HomeMy WebLinkAbout01-10-2002 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, January 10, 2002, in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM Called to order by Chairperson Mrs. Davis at 4:35 P.M. 2. Invocation given by Ruby Riggins. 3. Members present were: Mrs. Davis, Mrs. Luna, Mrs. McDonald, Mrs. Riggins and Mrs. Wall. 4. Members absent were: Mrs. Walker and two vacancies. 5. No guests were present. 6. City Staff present: Mr. Rusty Reese, Park Superintendent. 7. November 08, 2001 minutes were given by Mrs. Davis and approved as read. 8. Old Business - A. Continue to discuss expenditures for park improvement, in 2002. I.) Rusty advised the commission that the improvements to Frisco's basketball court slab repair complete and the improvements to E.E. Givens Park had been accomplished with adding three toddler swing seats to one of the small swing setsswere complete. These improvements were accomplished with park maintenance operating budget. 2.) Rusty provided the commission prices on requested materials and activities. 2a.) Lighting for Frisco basketball court to have two poles with two (2) 1000 watt fixtures each and all necessary control panels to operate lights will cost $8,000.00 to install. 2b.) Prices, for play, tunnels for Givens Park. Four 4'x 30" concrete tunnels, times eight (8), for total tunnel length of 32' at $143.00 each times eight (8), equals $1,144.00. For plastic tunnels — 4' x 30" straight equals $596.00, ninety (90) degree crawl tube $716.00 and an "S" curved tunnel for $949.00. All tunnels delivered to Plainview would cost $2,371.16. (Option II — a tunnel called the Caterpillar Tunnel, approximately eight (8) feet in length will cost $1,207.00 delivered to Plainview) 2c.) Rusty reported that a complete price for the cover for Regional Park's tennis court was not available. However, an estimate was given in the amount of $20,000.00 dollars to completely cover the tennis court. 2d.) At the time of the meeting, it had not been determined if the tree on the south side of Givens is a historical tree. 3.) After discussion of prices and options, a motion was made by Phyllis Wall and seconded by Mrs. McDonald to recommend a crawl tube for E.E. Givens Park not to exceed $1,300.00. The Givens group are to select the type of tunnels, plastic or concrete with concrete being of Pp l � 1 C�•i•Y nlx a 1 - �c ( CvYtic'ttf,iCcai" b ull.4245 in length. Motion passed by unanimous vote. A motion was made by Ruby Riggins and seconded by Phyllis Wall to purchase two (2) medium sized play structures with the remaining funds. One (1) for Broadway Park and one (1) for E.E. Givens Park. The larger structure being for Broadway Park and after play structures are selected remaining funds are to be expended on playground `e t''�n 4s- for the two playgrounds. Motion passed with a four (4) to one (1) vote. Mrs. Riggins, Mrs. Davis, Mrs. McDonald and Mrs. Wall for and Mrs. Luna in opposition. 9. New Business - A.) Rusty advised commission that the commission will be upgrading the Park comprehensive master plan, beginning next month and that the members of the Hike and Bike Trail coalition will be presenting requests regarding the trail. B.) Rusty is to get cost estimates for lighting options for Frisco basketball court for future consideration. (master plan) C.) Mrs. Wall advised the commission that a group of people wanted to create a memorial for Weston Mannin, in Regional Park. 10. Next meeting set for February 14, 2002. 11.
