CITY COUNCIL MINUTES The City Council of the City of Plainview met in regular session at 7:30 p.m., in the City Oouncil Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place Two; lloyd Woods, Place Three; and Wm. SoRelle, Place Five. Also present were City Staff: Marshall Pharr-City Manager, Bruce Byron-Administrative Assistant, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Wm. HOgge-Director of Public Works, Woody Sevison~Fire Chief, Alan Stewart-Police Chief, Bob RiChards-Building Inspector, Tom Stephens- Municipal Judge and Debbie Hall-Administrative Secretary. Al~o present were the following visitors: Chuck~Martin-KVOP Radio, Doug McDonough- Plainview Daily Herald, Jerr~v Guthienz, Bruce Campbell and Ann Hawkins. Invocation was given by J. RobertWayland. The Mayor presented Ms. Ann Hawkins with a certificate of appointment as General Chairman of the Neighborhood and Community Improvement Committees. Reminder of bid letting for the purchase of material ~o be used in Aerial Ultra-low Volume Mosquito Spray Program for the City of Plainview for the year 1977. Amount of chemical to be used will be approximately 1,000 gallons with an estimated cost of $12,000. It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve the minutes of the regular City Council meeting held May 24, 1977. Received for filing the following minutes: 1) Planning and Zoning Commission Hearing 2) Board of Adjustment Meeting '3) Electrical Board of Examiners Meeting 4) Unger Memorial Library Advisory Committee 5) Planning and Zoning Emergency Meeting Motion carried unanimously. Motion carried unanimously. It was moved by Alderman Woods, Seconded by Alderman Browning, to adopt Appropriation Ordinance No. GO 367-77 from the GO Park Bond Fund Account 403-751 in the amount of $142.09 payable to Hale County Sand & Gravel for sand for infields at Running Water Draw Regional Park. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Appropriation Ordinance No. GO 368-77 from the GO Park Bond Fund Account 403-803 in the amount of $1,193.00 payable to Vaughan & Associates for five drinking water fountains at Running Water Draw Regional Park. Motion carried unanimously. It was~moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria- tion Ordinance No. GO 369-77 from the GO Park Bond Fund Account 403-701 in the amount of $9,661.00 payable to Pharr & Pharr Enterprises for pressbo× and appurtenances at Babe Ruch Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Appropria- tion Ordinance No. GO 370-77 from GO Park Bond Fund Account 403-212 in the amount of $1,875.00 payable to High Plains Nursery for 75 pinyon pine trees for Running Water Draw Regional Park. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria- tion Ordinance No. GO 372-77 from the GO Park Bond Fund Account 407~807 in the amount of $28,310.69 payable to High Plains Pavers, Inc. for Construction Estimate No. 7, East 9th Street. Motion carried unanimously. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Woods, to adopt Appropriation Ordinance No. 77'2075 from Pro-rata Escrow Account 435~015 in the amount of $387.50 payable to Lon D. CArtwright for sewer deposit refund due to connection made in relation to Building Permit No~ 105-77.. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria- tion Ordinance No. CD2,035 from the Community Development Fund Account 429 in the amount of $589.35 payable to Thomas E. Barber for Planning and Management Consultant Services pursuant to Jan. 28, 1975. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance No. 77-2081, an Ordinance accepting certain street improvements made in the City of Plainview, Texas, in accordance with and pursuant 60 an ordinance of the City of Plainview, Texas, passed and dated July 27, 1976 and numbered 76-1972. Motion'carried unanimously. ~- It was moved by Alderman Carpenter, seconded by Alderman Woods,. to decline the offer of Bob Vernon, offering for sale the property at 916 Austin Street, because the price is too high.~ Motion carried unanimously~ It was moved by Alderman Woods, seconded by Alderman C6rp~nter, to approve the Standard Operational Procedure 607-001 as explained by the City Manager. Stanley - $20.00 Joe W. Baker - $45.00 V. R. Nowlin - $20.00 Benito Lopez - $20.00 J. A. Womack $20.00 Petra Rodriquez - $15.00 Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the continuation of demolition, and signing up for demolition, for 40 units, as outlined by Johnnie Ballew. Motion carried unanim6usly. It was moved by Alderman Woods, seconded by Alderman SoRelle, to authorize the Mayor to sign the lease agreement between the Central Plains Community Action Program and the City of Plainview for management supervision utilitie~ and pool~supply cost for the operation of the Austin Heights Swimming Pool, with the stipulation that the Central Plains Community Action will submit an annual report as to participation. Motion carried 3-for and 1-against (Browning). It was moved by Alderman Carpenter, seconded by Alderman Brow~ng, to appoint Mr. Jimmy Holmes as Auditor for Fiscal Year 1977. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the paving of alley between 5th Street and Smythe Street between Colonel Sanders and Taco Patio property, following the ¢~ty of Plainview's Eng}neer's specifications. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Woods, to authorize the Mayor sign the request by the Chamber. of Commerce to amend the population figure on the City Limits signs~and authorize the City Attorney to prepare a re~blution changing the population figures from 22,060 to 24,987. Motion carried unanimously.
