HomeMy WebLinkAbout10-11-2001 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, October 11, 2001, in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Chairperson Mrs. Davis at 4:35 P.M. 2. Invocation given by Mrs. Davis. 3. Members present were: Mrs. Davis, Mrs. Luna, Mrs. McDonald, Ms. Riggins and Mrs. Wall. 4. Members absent were: Mrs. Walker and Mrs. Kiser. 5. Guests present were: Rosa Zuniga, Jesse Ray, Sandra Givens Franklin and Alberta Nail Monroe. 6. City Staff present were: Mr. Rusty Reese, Park Superintendent. 7. June's meeting minutes were given by Mrs. Davis and approved as read. 8. Old Business - Rusty reported that the park improvements that were scheduled for the year were completed, Travis Trussel Duck Pond and E.E. Givens walking track. Rusty reported the expenditures for the projects, Duck pond at $2,861.20 and Givens track at $8,143.98 for an expenditure total of $11,004.98 with a carry over for 2002 of $13,995.02. 9. New Business - A. Austin Heights Community request for Givens park. Mrs. Sandra Franklin addressed the commission on the need for toddler play equipment such as, toddler swings and small ground level tunnels. In addition to playground equipment, she expressed the desire for lighting for the walking track, a few lights for the southern end of the track back up to the parking area. Also, Mrs. Franklin requested some picnic tables and a tree maker to recognize the historical portion of the park j'llie south, southeastern portion of the park. She believes that a couple of the trees date back to the time when Plainview Lake was in use. B. begin to discuss park projects recommendation for 2002. Rusty explained that approximately $32,000.00 is budgeted. The commission is to consider what direction for improvements to pursue. C. Expiring member terms. Rusty announced that Barbara Kiser and Ruby Riggins four year terms expire in November. Mrs. Davis asked Mrs. Riggins if she would like to continue her service for an additional four year term and Mrs. Riggins consented to continue to serve. Mrs. Kiser was not present at the meeting and Mrs. Davis is to contact her to discuss the possibility of her continued service to the commission. 10. Open meeting — A. Mrs. Rosa Zuniga addressed the commission on behalf of Frisco park.. Zuniga stated that the park was built on a waste land, but is safe. She also stated that the fence that surrounded the seer lift station was in need of repair and that she would like to see a solid fence constructed in the place of the cyclone fence that is currently there, possibly a higher wood fence or all steel would help. Mrs. Zuniga reported that the basketball court is hazardous because of the concrete slab separation on the south end of the court and that the middle of the court has sunken down. She also reported that the street lights that supported lighting for the park were broken and are not serviceable. In addition, she requested a couple of lights for the basketball court. Also, Mrs. Zuniga stated that they would like to have a walking track in Frisco park, but can and have been using the streets. B. Mrs. Wall reported that it was uncertain if the skate park idea is still being pursued by Mr. David Wilder. Mr. Wilder contacted her and told her to come collect all the information he had on the subject that the commission would need it if they were going to get a park. 10. The Parks Advisory Commission thanked the guests for their support and for attending the meeting. 11. Next meeting set for November 8th at 3:30 P.M. to visit Frisco and Givens parks. 12.
