May 27, 1982
The Plainview Hale County Board of Health met in regular session on May
29, 1982. Those in attendance were: Mrs. Mary Lou Truesdale, Dr. Hugh
H. Wilson, Jr., Mr. James Belk, Dr. Larry Karrh, Dr. C.M. Baldwin, Mr.
Tom Aday, Mrs. Iva Jean West, Mr. Lanny Voss, Mr. Bud Law, Mr. John
Hatchell, Dr. Anthony Lyons and media representatives, Mr. Buddy Baker
and Mr. Jim Davis. Two medical preceptors were guests of Dr. Wilson.
Dr. Karrh called the meeting to order and asked that the minutes be
approved. Dr. Wilson asked for a correction of the seventh paragraph
where discussion of patients in the Family Planning service that were
unable to pay were to continue to receive services. A correction of
spelling of Dr. Wilson's name in the nighth. The word mandatory in the
nighth paragraph was changed to mandated to make the meaning more clear.
Dr. Karrh asked if there were any other corrections and the spelling
of reimburse and pesticide were noted. Dr. Karrh asked if there was
an approval now. Dr. Wilson moved that the minutes be approved as
corrected. Mrs. West seconded the motion.
Dr. Karrh asked Dr. Lyons for his report. Dr. Lyons stated that the
general health in Hale County was good, however, there had been six
Hepatitis cases reported recently. The fact that school was turning
out for the summer was the best thing that could happen and would make
it much easier to control the situation.
Dr. Karrh asked Dr. Lyons if he had received any reports about Rabies
from the State. He said that he had not but Mrs. Truesdale reminded
him that Dr. Cox was on 24 hour call. Inside the City Limits the an-
imal wardens are in charge; outside the City Limits the Health Depart-
ment should be called. The public should watch for bats and skunks too.
Mrs. Truesdale said in her report that she had received a letter from
Mr. Nave of Petersburg dated May 10th inquiring as to the individual
cost of services from the Health Department. She further stated that
the City of Petersburg had been out of compliance in several areas
since the first of May. She remarked that she knew that they had a
meeting the first Monday in June.
Mrs. Truesdale then reported on the hearing that she attended in Lubbock
starting May llth on Block Grants and where our money would be coming
from. She passed a letter around that she had written stating our
views about the areas discussed. Family Planning will probably be cut
about $13,000 this year and some of the staff may be cut. She voiced
the opinion that we will lose the ICHIP aide and maybe the ICHIP nurse.
At this time she said that we were not accepting any new maternity pa-
tients and would likely know in about a month more about it.
Asked about the Jail Clinic, Mrs. Truesdale reported that things had
pretty well taken -.care of themselves. It seemed to be more of a lack
of communication than anything else.
A report of the TB Clinic held in June with 50 patients was discussed.
Most of those coming from one place of employment. We have very good
relations and cooperation with the company.
Oliver Hamel and Dr. Busby were reported to be out of town and Susan
Dobbins was working. Dr. Baldwin moved that these be excused and Dr.
Wilson seconded the motion.
Dr. Wilson, as Chairman of the Budget Committee, then gave a report
on the new budget and went over each item. After discussion on sever-
al items Dr. Wilson moved that the budget be approved and recommended
to the City Council and Commissioner's Court for adoption. Dr. Baldwin
seconded the motion. The ayes had it.
Dr. Wilson moved for an adjournment and Bud Law seconded the motion.
