HomeMy WebLinkAbout01-30-2006 Parks Advisory Board Minutes (2)PARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinan umber 95-3035, dated, as approved, March 28, 1995, held an open meeting at 5:50 P.M., January 30, 2006, in the Plainview Rotary Building, 3600 W. 4th Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Lucile Davis at 5:50 P.M. 2. Members present were: Lucile Davis, Doylene Lloyd, Ruby Riggins, Carlene Kirby, Phyllis Wall, Barbara Ramirez, and pending member Gabriel Rodriguez. 3. Members absent were: Irma Luna 4. Guest Present: Robert Barnett 5. City Staff present were: Rusty Reese, Park Superintendent 6. Old Business. A. Hearing -Park Comprehensive Plan. Lucile Davis presented opening remarks and commission member introductions and explained why this meeting is necessary and how their comments and recommendations will aid in developing the future for parks. B. Lucile Davis opened the meeting for comments and recommendations. Robert Barnett asked how much money is expected to be needed in the next 10 years and how it is to be funded. Phyllis Wall explained that in the handout under each item there is a number indicating how each item is to be paid for. Doylene Lloyd added that the financing would have to be approved by the City Council. Robert Barnett continued asking is there any consideration for grants at this time. Rusty stated that grants are available through TPWD. However, at this time, we have not applied for one. Robert asked if the Hotel - Motel Tax monies could contribute to park improvements and or if there is a proposal for a 1/16 cent sales tax dedicated to park improvements. Robert continued to state that parks are to a city what lipstick and earrings are to a well-dressed woman. Robert stated that he knows that federal and state funding is and has been cut back and that competition for grants is fierce and very hard to obtain. Phyllis stated that no tax proposal for park improvements are in the works at this time and Doylene stated that the City Council would have to approve the hotel tax monies for park improvements. Robert thanked the committee for the opportunity to comment. Park Advisory Minutes 01/30/06 Page 1 of 2 Ruby Riggins wanted to clarify what the women of Austin Heights wanted and was saying, such as the bridge was for the crossing of the railroad not the lake and that any given day trains will block passage out of the northeast portion of town. Ruby continued to say that there is nothing in the final five year plan for Givens Park. Ruby stated that they are asking to be considered for what they are requesting. Phyllis and Doylene stated that all amenities have not been decided on where they are going. Lucile Davis thanked everyone for attending. 7. Meeting adjourned at 6:20 P.M.
