BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting at 4:38 P.M., Thursday, February 19, 2004, in
the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting
are hereby submitted as follows.
ITEM
1. Called to order by Chairperson Lucile. Davis at 4:38 P.M.
2. Invocation given by Lucile Davis.
3. Members present were: Bob Noblett, Phyllis Wall, Carlene Kirby, Barbara Ramirez, Lucile
Davis, Irma Luna, and Ruby Riggins
4. Members absent were: Doylene Lloyd.
5. Visitor recognition: Kiwanis members, Ken Bearden, Mark Warren, Charles Lawson, Philip
Mize
6. City Staff present were: Mr. Rusty Reese, Park Superintendent.
7. January's minutes were given by Lucile Davis. Minutes approved as read.
8. Old Business -
a. Joe McWilliams Duck Pond Project — Phyllis Wall visited with Buddy McGehee
regarding financial support. Buddy replied that the Sunday School class did not have
any funds raised at this time. Phyllis suggested a telescope project at an expense of
up to $1,500. Buddy stated that he would visit with the class and attempt to
determine what their desire would be and then he would contact the Board at a later
date.
b. Lloyd C. Woods Flag Memorial — After further discussion of the project, Lucile Davis
is to contact Mark Warren and advise him of the next step in proceeding forward with
this project. First provide the commission with a design cost estimate and what the
Kiwanis want to do regarding the project.
c. Lloyd C. Woods Patriot's Walkway — Phyllis Wall stated that up to 75 bricks have
been sold and that sells are ongoing. Phyllis continued to say that advertisements are
ongoing with radio and newspaper and that this project needed the interest of various
groups for continued sales.
9. New Business -
a. Kiwanis Club — Flag Memorial — Woods Park. Mark Warren addressed the
commission stating that the club wants to honor Lloyd C. Woods and it was
determined that a flag memorial would be a good opportunity to do this. Mark
continues to say that they have an idea. Mark stated that they were considering 1-35'
lighted pole with a half circle of smaller flags around the center pole. Mark said that
the Kiwanis wanted to sell memorial flags around the center display for a cost of $300
per flag for a 3 -year contract. Kiwanis will provide the labor, materials, and upkeep
for the smaller 3'X5' flags along with the first larger flag to be displayed and the City
would maintain the larger flag thereafter and all cost and maintenance of the lights,
pole, and grounds. The Kiwanis have a $5,000 budget for this project. Mark closed
by stating that they have an idea and it is a good opportunity and that a flag memorial
would aid in beautifying the Lloyd C. Woods park off of 5`h Street West of the Girl
Scout Building. A motion was made by Phyllis wall and seconded by Bob Noblett to
move forward in conjunction with the Kiwanis. Motion passed by unanimous vote.
b. Arbor Day Project — After discussion for this year's project, Barbara Ramirez made a
motion and Phyllis Wall seconded to plant 4 shade trees around the Rotary's open
sided pavilion to aid in landscaping the area. Trees are to planted after the
construction is complete. Motion passed by unanimous vote.
c. Open meeting for comments and questions. Rusty told members that the concrete
culvert is to be delivered on Friday, February 27th and that construction will proceed
with the Patriot's Walkway on Monday, March 1, 2004.
10. Next meeting set for April 8, 2004.
11. Meeting adjourned at 5:40 P.M.
