CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 p.m., in
the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and
the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place
Two; Lloyd Woods, Place Three; Tom Almon, Place Four; and Wm. SoRelle, Place Five.
Also present were City staff: Marshall Pharr-City Manager, Bruce Byron-Administrative
Assistant, Joe Sharp-City Attorney, M. L. Rea-City Clerk, ~ohnnie Ballew-Director of Public
Safety, Norman Huggins-Director of Finance, Wm. Hogge-Director of Public Works, Woody
Sevison-Fire Chief, Bob Richards-Building Inspector, Thomas Stephens-Municipal Court Judge,
Jerry Austin-Assistant Police Chief and Debbie Hall-Administrative Secretary.
Also present were the following visitors: Jim Davis-Reporter News, Doug McDonough
Plainview Daily Herald, Tut Tawwater-KVOP Radio, Randy Kidd and Clarence Christian.
Invocation was given by Joe Sharp.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the recommen-
dation of Mayor Wayland to appoint Bill Dillard to the Planning Board and Zoning Commission.
Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the recommen-
dation of Mayor Wayland to appoint Shirley Igo as Lay Representative for the West Texas
Library System Advisory Council. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve the recommenda-
tion of Mayor Wayland to appoint John Anderson, Glen Godsey, and John Page to the Plainview
Housing Authority. Motion carried unanimously.
Mayor J. Robert Wayland presented Randy Kidd wi th a certificate of Appointment to the
Zoning AdvisQry Committee.
Also present to receive a Certificate of Appointment to the Planning Board and Zoning
Commission was Clarence Christian.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to award the bid

for one low profile tractor with rotary cutter to the low bidder of Scott Tractor in the
amount of $8,719.00 with trade. (Case Tractor) Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to award the bid for one
1977 Police Van to the low bidder of Jack Morris Ford in the amount of $5,363.95. Motion
carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to award the bid for
construction of material binns to be constructed for Street Department loose storage on
the Service Cneter premise to the low bidder of Peterson Construction Co. in the amount
of $14,175. Work is to be completed within 38 days, excluding rain days. Motion carried
unanimously.
It was moved by Alderman Carpenter, Seconded by Alderman Browning, to award to the
bid for lighting system for two multi-purpose courts, one at 16th Street Park and one at
Running Water Regional Park, to the low bidder of Wesley Electric in the amount of
$17,629.00. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve-specifications
and authorize the advertising for bids on an annual supply O~ asphalt consisting of
approximately 90,000 gallons of liquid asphalt meeting Texas Highway Department specifica-
tions for 0A-175 asphalt, with an estimated cost of $31,500. Motion carried unanimously.
Bids to be received at 10:00 am Tuesday, May 24, 1977.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve specifications
and authorize the advertising for bids on the purchase of an annual supply of grave!
consisting of approximately 2,800 cubic yards of seal-coat grade gravel meeting City of
Plainview specifications, with an estimated cost of $19,600. Motion carried unanimously.
Bids to be received at 10:00 am Tuesday, May 24, 1977.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve the
minutes of the regular City council meeting held April 26, 1977. Motion carried unanimously.

It was moved by Alderman Browning, seconded by Alderman Almon, to authorize the
introduction of Ordinance No. 77-2066, an ordinance prohibiting parking on both sides of
Twelth Street between Ash Street and Columbia Street and providing a penalty. Motion
carried unanimously.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to adopt Ordinance
No. 77-2063, an ordinance prohibiting parking on the East side on that side of Baltimore
Street from the No~th boundary line of West 6th Street to the South boundary line of the
alley lying.immediately North of West 6th Street between Baltimore Streetand Austin
Street; and providing a penalty. Motion carried unanimously.
It was moYed by Alderman SoRelle, seconded by Alderman Woods, to adopt Ordinance No.
77-2064, an ordinance revoking Ordinance No. 60-738 of the City of Plainview, Texas.
Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance
No. 77-2065, an ordinance revoking Ordinance 66-944 'of the City of Plainview, Texas.
Motion carried unanimously.
It was moved by Alderman SoRelle,~seconded by Alderman Woods, to adop~ Appropriation
Ordinance No. GO 358~77 from the GO ~ark Bond Fund Account 403-751 in the amount of
$567.00 payable to Hale County Sand and Gravel for crushed fine chad for infields at

at Running Water Draw Regional Park. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 359-77 from the GO Park Bond Fund Account 403-812 in the amount of
$24,379.00 payable to Arrtco Tennis Systems for progress payment and materials on site
for multi-purpose courts at sixteenth Street Park and Running Water Draw Regional Park.
Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. GO 360-77 from the GO Park Bond Fund ACcount 403-812 in the amount of
$6,312.48 payable~to Howards Mechanical for sprinkler valves and heads on site. Motion
carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appro-
priation Ordinance No. GO 361-77 from the GO Park Bond Fund Account 403-812 in the amount
of $3,479.00 payable to Wesley Electric Co. for electric material on job site and work
completed thru 4-28-77. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Appropria-
tion Ordinance No. GO 362-77 from the GO Park Bond Fund Account 424-807 in the amount of
$1,901.25 payable to High Plains Pavers, INc. for street improvements at East 9th Street,
t976 Assessment Paving Project B-75-DN-48-O015, construction estimate No. 6. Motion
carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adop~ Appropriation
Ordinance No. 77-2067 from the Pro-rata Construction Fund 434-813 in the amount of
$28,726.84 payable to H. W. Taylor Constructio~ Inc. for construction estimate No. 2,
1977 Water & Sewer Extension Project, contract dated March 23, 1977. MOtion carried
unanimously.
It was moved by Alderman $oRelle, seconded by Alderman Woods, to adopt Appropriation
Ordinance No. 77-2068 from the Revenue Sharing Fund Account 427 in the amount of $2,113.28
payable to the City of Plainview Service Center Fund to reimburse Service Center for

material used on service truck (compressor, generator, electric compressor, etc) Motion
carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. CD1-033 from the Community Development Fund 429 in the amount of $1,138.75
payable to Western Industrial Supply for water system materials used in Frisco Project.
Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to authorize a city-wide
paint-up, clean-up, fix-up campaign to be conducted the week of June 6 through June 17,
1977, as proposed and recommended by the City Manager. Motion carried unanimously.
Authorization for the 1977 summer recreation program is a hold item at this time.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to approve the
appointment of Mrs. Debbie Hall as Deputy City Clerk for the City of Plainview. Motion
carried unanimously.
Received for filing the Pioneer Natural Gas Company West Texas Transmission System
Pass-through Cost for the month of March, 1977. Also received was the Pioneer Natural
Gas Co. West Texas Distribution System, Profit and Loss Statement for the year of 1976.
