BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting at 4:38 P.M., Thursday, April 15, 2004, in the
Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are
hereby submitted as follows.
ITEM
1. Called to order by Chairperson Lucile. Davis at 4:35 P.M.
2. Invocation given by Doylene Lloyd.
3. Members present were: Lucile Davis, Doylene Lloyd, Phyllis Wall, Ruby Riggins, Carlene
Kirby, and Bob Noblett,
4. Members absent were: Irma Luna, Barbara Ramirez
5. February's minutes were given by Lucile Davis. Minutes approved as read.
6. Oath to Members: Phyllis Wall read and accepted oath.
7. City Staff present were: Rusty Reese, Park Superintendent and Greg Ingham, City
Manager
8. Old Business -Update members on Park Projects
a. Rotary Club Open Sided Pavilion — Scott Alford had been contacted to
ascertain the situation of the pavilion. He stated that Noel Industries has
placed the order. However, with the steel market on the increase, many orders
have been delayed. He stated that they expected the pavilion would be shipped
to Noel's within the next 2-3 weeks and then Noel's would need to schedule
construction. Scott believes we can expect a June completion date.
b. Patriot's Walkway — Rusty told members that approximately 75% ofthe walkway
is complete and we are in the process of laying the bricks and that $9,500.00 has
been spent up to this point and that this does not include the $3,000.00 donation
from Crime Stoppers.
9. New Business
a. Chair Election — A motion was made by Phyllis Wall and seconded by Doylene
Lloyd to reelect Lucile Davis as chair. Motion passed by unanimous vote.
b. Lloyd C. Woods Patriot's Walkway Dedication — May 20th, 2004, Thursday at
5:30 P.M. was selected for the Dedication Ceremony with May 18th, Tuesday as
an alternative date. Activities were discussed and members selected individuals
and groups to contact for activities. Activities are to include Color Guard, Pledge
of Allegiance, Prayer, Songs by Choir, guests and speakers.
10. Open Meeting for Comments and Questions
a. Phyllis Wall asked about the waterfall. She stated that it always appeared to be
dirty and asked if a small fountain would help by circulating the water in the pond.
Rusty stated no, it probably would not, because that is how the waterfall operates
currently and that much of the problem is caused by dirt blowing in and visitors of
the fall throwing trash, sticks and many other objects into the holding pond.
Rusty continued to say that a park personnel removes much of the debris on a
daily basis.
b. Phyllis Wall asked about the curb line in Woods Park along
5th Street, whether the
park department planned to edge the curb every time it was mowed. Rusty stated
probably not due to not having the manpower. Doylene Lloyd stated that would
be a good job for prison inmates. Rusty stated that they have done it in the past.
However, he explained that the parks department has much difficulty getting the
prison squad in recent months. Rusty told members the problem has been
discussed with the unit, and have been told they will take care of it, but it only
lasts a few days and then we are without again.
c. Phyllis Wall presented a sample marker for the walkway that would contain the
City of Plainview and Crime Stoppers Logo on them and be placed in the entry
and exit of the railing area. Members were asked to approve the color and size of
stone and stated the markers would cost $250.00 each for engraving and the
marker. Members agreed to the proposal.
d. Phyllis Wall told members that she had talked to Buddy McGehee and requested
him to take up a donation for the Joe McWilliams project and present that amount
to the Park Commission for suggestions of a project. She stated that some
recommendations would be presented back to them for their consideration and
selection.
e. Phyllis Wall asked the commission members if they wanted a plaque or brick with
the park advisory member names on it or Park Advisory Commission to be placed
in the Patriot's Walkway. After discussion, members elected not to have a
marker. Phyllis also asked members for their thoughts on recognizing park
employees that constructed the walkway by placing their names on a brick. After
discussion, members agreed and Phyllis stated that Crime Stoppers would
contribute the bricks.
f. Phyllis Wall told members that she had visited with Mark Warren, Kiwanis Club
representatives about the Lloyd Woods Flag Memorial. Mark told Phyllis that it
was on hold and they were considering some options. Phyllis stated that she
would be willing to work on the project with them when the Patriot's Walkway
was complete.
11. Next meeting set for July 8, 2004.
12. Meeting adjourned at 5:45 P.M.
