BOARD MEETING MINUTES
The City of Plainvi%'w Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated,
as approved, Mai ch 28, 1995, held an open meeting at 1:30 P.M., Saturday, January 14, 2006, in the
Austin Heights Community Center, 1811 Walter Griffin, Plainview, Texas. Minutes for this meeting
are hereby submitted as follows.
ITEM
1. Called to order by Lucile Davis at 1:30 P.M.
2. ' Invocation given by Rev. Rodney Wallace
3. Members present were: Lucile Davis, Doylene Lloyd, Ruby Riggins, Carlene Kirby,
Phyllis Wall, Barbara Ramirez, Irma Luna
4. Guest Present: Council Member Wendell Dunlap, Gabriel Rodriguez, Sidney & Cynthia
Hearn, Rodney Wallace, Belinda Nails, Louise Ray, Ora Green, Phebia Dunlap, Rev. Joe
Horn, and Della Riggins
5. Old Business.
A. Hearing - Park Comprehensive Plan.
Lucile Davis presented opening remarks and Commission Member introductions and
explained why this meeting is necessary and how their comments and
recommendations will aid in developing the future for parks.
B. Lucile Davis opened the meeting for comments and recommendations.
Rodney Wallace asked where the skateboard park might be constructed and we need
to spread park amenities out, specializing parks, theme oriented. Rodney stated that
with money so tight that the schools will be utilizing the parks more and so we need
to insure we have enough basketball goals and that more toddler items are needed.
Belinda Nails asked if all items listed in the plan were necessary, such as the
prescribed Frisbee golf course and the skateboard park and how would the skate park
Be interchangeable. Belinda further stated that basketball activities bring money into
Plainview and Plainview should invest in basketball needs.
Ora Green stated that Givens Park needed more maintenance, pot holes filled,
restrooms improved. She added that there is a need for a replacement plan for park
amenities and to make the park more scenic.

Louise Ray stated that a softball field and more barbeque grills are needed in Givens
Park.
Sidney Hearn stated that Givens Park needed a bigger basketball court, more multi -
uses, volleyball court, new lights, more benches around the courts, water fountain that
works, baseball field with bases, better swings, better restrooms, and the boys would
like a marked football field. Sidney promised if they received it, they would take care
of it.
Cynthia Hearn stated that she would like the lake to be developed as a permanent lake
and serve as a bird sanctuary.
Della Riggins stated that Givens Park should look like and compare to all other parks
in Plainview, things that other parks have, Givens Park does not. Della would like the
City to attempt to make the parks equal.
Rev. Joe Horn stated he wanted to reiterate what others have stated. It is a matter of
equality, respect. The community should not have to report it; the superintendent
should have it on the agenda and should be policing it.
The Commission thanked the public for coming and providing their comments and
recommendations and stated that they had some things to consider.
