HomeMy WebLinkAbout08-27-1981 Board of Health MinutesCOUNTY BOA&D OF The Plainview Hale County Board of Health met in regular session on August 27, 1981. Those present were. James' Belk, Oliver Harmel, Anthony Lyons,"M.D., Mary Lou Truesdale, R.N., Bache l Cast it o, C.M. Baldwin, DDS., Mayor Robert Wayland, Tarry Karrh, I.D., Bud Law, John }1 tchel, Iva Jean West, Jesse have, Tom Aday, :Hugh Wilson,Jr., C.L. Busby, M.D., and guest Mrs. Bud Taw and Media representatives Buddy Baker and Jim Davis. The meeting was brought to order by Chairman Larry Karrh, M. The first order of business was the approval of the minutes. Motion was made by Dr. Baldwin that they be accepted as circulated, Mr. Law seconded. Motion carried. Next was the payment of outstanding bills. Dr. Baldwin made the motion that they be paid, Mr. Harmel seconded. Motion carried. Dr. Karrh then asked Mrs. Truesdale to read a memora .om from the State Health Department concerning the draft of new Tuberculosis Guidelines for Skin Testing regarding the availability of the PPD antigen. After reading it there followed some discussion as to what guidelines the Local Health Department would adopt. Dr. Baldwin made the motion that the program continue to purchase the PPD antigen for Well Child Clinics and perso Mr. Law seconded, motion carried. A nominating committee consisting of Mr. Bud Law, Dr. Hugh Wilson, and Dr. C.M. Baldwin was appointed by Dr. Karrh, who asked that Kr. Law chair the committee. He also requested that the committee be ready to report to the Board at the next regular meeting. Next Dr. Karrh announced to the Board that Dr. Stan Cavett had resigned because he was moving to Brownwood. He was replaced by Lanny Voss. Dr. Karrh then brought before the Board the issue of Licensing Fees for Food Establishments At Dr. Karrh's request Airs. Truesdale explained to the Board that at present most Food Handlers must pay from $20.00 to $25.00 for an Annual Food Handler's Certificate secured from the physicians of their choice. At this time Owner's of Food Service Establishments are required to pay from 0 to $15.00 for a Food Lie ing Perm it The descrepency in fees does not seem equitable to Dr. Lyons or Mrs. Truesdale. After some discussion motion was made by Mr. Harmel to recommend that the fee be changed to $25.00 per year and seasonal permits issued for six months to be $15.00. These recommendations are to commence at the fiscal year. Dr. Baldwin seconded the motion. Motion carried. Dr. Karrh then Asked Mr. Aday to present his request to the Board. He presented a request by the City Council that the Health Department ask the patients to pay for the services provided; that the fees be set either on a sliding scale or a set level. (At "this time Dr. Karrh passed the chair to Dr. Baldwin.) After some discussion and at Dr."Baldwin's suggestion, it was decided that Mrs. Truesdale should contact other Health Departments who are currently charging for services and investigate the amount of the fees and then estimate a cost structure. Dr. Baldwin then. asked Dr. Lyons for his report. He reported that things were going well at the department. Mrs. Truesdale reported that Mrs. Walker (our new nurse) was doing well. She also reported that Prenatal care for mothers who would deliver with midwifes would begin in September. Mrs. Truesdale informed the Board that measles vaccine is now required in the schools thru grade twelve and physicians validation of disease or immunization is required. Dr. Wilson moved that the meeting be adjourned. Mr. Law seconded. Motion carried. Meeting adjourned. Respectively submitted, Rachel Castillo Secretary
