BOARD MEETING MINUTES
The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, March 28, 1995, held an open meeting at 4:3 P.M., Thursday, March 9, 2006, in the
downstairs conference room, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are
hereby submitted as follows.
ITEM
1. Called to order by Lucile Davis at 4:33 P.M.
2. Invocation given by Carlene Kirby
3. Members present were: Lucile Davis, Doylene Lloyd, Ruby Riggins, Carlene Kirby,
Phyllis Wall and Gabriel Rodriguez
4. Members absent were: Barbara Ramirez and Irma Luna
5. Guest Present: none
6. City Staff present were: Rusty Reese, Park Superintendent
7. Oath of Office: Ruby Riggins and Gabriel Rodriguez
8. February 02 meeting minutes were given by Lucile Davis and approved as read.
9. Old Business.
A. Park Comprehensive Plan. Rusty stated the City has received comments back
from TPWD. Phyllis read recommendations from TPWD, Phyllis continued with
an explanation of the comments and that we would begin constructing a response
to resend.
B. Arbor Day Activities. Phyllis presented some ideas for Arbor Day that included
fun facts about trees, Arbor Day Scavenger Hunt, Trees in Celebration and Tree
in Memory. Phyllis continued by stating that she has ordered an Arbor Day flag
that could possibly be displayed on Arbor Day in Lloyd Woods Park. Phyllis is to
contact the paper to determine to what extent the paper will participate and
present at the April meeting for discussion and approval.
C. Park Improvements 2006. After discussions of how the $20,000.00 would best be
used this year and by using the Comprehensive Plan, a motion was made by
Doylene Lloyd and seconded by Carlene Kirby to use the funds on a composite
play structure in the 12th and Utica/Smythe Park. Rusty is to provide catalogs and
recommendations for the structure next meeting. Motion passed by unanimous
vote.
10. New Business. Improvements to Rotary Pavilion. Rusty presented a letter from the
Plainview Rotary Club President Mr. Robert Kollman. Lucile read the letter to the
members. The letter is seeking financial assistance to furnish tables/benches for the
pavilion. After discussion of the proposition, a motion was made by Ruby Riggins and
seconded by Doylene Lloyd to draft a letter explaining with limited funds and the
completion of the Comprehensive Plan, the Commission is declining the offer to
participate at this time. Motion passed by unanimous vote.
11. Open meeting for comments and questions. None
12. Next meeting set for April 13, 2006 at 4:30 P.M.
13. Meeting adjourned at 5:30 P.M.
