HomeMy WebLinkAbout08-26-1982 Board of Health MinutesBOARD OF HEALTH MINUTES August 26,1982 The Plainview -Hale County Board of Health met in regular session on August 26,1982 at K -Bob's. :Those in attendance were: Dr. Larry Karrh, Dr. Anthony Lyons, Dr. C.M. Baldwin, Dr. C.L. Busby, Mayor. Gene Ridlehuber, Mr. Oliver Harmel, Mrs Iva Jean West, Mrs. Susan Dobbins, Dr. Hugh Wilson, Mr. Bud Law, Mr. John Hatchell, Mrs0Mary Lou Truesdale, Felicia Arias, media representative Jim Davis, guests Mrs. Bud Law and Mrs. Hugh Wilson. The meeting was called to order by the Chairman, Dr. Larry Karrh. Dr. Karrh called for approval of the minutes. Dr. Baldwin requested that the spelling of the word "stricken" be corrected in the 4th paragraph. Dr. Wilson moved that the minutes be approved as corrected, Mrs. West seconded. Motion carried. Dr. Karrh asked -.for a motion that the bills be paid, both for June and July. Dr. Baldwin moved that bills be paid, both for June and July, Mrs. West seconded. Motion carried. Dr. Karrh checked the roll and stated that there were no request for an excused absence. Mr. Voss was not present though he had indicated that he would be there. His absence was recorded as unexcused. Dr. Karrh named Mrs. West, Mr. Law and Mr. Harmel as a Nominating Committee, with Mrs. West as Chairperson. The committee is to bring a slate of officers for con- sideration at on-sideration:at the next meeting. Dr. Karrh stated that the next item on the agenda would be the discussion and fur- ther recommendation of the budget. He requested Mrs. Truesdale bring the Board up-to-date on where the budget is currently. Mrs. Truesdale explained that at a joint meeting in late June,ccomposed of Mayor Ridlehuber, Mr. Hatchell, Judge Hollars, Ronald Morris, James Belk, Dr. Lyons and Mrs. Truesdale, the City and County Officials agreed that the: ..Unit.:_would- need to operate with it's current budget for the 82-83 fiscal year without increases. Even though we are generating additional funds we will not have the use of those funds to add to our budget. Mrs Truesdale stated that when she worked with the budget it was fiscally impossible to give any kind of a raise to any employee and stay within the budgeted $96,000 that we had approved this year. Dr. Karrh: commented that the problem was not the budget, the problem was to get raises in the same budget. Mr. Hatchell stated that the personnel consultants that were employed by the City reviewed all the classifications of the employees. His recommendation for salaries would cost 6.8% to implement. When the budget was reviewed before the Board meeting there was not a whole lot of flex. There could probably be a way to get about $800-$1,000, but it would stili be short of the $3,000 needed. Mr. Hatchell also stated that in all fairness to the Health Department the County and City Council should be aware that it would be $3,000 short, to allow for the recommended pay raises. BOARD OF HEALTH MINUTES August 26,1982 page 2 Dr. Baldwin made a motion that the Board recommend adoption of the City pay scale as recommended by the personnel study. In line with that recommendation that.a request be made to the City and County Government that we have additional funding for next fiscal year to cover expenses involved, which will be about $3,000. Seconded by Dr. Wilson. Motion carried. Dr. Karrh asked for a report from Dr. Lyons or. Mrs. Truesdale. Dr. Lyons stated that as far as the health of the County there are no epidemics, disaster or major problems. He recommended that the requirements of the health. cards be changed. He stated that there was a lott.of dissent among the people who have to get them. At the moment the health cards consist of TB skin test and general physical examination to certify that the person is free of communicable disease. That recommendation is "window dressing" as it only lasts for the minute you have the person in the office, because you do not know at they are going to be like next week. It isn't satifactory to sayha-b ftih true today it is going to be true next week or 6 months from now. His recommendation was to change the health card requirements to an. annual Tuberculin test, or. X-ray for known positive tuberculin reactors.. The recommendation was to be included as an agenda item for the next monthly meeting. Mrs. Truesdale reported that there was a strong possibility of getting an ICRP Nurse and keeping the ICH?. Aide for another year. A short executive meeting concerning a personnel matter was held. No action was taken. Dr. Wilson moved that we adjourn, Dr. Baldwin seconded. Motion carried. Respectfully submitted Felicia Arians secretary •
