BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, July 10, 2003,
in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this
meeting are hereby submitted as follows.
ITEM
1. Called to order by Chairperson Lucile Davis at 4:35 P.M.
2. Invocation given by Carlene Kirby.
3. Members present were: Barbara Ramirez, Lucile Davis, Citarlene Kirby, Irma Luna, and
Ruby Riggins.
4. Members absent were: Doylene Lloyd, Phyllis Wall, and Bob Noblett.
5. City Staff present were: Mr. Rusty Reese, Park Superintendent.
6. May's minutes were given by Ciarlene Kirby. Minutes were approved as read.
7. Old Business -
A. Park improvements. Rusty updated the members regarding 2003
recommendations. Rusty stated that the City Council has voted to table approving
expenditures of $25,000.00, for the John D. Stoneham multiuse track and the
Wood's Park drainage crossing, until the August 26, 2003 City Council meeting.
The recommendation was tabled due to the uncertain financial status of the City
and should have a greater financial status in August.
8. New Business -
A. M.B. Hood track. Mr. Don Smith made a request, by letter through Jim
Jeffers, to make the multiuse track into a walk only pathway, not allowing
bicycles, skates, or skateboards, onto the track. After discussion, a motion was
made by Ruby Riggins and second by C 1arlene Kirby, to leave the track as is,
allowing for what the track was initially intended for, multiple use. Motion passed
by unanimous vote.
B. Elect Chair. Entertained interest of board members for the position of chair.
After discussion, Ruby Riggins made a motion and was second by Irma Luna to
nominate Lucile Davis. Motion passed by unanimous vote. Lucile Davis elected to
serve an additional term.
9. Open meeting for comments and questions.
A. Rusty told members that the dedication for Lloyd Woods Park will be hosted
within the next two weeks.
B. Rusty told members the Hike & Bike Trail is proceeding forward. At this time,
Parkhill, Smith & Cooper are marking trail options for the public to observe
and the City will be host to a public meeting in August, for comments from the
public.
10. Next meeting set for October 9th, 2003.
11. Meeting adjourned at 5:20 P.M.
