HomeMy WebLinkAbout05-06-2003 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Tuesday, May 06, 2003, in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Chairperson Mrs. Davis at 4:30 P.M. 2. Invocation given by Doylene Lloyd. 3. Members present were: Mrs. Davis, Mrs. Kirby, Mrs. Luna, Mrs. Riggins, Mrs. Lloyd and Mrs. Wall. 4. Members absent were: Mr. Noblett. 5. Guests present were: Essie Givens, council member, Irene Favila, Munerva Salas, Shonda Garcia, Crystal Gonzalez, Julissa Arteaga and five children. 6. City Staff present were: Mr. Rusty Reese, Park Superintendent. 7. April's minutes were given by Mrs. Davis after changing wording from `council member Mary Jane Shanes' to "Mayor Mary Jane Shanes" and to 'the minutes were approved as read'. 8. Old Business - A. Park improvements 2003. Council member, Irene Favila, addressed the commission regarding a walking path/trail, in John D. Stoneham Park. She stated that she and her family had lived in the community for 18 years and the neighborhood had grown in the last couple of years and that the number of people walking and exercising, had really grown. Irene also stated that a walking trail will foster friendship, safety, health, and opportunities for neighborhood communication. Irene presented numerous letters and signatures to the commission. Irma Luna addressed the commission stating the area had grown and a trail would benefit the residents in the area and that the City has two other tracks, on each side of the City and they need one in Stoneham. Munerva Salas stated she has an illness that requires exercise and the track will aid her in this area and would be safer. Julissa Arteaga stated that she liked to run and a track would provide a place and keep her out of the streets and therefore be safer. Shonda Garcia told the commission that she likes to walk and she has several small children that walks with her and this would keep children safe from the streets and they could use the playground at Stoneham Park. Crystal Gonzalez told members that now she has to use the football stadium and her small children play on the stadium bleachers, which is a hazard and with a track the children could use the track for skates and bicycles. After hearing requests, comments and discussions, Doylene Lloyd made a motion to recommend a walking track be constructed in John D. Stoneham Park. Motion was second by Irma Luna. The track shall be constructed of concrete at 6 feet in width and approximately 2075 feet in length, with expenditures of $12,500.00, for materials for track. Motion passed by unanimous vote. After deliberating the cost of a bridge and further discussion on a concrete culvert that measure 6' X 6' X 12', that could be covered with a walk path. A motion was made by harlene Kirby and second by Phyllis Wall, to recommend a culvert that measured 6' X 6' X 12', be purchased and installed, covered by soil with a 6' wide pathway, connecting Parkway Drive to the playground and restrooms with a partial pathway, being lined with protective guard rails and banks. The walkway would be decorated with various types of rocks and or stepping stones, to produce a beautiful crossing, expending up to $12,500.00, for the crossing project. Motion passed by unanimous vote. B. Broadway Park trailer yard — Rusty provided slides of the area and no action was taken. C. Business 87 / I-27 North Interchange — Rusty provided slides of the area and a map/drawing. No action taken. 9. New Business - No new business. 10. Open meeting for comments and questions — Ms. Essie Givens addressed the commission. Ms. Givens stated that she has some property adjacent to Givens Park and that she wants to sell said property and wanted the City to have first opportunity to purchase the property located on the corner of Walter Griffin and Campbell. Rusty told Ms. Givens that she should contact City Attorney, Wally Hatch, and he could guide her in the procedures. City Attorney, Wally Hatch, was contacted during the meeting and advised Ms. Givens of the procedures and that she would need to write a letter to the City Manager, Jim Jeffers, and advise him of her desires to sell the property. The commission thanked Ms. Givens and Wally Hatch. 11. Next meeting set for July 10th, 2003. 12. Meeting adjourned at 6:15 P.M.
