CITY COUNCIL MINUTES
The City Council of the City of~Plainview met in regular session at 7:30 p.m., in
the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and
the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place
Two; Lloyd Woods, Place Three; Tom Almon, Place Four; Wm. SoRelle, Place Five.

Invocation was given by Marshall Pharr.
Certificate of Appointments for the Plainview Housing Authority were given to John
Anderson, Glen Godsey, and John Page. Cary Eaves and Jerry Guthienz were present to ~
receive their Certificate of Appointment to the Zoning Advisory Committee. Bill Dillard
was confirmed as Chairman to the Planning Board and Zoning Commission. Reappointed as
Lay Representative for the West Texas Library System Advisory Council was Shirley Igo.
Ann Hawkins appeared before the City Council to get their approval for the continuation

of the Neighborhood Improvement and Community Improvement programs. It was moved by
Alderman Woods, seconded by Alderman SoRelle, to approve the continuation of these programs.
motion carried unanimously.
Royce Carthel appeared befor~the City. CoUncil to get their endorsement of the Hail
Suppression program. He request that the Mayor and City Council write or call the
Governor if they were in favor of this program. It was moved by Alderman SoRelle, seconded
by Alderman Almon, to support the efforts of the Plainview Hail Suppression program and
to send a letter to the Governor expressing their viewpoint. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to award the bid on the
annual supply asphalt consisting of approximately 90,000 gallons of liquid asphalt meeting
Texas Highway Department specifications for 0A-175 asphalt to the low bidder of Diamond
Shamrock in the amount of $29,196.00. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to award the bid
on purchase of annual supply of gravel consistin§ of approximately 2,800 cubic yards of
seal-coat grade graVel meeting City of Plainview specifications to the low bidder of Hale
County Sand & Gravel in the ~mount of $22,036.00. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Browning, to approve Zone Case
No. 334, the request of Orville Atkinson for rezoning of Lots 40 and 41, Westridge Park
Unit No. 2, from an $-1 Zone to an R-3 Zone for Multi-Family use, located at 201-203
Lometa Drive, City of Plainview, Hale CountY, Texas. Motion carried Unanimously. The
Planning and Zoning Commission approved the Zone Case for the following reasons:
(1) Request conforms to the established land use patterns in the area.
(2) Request provides for planned development of the area.
It was moved by AldermanCa~penter, seconded by Alderman Almon, to adopt Ordinance
No. 77-2069, an ordinance amending the zoning map of the City of Plainview for Zone Case
No. 334. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Zone'

Case No. 336, request of Michael Smith for rezoning a tract of land 376.86' x 194.6' out
of NW Part Section 57, Block A-l, Hale County, Texas, containing approximately 1.69
acres, from an R-1 Zone to a C-w Zone, for cOmmercial use~located 1400 Block 1-27 South.
Motion carried unanimously. The Planning and Zoning Commission approved the Zone Case for
the following reasons:
(1) Request conforms to established land uses within the area.
(2) Request is in conformance with the needs of the City and will promote orderly
development of City.
It was moved by Alderman Browning, seconded by Alderman Almon, to adopt Ordinance No.
77-2070, an ordinance amending the zoning map of the City of Plainview for Zone Case No.
336. Motion carried unanimously.
A public hearing was opened for Zone Case No. 338, the request of Josh Davis for
rezoning of Lots 11, 12, 13, 14, 15, 16, Block 3, Rowe-Goode Addition, from an R-1 Zone
to a C-1 Zone for Commercial Use, located in 1000 Block Raleigh Street, City of Plainview,'
Hale County, Texas. Appearing before the City Council in favor of the zone change were
Graddy Tunnell, B.P. Benjamin, Daryl Tapp, Jerry Guthienz, Ralph Graham, Mrs. Lane Marvin
Block, Louis Wallace, and Woody Clark. Appearing against the zone change were Lee
Nowlin, Mrs. John Dorman, Vance Bradford, Mrs. Lee Nowlin, Mrs. Viola Borland, Hollis
Sweatt, Roy Taylor, Mrs. Sue Gibson, and Mrs. Jeane Browning.
After all persons, ~ishing to be heard, had appeared, the meetin§ ~was recessed
for a l0 minute break. On returning, it was moved by Alderman Woods, seconded by Alderman
Almon, to uphold the Planning and Zoning Commission's recommendation to deny the request
of zone change for the following reasons:
(1) Zone change would increase traffic volumes to the detriment of the safety
and tranquility of the citizens of the area, and
(2) Zone change request is out of scale with the needs of the neighborhood and area.
The motion carried with four - yes, one - no (SoRelle).
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Z~ne
Case No~ 339, the request of R. C. Stevens for rezonin§ of Lots 14, 15, 16, Block 17,

College Hill Addition to the City of Plainvi~ew, Hale County, Texas, from R-2 Zone to R-3
Zone for Multi-Family use, located 510-512-514 Oakland. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance
No. 77-2071, an ordinance amending the zoning map of the City of Plainview for Zone Case
No. 339. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve the
minutes of the regular City Council Meeting held May 10, 1977. Motio~ carried unanimously.

It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Obdinance No.
77-2066, an ordinance prohibiting parking on both sides of Twelth Street between Ash Street
and Columbia Street and providing a penalty. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Appropriation
Ordinance No. GO 363-77 from the GO Park Bond Fund Account No. 403-751 in the amount of
$35.00 payable to Modern Well Service and Supply for Backhoe work at Running Water Draw
Regional Park to dig out electrical service conduit. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 364-77 from the GO Park Bond Account No. 403-701 in the amount of
$1,053.90 payable to Morgan Portable Building Corporation for building at Broadway Park
for storage of baseball and field maintenance equipment. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 365-77 from GO Park Bond Account No. 403-212 in the amount of $315.65
payable to Plainview Seed House for Bermuda Grass seed. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Appropriation
Ordinance No. CD2-034 from the Community Development Fund Account 429 in the amount of

$434.29 payable to City of Plainview General Fund for demolition and code enforcement of
212 East Carver. Motion carried unanimously.
Randy Holly, Director of the Pla~nview Housing Authority, appeared before the City
Council to present-the proposed Housing Rehabilitation procedure. He explained that the
g~ants would normally require a matching amount by the recipient and would be limited to
$3,000. He offered a resolution adopting the procedures for administering the rehabilitation
g~ants under the Community Development Block Grant, procedures for enforcement of code
standard in designated target areas and the adoption of Residental Property Standards, all
taking effect ~mmediately. It was moved by Alderman Carpenter, seconded by Alderman Woods,
to adopt the resolution authorizing the adoption of Neighborhood Improvement procedures
and residential property standards, designating a Neighborhood Improvement Committee in
setting forth Code Enforcement Procedures for the Community Development Block Grant Program
under Title I of the Housing and Community Development Act of 1974, Public Law 93-383.
Motion carried unanimously. (Resolution No. R77-086)
Ray Rampy and B. J. Farmer appeared before the City Council to present the Waste Water
Reclamation Contract, revised April 13, 1977. After a lengthy, heated discussion over
changes that had and would be made, it was agreed to recess until 2:00 p.m. the following
afternoon, May 25, 1977.
It was moved by Alderman Carpenter, seconded by A~erman Browning, to adopt the
proposed revised Personnel Policy of the City of Plainview, the effective date being May
24, 1977. Motion carried unanimously. _
It~was moved by Alderman Woods, seconded by Alderman Carpenter, to authorize the
Summer Recreation Program as recommended by the Park, Open Space, and Recreation Advisory
Committee. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Brown,n§, to deny the request
for demolition under the Code Enforcement Program for Wayland property 915 Utica until the

Wayland officials could make a decision. Motion carried unanimously.
It~.was moved by Alderman Carpenter, seconded by Alderman Browning, to deny the request
for demolition under the~'Code Enforcement Program for 925 Austin and 704 West 23rd. Motion
carried unanimously. ~
The dates of Thursday, June 2nd and Friday, June 3rd, were confirmed as the dates for
the Priority Planning Conference to be held in Amarillo-.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Resolution
No. R~.7.7,08~, a resolution changing the regular meeting of the City Council, that would
ordinarily be held on June 14, 1977, be changed; and instead of holding the meeting on
said, that this council meet in regular session at 7:30 p.m. on June 21, 1977. Motion
~arried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to recess the meeting
until 2:00 p.m., Wednesday, May 25, 1977. Motion carried unanimously.
RECONVENED
May 25, 1'977
The City council of the City ~f Plainview reconvened it meeting of May 24th with
the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place Two;
Lloyd Woods, Place Three; Tom Almon, Place Four; Wm. SoRelle, Place Five. The following
City Staff were also present: Marshall Pharr~City Manager, Bruce Byron-Administrative
Assistant, Joe Sharp-City Attorney, Bill Hogge-Director of PUblic Works, and Debbie Hall-
Administrative Secretary.
Also present were the following visitors: Ray Rampy and Dr. Bob Farmer of ERA,
INCORPORATED.
The proposed Waste Water Treatment Contract between the City of Plainview and ERA,
Inc. was discussed. Joe Sharp is to make changes and complete contract. Meeting recessed
until 4:00 p.m., May 31, 1977.

RECONVENED
May 31, 1977
The City Council of the City of Plainview reconvened it's meeting of May 25, 1977
with the following Councilmen present: Medlin Carpenter, Place Two; Lloyd Woods, Place
Three; Tom Almon, Place Four; and ~m.. SoRelle, Place Five. The following City Staff
were also present: Marshall Pharr-City Manager.
Due to the absence of the representatives of ERA, INCORPORATED, the meeting was
