CITY COUNCIL MINUTES
City Council Chambers
7:30 P. M.
The City Council of the City of Plainview met in regular session at 7:30 p.m., in
the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and
the following Councilmenpresent: Jeane Browning, Place One; Medlin Carpenter, Place Two;
Lloyd Woods, Place Three; Tom Almon, Place Four; and Wm. SoRelle, Place Five.
Also present were City Staff: Marshall Pharr-City Manager, Bruce Byron-Administrative
Assistant, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Bob Richards-Building Inspector,
Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Alan Stewart-
Police Chief, Woody Sevison~Fire Chief.and Debbie Hall-Administrative Secretary.
Also present were the following visitors: Chuck Martin-KVOP Radio, Gary Ott-Plainview
DailY Herald, Mr. & M~s. Carl Green, Mrs. J. O. Bass,.Jr., Mr. & Mrs. Carol Baldridge, Mr. &
Mrs. Cliff Chapman, David Wilson, Lanny Voss, Mrs. Mildred Zeigler, Blair Willson, Mr. &

Invocation was given by Jeane Browning.
Mrs. Billie Bass, representing the Womens Division of the Chamber of Commerce, appeared
before the City Council the get their approval to put a flag and flag pole at the Running
Water Draw Regional Park. It was moved by Alderman SoRelle, seconded by Alderman Carpenter,
to approve the proposal made by Billie Bass~.~ Motion carried~unani,mously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to award the bid to
the only available source of American Cyanamid for material to be used in Aerial Ultra-low
Volume Mosquito Spray Program for the City of Plainview for the year 1977 in the ~moun~ of
$10,80~ ~(10.80 per gallo'n) M6tio~'~arried ~unanimously.
A Public Hearing was opened on Zone Case No. 343. Persons appearing for the zone case
were Lanny Voss, David Willson and Jerry Guthienz. Persons appearing against the zone case
were Mr. & Mrs. Copeland, Mr. & Mrs. Lon Cartwright, Mr.~ & Mrs. Carl Green, Mrs. Mildred
Zeigler, Bill LaFont, Mr. & Mrs. Cliff Chapman, Carol Baldridge and LaVerne Thomas. After

some discussion, it was moved by Alderman Browning, seconded by Alderman Carpenter, to
deny the request of Rex Ramsower for rezoning 2.826 acres out of Block JK-2, Section 27,
from R-1 Zone to C-2 Zone for commercial use, same being 1000 Block 1-27 North, City of
Pla~.nview, Hale County, Texas. Motion carried 3 - for, 1 - against (Almon) with 1-abstaining
(Woods).
It was moved by Alderman Browning, seconded by Alderman SoRelle, to deny the request
of Rex Ramsower for rezoning 6.127 acres out of Block JK-2, Section 27, from R-1 Zone to
C-1 Zone for Commercial Use, same being 1100 and 1200 Block 1-27 North, City of Plainview,
Hale County, Texas. Motion carried 3-for, 1-against (Almon) with 1-abstaining (Woods).
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Zone Case
No. 345, the request of Rex Ramsower for rezoning N 20' Lot 30 and all lots 31 and 32, Block
4, Brandes Subdivision to City of Plainview,?'~al~County, Texas, from C-1 Zone to R-3 Zone
for Multi-family dwellings, same being 912 Canyon. Motion carried unanimously. ~ .......
It was~moVed by Alderman Woods, seconded by Alderman SoRelle~..to adopt Ordinance No.
77-2078, an ordinance amending the zoning map of the City of Plainview for Zone Case No. 345.
Motion carried unanimously.
Keith Billington appeared before the Council Council to appeal the decision of the
Planning & Zoning Commission on Zone Case No. 342. It was moved by Alderman Carpenter,
seconded by Alderman SoRelle, to approve Zone Case No. 342, the request of Keith Billington
for rezoning Lots 7, 8, 20, 21, out of Block 87, College Hill Addition to City of Plainview,
Hale County, Texas., from an R-1 Zone to a C-1 Zone for commercial Use, located 413 Dallas
and 412 Ennis, with the stipulation that the City Attorney will draw up a deed restriction
allowing the City Council of the City of Plainview to enforce thee deed restriction. Motion
carried 4-for and 1-abstaining.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve the minutes of
the regular City Council meeting held June 21, 1977. Motion carried unanimously.

It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria-
tion Ordinance No. GO 377-77 from GO Park Bond Fund Account 403-812 in the amount of
$10,470.32 payable to Wesley Electric Co. for final payment for lighting system at
Running Water Draw Regional Park. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 378-77 from GO Park Bond Fund Account 403-812 in the amount of $1',363.71
payable to Wesley Electric Co. for installation of service and transformer for concession
stand at Running Water Draw Regional Park. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 379-77 from GO Park Bond Fund Account 403-803 in the amount of $443.16
payable to Wesley Electric Co. for sump pump at Running Water Draw Regional Park. Motion
carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 380-77 from GO Park Bond Fund Account 403-803 in the amount of $10,042.50
payable to Belson Manufacturing Co., Inc. for bleachers and player's benches for Running
Water Draw Park. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. GO 381-77 from GO Park Bond Fund Account 403-803 in the amount of $1,193.20
payable to Vaughan and Associates, INc. for four (4) drinking fountains for Running Water
Draw Regional Park. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Browning, to adopt~Appropriation
Ordinance No. GO 382-77 from GO Park Bond Fund Account 403-801 in the amount of $122.00
payable to Eaton Stationery Co. for chai~rs for pressbox at Broadway Park. Motion carried
una~imously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. GO 383-77 from GO Park Bond Fund Account 403-751 in the amount of $185.14

$2,495.00 payable to American Equipment & Trailer Co. for Galion dump body/hoist installed
on 1977 GMC Truck. Motion carried unanimously.
It was moved by Alderman Carpenter, Seconded by A~derman Woods, to adopt Resolution
No R77-088 of the ~ity Council of the City of Plainview, Texas, recognizing the provisions
of Title VIII of the Civil Rights Act 1968 (Public Law 90-284) and declaring that it shall
be the local policy to provide fair housing throughout the City of Plainview. Motion
cal-ried unanimously.
A meeting between the City Council and ERA representatives will be held July 5, 1977.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to approve the
paling of the alley behind Kirchwood Drive as requested by G. A. Williams, following the
Ci~ Engineer's specifications. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the

It was moved by Alderman Almon, seconded by Alderman Woods, to authorize the Mayor
sign a partial paving release for J. D. Cobb on Lot 38, revised Grandview Addition,
~inview, Texas. Motion carried unanimously.
A discussion was held about reactivating the Paper Recycling Advisory Committee.
There being no further discussion, it was moved by Alderman Carpenter, seconded by
~erman Almon, to adjourn. Motion carried unanimously. Meeting adjourned at Il:IS.p.m.
