CITY COUNCIL MINUTES
City Council Chambers
7:30 P. M.
The City Council of the City of Plainvi'ew met in regular session at 7:30 p.m.,
in the City Council Chambers of the City Hall with Mayor Pro-Tem, Medlin Carpenter,
presidings, and the following Councilmen present: Lloyd C. Woods, Place Three, Tom Almon,
Place Four and Wm. SoRelle, Place Five. Absent were Mayor J. Robert Wayland and Jeane
Browning, Place One.
Also present were City staff: Marshall Pharr-City Manager, Bruce Byron-Administra-
tive Assistant, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Harold Gladman-Director
of Planning, Johnnie Ballew-Director of Public Safety, Wm. R. Hogge-Director of Public
Works, Norman Huggins-Director of Finance, Tom Stephens-Municipal Judge, Billy Rogers-
Park Supervisor, and Emma Quintanilla-Administrative Secretary.
Also present were the following visitors: Gary Ott-Plainview Dai_ly Hera~l'~d, Jim
Davis-Plainview Reporter News, Bill Bruder-KKYN Radio, Charles Bechtold-KAMR in Amarillo,
Chuck Martin-KVOP Radio, Mr. & Mrs. Lee Soucy, Roger Mack Phillips, Floyd Dale McDonald,
Dennis Harkins, Richard Schwalm, Jimmy L. Holmes, W. J. Fairbanks, Jr., and Jerry Gut-
heinz.
Invocation was given by Billy Rogers.
Before the meeting began, Councilman Lloyd Woods publicized the apology to Bill
Cookston for what he stated in the last City Council Meeting.
The following people were appointed to the Neighborhood Improvement Committee No.
Two by Mayor Pro-Tem, Medlin Carpenter: 1) A. D. Shellman, 2) Christine Samson, and 3)
Emmit Green. It was moved by Alderman Almon, seconded by Alderman Woods, to approve
these appointments. Motion carried unanimously.
Mrs. Lee Soucy, Chairman of the Plainview Kennel ClUb, Inc., appeared to speak
on behalf of the Plainview Kennel Club about the City of Plainview's dog pound shelter.
The City Council is going to study the request and look into the improvements that they
recommended.
One bid was received for the construction of bleachers into berms at Running Water

Draw Park. It was unopened and sent back."A later date will be set for re-bidding.
Reminder of bid letting for the purchase of the following items:
1)Sprinkler system at 7th & 16th Street Parks, to be received March 22nd with
an estimated cost of $50,000.
2) Construction of miscellaneous water and sewer improvements with an estimated
cost of $195,000.
It was moved by Alderman Almon, seconded by Alderman Woods, to approve the speci-
fications and authorize the advertising for bids for the Community Center facility for
Running Water Draw Park, with an estimated cost of $40,000. Motion carried unanimously.
Bids are to be received April 7, 1977, at 10:00 a.m. The Plainview Rotary Club is to
donate $10,000 or~ 25%, not to exceed $10,000.
The construction of a press box at Babe Ruth Ballpark is a hold item at this time.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the speci-
fications and author~ize the advertising for bids for the purchase of police uniforms
with bids to be rec~i~ved on April 7th and an estimated cost of $5,600. Motion carried
unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve the speci-
fications and authorize the advertising for bids for the~annual uniform rental contract.
Present cost is $127.50 per year per employee. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the minutes
of the regular City Council Meeting held on February 22, 1977. Motion carried unani-
mously.

It was moved by Alderman Almon, seconded by Alderman Woods, to authorize the City
Attorney to prepare an ordinance prohibiting parking on 5th Street, from Austin West
to Columbia. Motion carried unanimously.
A Public Hearing will be held on March 10, 1977, at 7:30 p.m, in the City Council

Chambers for the Zoning Ordinance.
A joint meeting was held to discuss the subd~¥ision ordinance and a final draft
will be drawn in 30 days.
It was moved by Aldeman Woods, seconded by Alderman Almon, to approve for intro-
duction, Ordinance No. 77-2048, an ordinance amending the franchise to Plainview Cable
TV to increase the street use tax (gross receipts) from 2% to 3%. Motion carri~ed un-
animously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance
No. 77-2038, an ordinance amending Section 7 and Section 12 of Ordinance No. 71-1154,
providing for notices issued for overparking and information to be contained thereon.
Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Ordinance
No. 77-2046, an ordinance providing for the extension of certain boundary limits of
the City of Plain¥iew, Texas, and the annexation of certain adjacent to and adjoins
the present boundary limit of the City of Plainview, Texas. Motion carried unanimous-
ly.
It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Appropriation
Ordinance No. CD1.-024, from Community Development Fund 429-807 in the amount of
$17,932.40 payable to High Plains Pavers, Inc. for Construction Estimate No. 4. Motion
carr~i ed unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. CD1.-.025.,_ from Community Development Fund 429-809 in the amount of
$1,342.11 payable to City of Plainvirew Genera~l Fund for reimbursement to City for en-
gineering expense pro-rated to Frisco ~ater Project. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. CD1-.0.26, from Community Development Fund 429-807' in the amount of $6,014.29

payable to City of Plainview General Fund for reimbUrsement to City f6r engineering
expense pro-rated to East 9th Street paving. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropria-
tion Ordinance No. CD1-027, from Community Development Fund 429-750 in the amount of
$79.05 payable to City of Plainview General Fund for reimbursement to City for engineer-
ing expense pro-rated to Curry Lake Flood Plain - park project. Motion carried unani-
mously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropria-
tion Ordinance No. GO 446-77 from G.O. Park Bond Fund 403~812 in the amount of
$25,791.70 payable to Texas Sprinkler Co., Inc., for final payment for sprinkler system
at Broadway Park. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropria-
tion Ordinance No. GO 447-77 from G.O. Park Bond Fund 403-812 in the amount of
$18,941.00 payable to Wesley Electric Co. for electrical material on site for softball
lighting systems - Running Water Draw Park. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropria-
tion Ordinance No. GO 448-77 from G.O. Park Bond Fund 403-701 in the amount of $700.25
payable to Morgan Portable Building Corporation for building to house sprinkl~P con-
trols and for storage. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Appropria-
tion Ordinance No. GO 449-77 from G~O. Park Bond Fund 403-701 in the amount of
$7,342.40 payable to Yoakum Enterprises for progress construction on restrooms at
Broadway and Nth Street Parks. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropria-
tion Ordinance No. 77-2047 from Revenue Sharing Fund 427 in the amount of $16,280.00
for amendment to the Plainview Police Department, 607, budget for salary and wages,

operational and capital expense. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve the re-
organization of the Police Department as presented by Chief of Police, Alan Stewart,
and to appoint an Assistant Chief of Police and a Secretary for the Chief of Poli~e.
Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Resolution
No. R77-082, a resolution allowing the City of Plainview to participate in the high
speed teletype. Motion carried unanimously.
A meeting is to be scheduled to discuss the contract agreement between the City
of Plainview, Hale County, Plainview/Hale County Airport Board and Parkhill, Smith &
Cooper, for engineering services.
It was moved by Alderman Almon, seconded by Alderman Woods, to adopt the proposed
lease between the City of Plainview and the Plainview Independent School District on
joint use of land for park purposes. Motion carried unanimously.
The City Council asked the City Manager to pursue the request of Occidental Chem-
ical Company concerning the possibility of using Canadian River Water as supplementary
supply for fire protec%ion.
Received for filing, Pioneer Natural Gas Company West Texas Transmission System
Cost Pass-through for the month of January, 1977. Alderman Almon requested that the
City Manager follow up on the letter, previously requested, to Mr. John Ray; that re-
quest being that the City Council be furnished a Profit and Loss Statement for the City
of Plainview gas utilities of Pioneer Natural Gas Company and also a Profit and Loss
Statement as to the West Texas Transmission System of Pioneer Natural Gas Company.
Reminder of theRegion Three Texas Municipal League meeting in Lubbock on March
15th at 6:30 p.m.
Received for filing, copy of the proposed property tax code implementation schedule.

~ Received for filing, letter from Jerry Guthinz concerning an energy efficiency
constructi on code.
Received for filing, letter from HUD asking the City of Plainview to submit an
application in the amount of $250,000 for the Community Development Block Grant Pro-
gram Discretionary Grant Funding.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt and approve
the 1975-76 audit report and authorize for advertising, the balance sheeet. Motion
carried unanimously. Jimmy Holmes, CPA, appeared before the City Council to present
the audit report~and was quite complimentary.
It was moved by Allderman Woods, seconded by Alderman Almon~ to adjourn the meeting
there being no further business. Motion carried unanimously. Meeting adjourned at
9:35 p.m.
