BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035,
dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, November
13, 2003, in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes
for this meeting are hereby submitted as follows.
ITEM
1. Called to order by Chairperson Lucile Davis at 4:35 P.M.
2. Invocation given by Phyllis Wall.
3. Members present were: Barbara Ramirez, Lucile Davis, Carlene Kirby and Phyllis Wall.
4. Members absent were: Doylene Lloyd, Irma Luna, Ruby Riggins and Bob Noblett.
5. City Staff present were: Mr. Rusty Reese, Park Superintendent.
6. July's minutes were given by Lucile Davis. After correcting the spelling of Carlene,
minutes were approved as read.
7. Old Business -
A. Woods Park Patriot Walkway — Phyllis Wall stated that the walkway is for any
patriot and could purchase a brick for $25.00. Phyllis went on to say that the
walkway needed the Park Advisory's members support in promotion and
advertisement. The project should really get under way in January and would like
to sell 3281 bricks.
8. New Business -
A. Sign Woods Park — Discussion as to the spelling of LLOYD should be changed
or not. It was decided that it shall be changed.
B. Joe McWilliams — Phyllis Wall stated that she had been approached about a
project in memory of Mr. McWilliams to be placed at Travis Trussell Duck Pond
and requested any ideas for a project. Phyllis introduced the idea of a telescope for
users to have the opportunity to observe the wildlife, in the pond. Members were
to obtain prices for such.
C. Park project update — Rusty told members that John D. Stoneham walkway is
approximately 50% complete, with the remaining portion of the track put on hold.
Rusty continued by saying that the Park personnel would restart as soon as
possible. Rusty also stated that work had begun on Regional Running Water Draw
softball berums, in order to make them safer and to meet ADA needs.
D. Wheeler Fountain at Duck Pond — Rusty stated that the fountain is to operate
in the month of March — October and taken out and stored from November —
February. However, with this process, the motor has failed each year within days
after spring start up. Rusty requested that the fountain remain in the water, but not
necessarily operating in the hopes of preventing future motor failure. Phyllis Wall
made a motion that we investigate the procedures of other towns. Motion second
by Carlene Kirby and passed with unanimous vote.
9. Open meeting for comments and questions.
A. Rusty requested that the January meeting be moved from the 8th to the 15th,
allowing for more time to get mailings out to members after the Holidays.
After discussion, it was decided to conduct the meeting on January 15th
10. Next meeting set for January 15th, 2004.
