HomeMy WebLinkAbout04-13-2006 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, April 13, 2006, in the downstairs conference room, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Lucile Davis at 4:32 P.M. 2. Invocation given by Doylene Lloyd 3. Members present were: Lucile Davis, Doylene Lloyd, Phyllis Wall, Gabriel Rodriguez, Barbara Ramirez and Irma Luna 4. Members absent were: Ruby Riggins and Carlene Kirby 5. Guest Present: Mary Jane Shanes 6. City Staff present were: Rusty Reese, Park Superintendent 7. March 9, 2006 meeting minutes were given by Lucille Davis and approved as read. 8. Old Business. A. Park Comprehensive Plan. Phyllis Wall read the statement prepared by Doylene Lloyd for the addendum for TPWD. Rusty stated that it is believed the TPWD is looking for a simpler process to describe how the commission determined the needs assessment and priorities. The Commission believed they had fulfilled this requirement in the plan and elected to pull these pages out of the existing plan and resubmit them to TPWD, and Rusty is to contact TPWD to ascertain if this was what he was requiring. B. Arbor Day Activities. Phyllis stated that Plainview Daily Herald would run an ad/article in Sunday's paper and This and That advertising Arbor Day along with a photo of the Arbor Day flag displayed on Lloyd C. Woods Park Flag Pole. Rusty told members that the Kiwanis have given their blessing to display the flag. The 26th of April at 5:00 P.M. in Woods park at the flag pole has been selected for a photo for the Plainview Daily Herald with some members of the commission in attendance. C. Park Improvements 2006. Rusty provided numerous catalogs with play structure designs. Rusty continued to say that there is not any designs that provided any real play value other than climb and slide, so Rusty contacted Hunter Knapshield for a design containing 10 play items that he provided. Rusty presented the design to the board. Rusty presented the price quote for the designs that exceeded the $20,000.00 limit. However, Rusty continued to say that we need additional price quotes and that this price probably could be negotiated down. After some discussion, a motion was made by Phyllis Wall and seconded by Gabriel Rodriguez to accept the proposed design Del Valle 06 and to negotiate a price to an acceptable price between $19,000 to $19,500 and to leave the design as is. Motion passed by unanimous vote. 9. New Business. None 10. Open meeting for comments and questions. None 11. Next meeting set for May 11, 2006 12. Meeting adjourned at 5:22 P.M.
