September 30, 1982
Those attending the Plainview -Hale County Board of Health meeting Septem-
ber 30, 1982 were: Mr. Oliver Harmel, Mr. Bud Law, Dr. Hugh H. Wilson, Jr.,
Mr. James Belk, Dr. Anthony A. Lyons, Mrs. I.J. West, Mrs. Susan Dobbins,
Mr. Lanny Voss, Dr. Larry Karrh, Dr. C.M. Baldwin, Mrs. Mary Lou Truesdale,
Dr. C.L. Busby, Media Representatives, Mr. Buddy Baker, Mr. Charles Bectold,
Mr. Jim Davis, and the secretary, Billie Ehresman.
Dr. Karrh called the meeting to order. He asked if there were any correc-
tions of the August minutes. Dr. Baldwin asked that an awkward sentence on
the 2nd page, paragraph 3 be changed to "It isn't satisfactory to say what is
true today." Dr. Karrh asked if there were any other corrections. Mr. Voss
asked that they be approved as written. Dr. Karrh asked all that were in
favor to assent. Motion carried.
The bills were brought up for approval. Motion was made by Mr. Voss that
they be paid. Mrs. West seconded the motion. Motion carried.
Dr. Karrh wanted to take up Item 4 on the agenda next. He asked Mrs. Trues -
dale to review the changes that Dr. Lyons would like to make on the Health
Cards. Last month Dr. Lyons recommended that the Health Cards show an annual
TB Skin Test or Chest X -Ray (for known Positive Reactors) and drop the require-
ment for a physical examination thus reducing the cost to the employee. Mrs.
Truesdale stated that we have such a high percentageof active tuberculosis
and positive tuberculin reactors in Hale County that we feel it is necessary
to maintain the tuberculin test for food handlers. Dr. Lyons pointed out last
month that we did not feel, at this point, that it is necessary to continue
requiring the physical examination that is currently a part of the Health Card.
By making the proposed change we can reduce the cost of the Health Card for
the employee to a figure that was more realistic. Dr. Baldwin moved that the
Health Cards be changed as discussed. Dr. Wilson seconded the motion. Motion
carried.
Dr. Karrh asked for a report from the Nominating Committee. Mrs. West said
that she met with her committee and that after contacting Dr. Karrh and Dr.
Baldwin and receiving their approval they were nominated as Co -Chairpersons
for the Board of Health for the coming year. Mrs. West was nominated Vice -
Chairperson. Mrs. West moved that the persons selected by the nominating
committee be accepted. Mr. Voss seconded the motion. Motion carried.
Dr. Karrh asked for a report on the Budget for 1982-1983. Mrs. Truesdale
stated that she met with the Commissioner's Court Monday, September 27, 1982.
The County agreed to give the Health Department credit for half of the budget
that was approved last year plus half of the anticipated revenue which will
give them the money that is needed to operate the Health Department. Based
on this information the City approved the Budget, Tuesday, September 28, 1982.
Mrs. Truesdale then explained that the Health Department would go with the
pay scale recommended by the City Personnel Study Committee and subsquently
recommended by the Board of Health. One change that is being implemented by
the City is that the employees will be paying their own Social Security Tax.
Employees will receive as a part of their raise the 6.77 of the Social Secur-
ity Tax currently being paid for them by the local governments.
Dr. Karrh then requested Dr. Lyons' report. Dr. Lyons stated that there
were a few more cases of hepititis since school had started but other activity
was about the same.
Mrs. Truesdale's report included that the Health Department would be able
to have an ICHIP nurse and aide for another year. Patty Ewing would start
work October 12, 1982. This will be the final year for these positions, as
unused grant funds are being expended for these positions this year. She,
further stated that the Jail Clinic has grown and that they were trying to keep
that cost down as much as possible. She reported on the Regional Meeting of the
Texas Public Health Association that she, Dr. Lyons, Dr. Cox, Mrs. McMurtry
and Mrs. Ehresman had attended in Lubbock, September 23rd and 24th. She said
that they found the meeting most helpful.
Dr. Eaves and eleven more executives of The Texas Department of Health visit-
ed by the Local Health Department the 14th of September. Dr. Eaves, who is the
Associate Commissioner on Community and Rural Health for The Texas Department
of Health, was here to view the physical facilities of this department. He
wanted to know what the Health Department needed and what it had to offer. They
had talked with the Regional Offices and Health Directors in this West Texas
area. Some specific questions were asked in relation to the Texas Department
of Health assuming the responsibility for the Primary Care Block Grant. Dr.
Eaves and his staff were interested in the feelings of Local Health Departments;
who served areas also served by Rural Health Iniatives., They went from here to
the Region I Area.
Dr. Karrh asked if there was any more business to come before the board. Dr.
Wilson made the motion that the meeting be adjourned. Mrs. West seconded the
motion. The meeting was adjourned.
