The City Council of the City of Plainview met in regular session at 7:30 p.m., in the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the folloWing Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place Two; Lloyd Woods, Place Three; Tom Almon, Place Four; and Wm. SoRelle, Place Five. Also present were City staff: Marshall Pharr-City Manager, Bruce Byron-Administrative Assistant, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Harold Galdman-Director of Planning, Johnnie Ballew-Director of Public Safety, Norma'n Huggins-Director of Finance, Woody Sevison-Fire £hief~ Bob Richards-Building Inspector and Debbie Hall-Administrative Secretary. Also present were the following visitors: Gary Ott-Plainview Daily Herald, Charles Bechtold-KAMR in Amarillo, Chuck Martin-KVOP Radio, Mary Lou Truesdale, Sherry Akin, G. W. Wagner, M~D., Emmitt Green,-Pam Graham, Daresa Voss, Nancy Kidd, Ruthie Rober~ts, Linda Scrib, Ronnie Hutcherson, Barby Hodges, Ann Bain, Cindy Cox, and Donald Moore, M.D. Invocation was given by Norman Huggins. It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to approve the recommendation of the Mayor, J. Robert Wayland, to appoint Clarence Christian to the Planning & Zoning Commission. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve the appointment of Orville Atkinson, Randy Kidd, John Stoneham, Cary Eaves and Jerry Guthienz to the Zoning Advi~sory Con~mittee. Motion carried unanimously. Mayor J. Robert Wayland presented' Dr. Donald Moore and Mrs. Ronnie Hutcherson with a Certificate of Appointment to the Plainview/Hale County Health Board. Mary Lou Truesdale appeared before the City Council to get their endorsement on the Health Fair to be held on April 30, 1977. She explained about the differ~nl~-ewents that will'take place at the ~ealth Fair and urged everYone[to attend. Bids to be received at 10:00 am, Thursday May 5, 1977; estimated cost $12,000. One 1977 police van (vehicle). Bids to be received at lO:O0 am°Thursday May 5, 1977; estimated cost $5,000. Material binns to be constructed for Street Department loose storage on the Service Center premise. Bids to be received at 1.0:00 am, Thursday, May 5, 1977; estimated cost $18,000. (4) Bids for lighting system for two multi-purpose courts, one at 16th Street Park and one Running Water Regional Park. Bids to be received at lO:O0 am, Thursday, May 5, 1977; estimated cost $20,000. It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve the minutes of the regular City Council Meeting held April 12, 1977. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve the minutes of the emergency City Council Meeting held April 13, 1977. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the minutes of the speCial City Council Meeting held April 19, 1977. Receive for filing the following minutes: (1) CommUnity & Neighborhood Improvement Committee (2) Electrical Board of Examiners Meeting Motion carried unanimously. April 7, 1977 April 19, 1977 Bruce Byron, Administrative Assistant, and Johnnie Ballew, Director of Public Safety, presented a videotaped fi~m of the parking problem on both sides of 12th Street from Ash'West to Columbia. It was moved by Alderman Carpenter, seconded by Alderman Browning, to authorize the City Attorney to prepare an ordinance prohibiting parking on 12th Street on both sides of 12th Street from Ash to Columbia. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve the introduction of Ordinance No. 77-2063, an ordinance prohibiting parking on North Balti- more in the 600~'Block from 6th Street 150 North to the alley on the East side of the Street. Motion carried unanimously. April 26, 1977 Page 3 CITY COUNCIL MINUTES It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve the introduction of Ordinance No. 77-2064, an~'ordinance revoking Ordinance No. 60-738. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to approve the introduction of Ordinance No. 77-2065, an ordinance revoking Ordinance No. 66-944. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. 77-2059, from the Revenue Sharing Fund Account 427-816 in the amount of $327.35 payable to Vic's Electric for electrical work-installation of overhead doors at Central Fire Station. Motion carried unanimouslY. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. 77-2062, from the Revenue Sharing Fund Account 427-816 in the amount of- $2,56.2.00 payable to Overhead Door Company for steel overhead doors installed at Central Fire Station. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appro- priation Ordinance No. 77-2060, from the Revenue Sharing Fund Account 427-681 in the amount of $2,975.00 payable to Emco for 17 three c.y. sanitation containers. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Appropriation Ordinance No. 77-206~, from Revenue Sharing Fund Account 427-701 in the amount of $4,841.18 payable to Bob Gardner Chevrolet fQ~ 1977 Chevrolet 9000 GVW cab-classis for Service Center truck. Motion carried unanimoUsly. It was moved by Alderma. n Woods, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. G0~355-77, from GO Park Bond Fund Account 403-812 in the amount of $13,603.11 payable to Howard Mechanical for sprinkler equipment located in place at Seventh Street Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning., to adopt Appro- April 26, 1977 Page 4 CITY COUNCIL MINUTES priation Ordinance No. GO 356-77, from GO Park Bond Fund Account 403-812 in the amount of $1,397.58 payable to Wesley Electric Co. for installation of electricity to restrooms and additonal trailer hook-ups. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. GO 357-77, from GO Park Bond Fund Account 403-212 in the amount of $528.55 payable to Holland Gardens for plant material for Running Water Draw Regional Park. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropriation Ordinance NO. CD2,032, from Community Development Fund Account 429 in the amount of $662.65 payable to Thomas E. Barber for Planning and Managerment Consultant Services pursuant to January 29, 1975. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Browning, to authorize the Mayor to sign extension of present budget of the Plainview/Hale County Health Department to September 30, 1977. Motion carried unanimously. Received for filing, letter from H. E. Stanford requesting pavement of the alley adjoining Lot 2, Westridge Park. It was moved by Alderman Woods, seconded by Alderman Almon, to authorize the paving & extension of a water line on this property. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Woods, to authorize the Community Improvement Council and Neighborhood Improvement Committee to incorporate as a mail-out in the utility bills they clean-up, paint-up fix-up notice. Motion carried unanimously. The adoption of the revised personnel policy for the City of Plainview was Put on hold until further stuOy..can be made. status reports on the following items: (10) Codification of Ordinances: Is in the process of being brought up-to-date. It was moved by Alderman Carpenter, seconded by Alderman Browning, to receive for April 26, 1977 Page 5 CITY COUNCIL MINUTES filing the following Departmental ReportS: (1) Municipal Court (2) Water Production and Water Reclamation Motion carried unanimously.
