The City Council of the City of Plainview met in regular session at 7:30 p.m., in the City Council Chambers of the City Hall with Mayor J. Rboert Wayland presiding and the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place Two; Lloyd Woods, Place Three; Tom Almon, Place Four; and Wm. SoRelle, Place Five. Also present were City staff: Marshall Pharr-City Manager, Bruce Byron-Admin- istrative Assistant, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Harold Gladman- Director of Planning, Johnnie Ballew-Director of Public Safety, Wm. R. Hogge-Director of Public Works, Norman Huggins-Director of Finance, Billy Rogers-Supervisor of Parks & Recreation, WOody Sevison-Fire Chief, Alan Stewart-Police Chief, and Debbie Hall-Admin- istrative Secretary Also present were the following visitors: Gary Ott-Plainview Da'ily Herald, Charles Bechtold-KAMR in Amarillo, Chuck Martin-KVOP Radio, Tut Tawwater, Jimmy Pharr, Johnny Pharr, Howard Hatch, James Rogers, A. H. Barley, Jerry Gutheinz, Mrs. William LaFont, Mrs. Ruby Curry and Richard Invocation was given by Wm. SoRelle. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the recommendations of Mayor Wa~land to the following: Ms. Ann Hawkins-Vice Chairman to the Community Improvement Commission, Mrs. Mike Hutcherson-City/County Health Board, and Dr. Donald Moore-City/County Health Board for full term. Motion carried unaminously. A discussion was held concerning purchase of property by Howard Hatch located at the North East of Houston and 6th Street. No action was taken. It was moved by Alderman Woods, seconded by Alderman Almon, to award the bid for the construction of a community center facility for the Running Water Draw Park~to tbe.- l'ow~bi.ddee~of Jerhy Wofford of Plainview, Texas, in the amount of $35,740.00, Motion carried unaminously. Also, it was moved by Alderman SoRelle, seconded by Alderman Browning, to authorize work to be done by specifications drawn up by the City Engineer, Wm. R. Hoaae. April 12, 1977 Page 2 CITY COUNCIL MINUTES It was moved by Alderman Carpenter, seconded by Alderman Browning, to award the bid for the purchase of Police uhiforms to Mallory's of Lubbock, Texas, in the amount of $5,458.75. Motion carried unanimously. (4 bids were received) It was moved by Alderman Browning, seconded by Alderman SoRelle, to award the bid for the the lease of uniforms on an annual contract for outside employees to National Linen Supply of Lubbock, Texas, in the amount of $2.55 per week,-per employee. Motion carried unanimously. (2 bids were received) It was moved by Alderman Almon,-seconded by Alderman SoRelle, to award the bid for the purchase of aluminum b~eachers and aluminum benches for the Running Water Draw Regional Park to Belson Manufacturing, North Aurora, Illinois, in the amount of $10,042.50. (3 bids were received) It was moved by Alderman Browning, seconded by Alderman Carpenter, to award the bid for the construction of one pressbox, concession stand for Broadway Street Park to Pharr & Pharr, Lubbock, Texas, in the amount of 7,911.00. Motion carried unanimously. (3 bids were received) It was moved by Alderman Woods, seconded by Alderman Almon, to approve specifications and authOrize advertising for oneslow profile tractor with rotary cutter to be purchased with Revenue Sharing funds as authorized, with an estimated cost of $12,000. Motion carried unanimously. Bids to be received 10:00 a.m., Thursday, May 5, 1977. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve specifications and authorize advertising for one 1977 police van (vehicle), with an estimated cost of $5,000. Motion carried unanimously. Bids to be received at 10:00 a.m. Thursday, May 5, 1977. It was moved by Alderman Almon, seconded by AldermanlWoods, to approve speci- fications for material binns to be constructed for Street Department loose storage on the service Center premise, with an estimated cost of $18,000.00. April 12, 1977 Page 3 CITY COUNCIL MINUTES It was moved by Alderman Woods, seconded by Alderm~n SoRelle, to approve specifi- cations for lighting system for two multi-purpose courts, one at 16th Street Park and one at Running Water Regional Park, with estimated cost of $20,000. Bids to be received at 10:00 a.m., Thursday, May 5, 1977. A public hearing was opened by Mayor Way!and.. The Administrative Asst,, Bruce Byron, introduced the Housing Assistant's Plan. Randy Holley appeared by videotape-to describe the Housing Assistant's Plan and discuss the needs, progress of present program and the proposed activities. Jerry Guth~enz appeared before the Council to ask questions about section 8's new construction program. The Council then discussed various aspects of the Housing Assistant's Program. It was-moved by Alderman Carpenter, seconded by Alderman Woods, to close the public hearing. A reminder of the Texas Department Health Resources (alias Texas State Health Department) public hearing on solid waste disposal sites for Plainview, 9:00 a.m., April 12, 1977, City Council Chambers. A reminder of the public hearing on proposed zoning ordinance to be held by the City Council at a special meeting to be held in the City Hall of the City of Plainview on the 19th day of April, 1977, at 7:30 p.m. It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve Zone Case No. 332, the request of A. H. Barley for rezoning a 1.23 acre tract of the SE/4 of Section 35, Block JK-2, Hale County, Texas; and a .04 acre tract out of the SE/4 of Section 35, Block JK-2, Hale County, Texas, from an R-1 Zone to a C-2 Zone for Commercial Use, located 2010 West 24th. Motion carried unanimously. The Planning and Zoning Commission approved the Zone Case for the following reasons: 1) Request for C-2 Zoning is in keeping with established land uses within the area. 2) Request conforms to zone changes previously approved within the area. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No. 77-2058, an ordinance amending the zoning map of the City of Plainview for Zone Case No. April 12, 1977 Page 4 CITY COUNCIL MINUTES 332. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Browning, to approve Zone Case No. 333, the request of R. C. Hodges for rezoning a 2.0 acre tract out of the NW/4 of Section 29, Block JK-2, Hale County, Texas, from an R-1 Zone to a C~2 Zone for Commercial use, located 308 South 1-27. Motion carried unanimously. The Planning and Zoning Commission approved the Zone Case for the following reasons: 1) Request for C-2 Zoning is in keeping with established land uses w~thin the Brea. 2) Request conforms to zone changes previously approved within the area. It was moved by Alderman Browning, seconded by Alderman Woods, to adopt Ordinance No. 77-2055, an ordinance amending the zoning~map of the City of Plainview for Zone Case No. 333. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to authorize the City Attorney, Joe Sharp, to prepare an ordinance prohibiting parking on the East side of Baltimore from 6th Street North 150 ft. on the East side. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropriation Ordinance No. GO 351-77 from the GO Park Bond Fund AccoUnt 403-803 in the amount of $7,833.00 payable to Vaughn and Associates for payment of playground equipment at 7th Street Park, Running Water Draw Park, and Broadway Street Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to adopt Appro- priation Ordinance No. GO 352-77 from GO Park Bond Fund Account 403-812 in the amount of $5,591,00 payable to Wesley Electric Co. for work progress on lighting system for Running Water Draw Park. Motion carried unanimously. ~t was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appro- priation Ordinance No. GO 353-77 from GO Park Bond Fund Account 403-812 in the amount of $15,000.00 payable to Arrtco Tennis Systems for progress on multi-purpose courts at 15th Street Park and Running Water Draw Regional Park. Motion~carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropriation Ordinance No. CD2-030 from Community Development Fund Account 429-116 in the amount of $4,653.90 payable to Thomas E, Barber for planning and management consultant services pursuant ot January 29, 1975 as contracted. Motion carried un- animously. It was moved by Alderman SoRell, seconded by Alderman Almon, to adopt Appropria- tion Ordinance No. GO 354-77 from GO Park Bond Fund Account 403-812 in the amount of $850.00 payable to Billy Mauldin Fencing for fence repair and installation at Babe Ruth Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to adopt Appropriation Ordinance NO. CDI-031 from Communtiy Development Fund Account 429-807 in the amount of $3,632.86 payable to High Plains Pavers, INc. for 1976 Assessment Paving Project B-75-DN-48-O015, Construction Estimate No. 5. Motion carried unanimously. W. Taylor Construction, Inc. for construction Esti- mate No. 1; 1977 Water and Sewer Extension Project, contract dated March 23, 1977. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to authorize the Mayor to sign a contract agreement between the City of Plainvew, Hale County, Plainview/ Hale County Airport Board and Parkhill, Smith & Cooper, Inc. for en§~neering services. MOtion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Woods, to set up a meeting between the City Council, City Attorney and ERA representatives to discuss contract drawn up by.~the City Attorney, Joe Sharp, to be held April 13, 1977, at 5:00 p.m. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Almon, to table the dis- cussion about estimated possible tax loss as a result of the adoption of the 65 and over tax exemption as requested by the City Council. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the paving of the parking lot north of the Police Station and the parking lot west of the Unger .Memorial Library. Motion carried unanimously. Received for filing Hotel/Motel occupancy tax for the period ending December 31, 1976; Pioneer Natural Gas Company.!~s pass-through cost for the month of February, 1977; letter from State Department of Highways and Public Transportation, Mr. George Wall, authorizing highway traffic signal at State Highway 194 intersecting with 24th Street. It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance No. 77-2057, an ordinance canvassing the returns and declaring the resul~ts of an election held in the City of Plainview, Texas, on April 2, 1977, pursuant to an ordinance (No. 77-2035), ordering an election in the City of Plainview, Texas, for April 12, 1977 Page 7 CITY COUNCIL MINUTES the purpose of submitting to the qualified voters of the City of Plainview for adoption or rejection the proposition of "for or against the adoption of the Firemen's and Policemen's Civil Service Act".
