Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 2:45 p.m. on August 21, 2015. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3 and Teressa King -District 4. Councilmembers Susan Blackerby-
District 5, Lionel Garcia -District 6 and Eric Hastey-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Isauro
Gutierrez -Information Technology Specialist, Tim Crosswhite-lnterim Director of Public
Works and Belinda Hinojosa-City Secretary.

Mayor Pro Tem King delivered the invocation and led in the pledge of allegiance.
Councilmember Charles Starnes recognized Jess Beaman for her on the city wide
cleanup. She was the organizer for the entire event.
Mayor Pro Tem King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Starnes and carried by unanimous vote. Items approved
on the consent calendar included the granting of excused absences to Councilmembers
Lionel Garcia, Susan Blackerby and Eric Hastey; approval of the minutes of August 6,
2015 and August 11, 2015; approval of financial reports; and approval of Resolution R15-
343, a Resolution of the City Council of the City of Plainview, Texas, Approving the
Request of the Plainview Chamber of Commerce to Host the Cowboy Days "Hale on
Wheels" Bicycle Ride and Crimestoppers' "Fun Color Run"; Authorizing the Filing of the
Agreement for the Temporary Closure of State Right -Of -Way with the Texas Department
of Transportation for this Event; Declaring that the Event Serves a Public Purpose; and
Agreeing to Comply with Regulations.
Jeffrey Snyder, City Manager presented information on the proposed tax increase. He
reviewed the proposed budget. The budgeted expenditures for major operating funds
(General Fund, Solid Waste Management Fund, Water & Sewer Fund and Debt Service)
for fiscal year ended September 30, 2016 are $23,016,090. The budgeted revenues for
major operating funds (General Fund, Solid Waste Management Fund, and Water &
Sewer Fund) are $23,132,335.
The projected General Fund expenditures for fiscal year ending September 30, 2106 are
$12,889,155. The General Fund Revenues for fiscal year ending September 30, 2106
are $12,695,735.
The proposed property tax rate included in the budget for Fiscal Year 2015-2016 is
$.6288. The effective tax rate is $.5868 and the rollback rate for 2015-2016 is $0.6360.

Councilmember Starnes moved to open a public hearing on the proposed tax increase.
The motion was duly seconded by Councilmember Williams and carried by unanimous
vote.
Dwane McGuire of 1114 Kokomo the city could place a consumption tax this way
everybody pays for everything instead of just a few paying. You could then drop housing
taxes and get millions off a consumption tax.
Clifford Davis who lives at 1306 Yonkers appeared to request that the City freeze the tax
rate for citizens over 65 because there are a lot of us that are on fixed income. He stated
the school and county already freeze their taxes.
Beverly McCaskill of 705 Broadway stated she knew it was difficult for this Council but
understands everything is going up and for Plainview to continue going forward and
improve she understands the need for a tax increase.
Councilmember Starnes moved to close the public hearing. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. The public hearing
was closed at 7:31 p.m.
Mayor Dunlap announced that a second public hearing will be held on September 3, 2015
at 11:30 a.m. at the Plainview Convention Center, 2902 W. 4th Street. A vote on the first
reading of the Ordinance to adopt the proposed tax rate will be held on September 8,
2015 at 7:00 p.m. in the City Council Chambers at City Hall, 901 Broadway. A vote on
the second and final reading of the Ordinance to adopt the proposed tax rate will be held
on September 17, 2015 at 11:30 a.m. at the Plainview Convention Center, 2902 W. 4th
Street.
Mr. Snyder presented additional information on the 2015-2016 City of Plainview Budget.
The Solid Waste Management Expenditures for Fiscal Year ending September 30, 2016
are $3,227,575. The Solid Waste Management Fund Revenues for Fiscal year ending
September 30, 2016 are $2,957,700.
The Water and Sewer Fund Expenditures for fiscal year ending September 30, 2016 are
$9,195,890. The Water and Sewer Fund Revenues for Fiscal Year ending September
30, 2016 are $7,454,900.
There is a proposed increase in the base rate from $11.05 to $13.00 for sewer charges.
The rate per 1,000 gallons would increase from $1.60 to $1.65.
Councilmember Starnes moved to open a public hearing regarding the 2015-2016 City of
Plainview Budget. The motion was duly seconded by Mayor Pro Tem King and carried
by unanimous vote.
There was no public comment.

Councilmember Starnes moved to close the public hearing. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote.
The public hearing was closed at 7:45 p.m.
Mayor Dunlap announced that a second public hearing will be held on September 3, 2015

There being no further business, Mayor Dunlap adjourned the meeting at 7:45 p.m.
