case No. 320. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Woods, to adopt Ordinance
No. 77-2030, (second reading), an ordinance amending the zoning map of the City of Plain-
view on Zone Case No. 321. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Ordinance No.
77-2031, (second reading), an ordinance amending the zoning map of the City of Plainview
on Zone Case No. 322, Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Ordin-
ance No, 77-2036, from Pro rata construction fund 434 in the amount of $178.50 payable
to Morton Irrigation Pipe Company for water main ditch at Town West. Motion carried
unanimous ly.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. G0~339-77, from G.O. Park Bond Fund 403-212 in the amount of $1,250 payable
to High Plains Nursery for trees for landscaping at Broadway Park. Motion carried unani-
mously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Appropri-
ation Ordinance No. GO 340-77 from G.O. Park Bond Fund 403-701 in the amount of $1,995

payable to Yoakum Enterprises for 10% payment of bid on restrooms. Motion carried unan-
imously.
It was moved by Altderman Almon, seconded by Alderman Woods, to adopt Appropriation
Ordinance No. GO 341-77 from G.O. Park Bond Fund 403-812 in the amount of $4,884 payable
to Pioneer Fence Company for fence installation at Running Water Draw Regional Park.
Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appro-
priatiOn Ordinance No. GO 342-77 from G.O. Park Bond Fund 403-812 in the amount of
$6,150 payable to Quality Industries, Inc. for oval backstops for Running Water Draw
Regional Park. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Appropriation
Ordinance CD1-022 from Community Development Fund 429-809 in the amount of $75.00 payable
to Carl Williams for surveying services: locating 12 points in Merryman Addition for
Frisco water main extensions. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to hold on any action
for the contract agreement between the City of Plainview, Hale County and the Plai'nview/
Hale County AirpOrt Board and Parkhill, Smith & Cooper for engineering services fo~ fur-
ther study. Motion carried unanimously.
The Parks, Open Space'&:~Recreation Advisors Committee is still studying the request
of Mr. J. William Mason, representing the American Association of Retired Persons.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt the City
of Plainview Code Enforcement Demolition and Debris Clearance, established on December
18, 1972. (estimated cost $13,262) Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt the
Engineering Report on the Wastewater Reclamation Facilities for the City of Plainview
as submitted by Parkhill, Smith & Cooper on January 14., 1977. Motion carried unanimous-
ly.
The Park, Open Space & Recreation Advisory Committee requested a continuation on

their study for the utility mail out survey.
It was moved by Alderman Browning, seconded by Alderman Woods, to approve the not-
ification of the filing of an application for certification by the Federal Communica-
tion Commission .of Cable Television Service as submitted by the television corporation
of American in behalf of Plainview Cable TV. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, that some questions
be asked concerning another utility bill as to the increase oftit; and that this be put
on next meeting's agenda. Motion carried unanimously.
It was moved by Alderman Al mon, seconded by Alderman SoRelle, to adopt an amendment
to Ordinance No. 71-1154, establishing the limited parking in the Central Business Dis-
trict and amending said ordinance. Motion carried unanimously. (Amendments to be made
to Section 7 and 12.)
It was moved by Alderman Woods, seconded by Alderman Almon, to approve tNe traffic
survey 'for a traffic signal at State Highway 194 and 24th Street. Robert Ratcliff is
to make this survey. He did state that if the State Highway Department approved a traf-
fic signal, it would be quite costly since there would be a railroad crossing involved.
Motion carried unanimously.
It was moved by Alderman SORelle, seconded by Alderman Woods, to approve the request
of the Police Department for the purchase of safety screens for each patrol car and
authorize the purchase to be out of Unappropriated Surplus, at an estimated cost of
$1,575. Motion carried unanimously.
Reminder of the City of Plainview Annual Employee Awards Banquet to be held January
28, 1977 at the Slaughter Memorial Dining Hall on the Wayland Campus at 8:00 p.m.
Reminder of the TML Legislative Seminar to be held in Aus.tin on February 7, 1977.
Reminder of the joint meeting with the County, City to be held on January 31, 1977
at Plains Inns at 7:30 p.m.
Mr.~.~Larry Campbell appeared before the City Council asking if there was~any way~
or if an ordinance could be pass.ed wh~ he could post signs on the Plainvi~ew Lanes

parking lot stating, "No Loitering" because he was having some trouble with people
who were stealing things out of cars parked. Mr. Campbell is the Mana~ger of Plainview
Bowling Lanes. The City Council could not answer )qr. C-ampbell since this matter was
not on the agenda, but advised him to write a letter to either the Mayor or City Manager
stating his problem and it would be put on the agenda.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adjourn the
meeting there being no further business. Motion carried unanimously and meeting adjourned
at 9:55 p.m.
It was moved by Alderman Almon, seconded by Alderman Woods, to reconvene the Execu-
tive Session that had been recessed at 12:40 pm on January 24, 1977. Motion carried
unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Atmon, to appoint as Chief
of POlice, Alan Read Stewart, fOrmer Chief of Police for Canyon. Motion carried unanimous-
ly. Chief Stewart will start February 21, 1977.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to adjourn the Ex-
ecutive Session there being no further business. Motion carried unanimously. Executive
Session adjourned at lO:O0 pm.
