HomeMy WebLinkAbout03-14-2002 Parks Advisory Board MinutesPARK ADVISORY COMMISSION BOARD MEETING MINUTES The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting at 4:30 P.M., Thursday, March 14, 2002, in the Council Chambers at City Hall, 901 Broadway Street, Plainview, Texas. Minutes for this meeting are hereby submitted as follows. ITEM 1. Called to order by Chairperson Mrs. Davis at 4:35 P.M. 2. Invocation given by Mrs. Wall. 3. Members present were: Mrs. Davis, Mrs. McDonald, Mrs. Luna, Mrs. Riggins and Mrs. Wall. 4. Members absent were: three vacancies. 5. Guests present — Doylene Lloyd, Bob Noblett and Linda Garcia. 6. City Staff present: Mr. Rusty Reese, Park Superintendent and Elizabeth Regner, Assistant City Manager. 7. February meeting minutes were given by Mrs. Davis and approved as read. 8. Old Business - Members reviewed 3-D drawings of play structures of Givens and Broadway.PA05. 9. New Business - A. Elizabeth Regner addressed the commission on proposed changes for the structure for 7th Street Park. Mrs. Regner explained that there was $110,000.00 allocated for a community building. However, with the estimates that have been obtained, this is not a sufficient amount to construct a nice community building. She also stated that this area is in the flood plain and the area would have to be raised above the flood area and this would consume a large portion of the budget. Mrs. Regner stated that an open sided pavilion could be constructed on this site without needing to raise the foundation. Furthermore, a very nice pavilion that could accommodate up to one hundred people and all the furnishings could be purchased for the budgeted amount. She also stated that there would be less expense in operating a pavilion compared to a community building. After this information was provided, she requested the commission to consider this issue and provide an answer. After discussing the issue, a motion was made by Mrs. Wall and second by Mrs. McDonald to support and recommend to construct an open sided pavilion in 7`h Street Park in place of a community building with the allocated funds. The motion passed by unanimous vote. B. Discuss possibilities for Arbor Day. After discussing what had been done in the past years, a motion was made by Mrs. Riggins and second by Mrs. Wall to have the Mayor present a proclamation recognizing Robert's Tree House for their donation of sixteen (16) trees that was used to replenish the trees that have been lost in the Broadway Park, due to age decline. Motion passed by unanimous vote. (Arbor Day is April 26, 2002) 10. Open Meeting. Mrs. Wall asked why the Katherine Wheeler Memorial Fountain was not in the pond, operating, and why it was out at all. She stated that she was not aware that it would not be in the pond permanently. Rusty stated that this was a manufacturer's recommendations not to operate the fountain and to remove it during the months of November through February for operation, would not disturb the wintering fowl in the pond and this was the proposal that was presented to the City Council and approved . Rusty continued to explain that the Parks Department was behind on returning it to the pond. However, plans were to have it installed and working next week and that they would do a better job, in the future, returning it on time. 11. Next meeting set for April 11, 2002. 12.
