January' 27, 1983
The Plainview -Hale County Board of Health met in regular session at
K -Bob's. Those in attendence were: Dr. Larry Karrh, Dr. Anthony Lyons,
Dr. C.L. Busby, Mr. James Belk, Mr. Bud Law, Mrs. Iva Jean West, Mrs.
Susan Dobbins, Mr. Oliver Harmel, Dr. C.M. Baldwin, Mrs. Mary Lou
Truesdale and the secratary Mrs. Felicia Arias. Guest was Mrs Bud Law.
Dr. Karrh called the meeting to order.
Dr. Karrh asked if any one had looked over the schedules for the next
year. He stated that there was one date on the schedule, March 31,
which falls on the last Thursday of the month, but the 24th was the 4th
Thrusday. He asked if there was any conflict on the meeting being on
March 31, no one stated such. Meeting: was left for March 31. The
November and December meeting was left as scheduled.
Dr. Karrh asked if any one had looked overthe minutes. ,He,.stated he had
a question on the 6th paragraph of the minutes, because of the way it
was stated. He suggested we put an explanatory statement on who Dr.
Eaves was. Minutes were amended to indicate Dr. Eaves is the Associ-
ate Commissioner for Community and Rural Health, Texas Department of
Health.
Dr. Karrh asked for a motion for minutes to be approved as corrected.
Dr. Baldwin moved that the minutes be approved, Mr. Harmel seconded.
Motion carried.
Dr. Karrh asked if there were any .questions on last month's bills.
Iva Jean moved that the bills be paid as listed. Dr. Baldwin seconded.
Motion carried.
Dr. Karrh asked if there was a discussion on where the Board of Health
was going to meet next month.
Mrs. Truesdale stated that based on the December meeting several places
were mentioned. One was J -Bar which stated they were not interested
at this time on having regular meetings and Wayland. After some
discussion it was decided that there was a problem with parking spaces,
at Wayland.
Mr. Harmel made the motion that we remain at K -Bob's for Board meetings.
Dr. Baldwin seconded. Motion carried.
Mr. Belk stated that Mr. Sherman Gray brought up the question of enforce-
ment of the Septic Tank Law with the Communissioners Court. .Mr. Gray
is an engineer with the Region::2 Office of the Texas Department of
Health in Lubbock. Mr. Belk requested input from the Board concerning
needed action. Mr. Belk stated he was not requesting Board action at
this, time, only a se .s.e_of how.. the(=Board might respond should action
be requested in the future. General discussion of Septic Tanks verses
Cesspools, perculation rates and enforcement problems followed.

Dr. Karrh asked Mrs. Truesdale for a report.
Mrs Truesdale explained the changes on the case loads count report.
She stated that we had an increase in the number of families and a
decrease in the number of individuals receiving services. Some
reajusting of nursing districts was done to try to give each nurse
approximately the same number of families to serve.` The one exception
was: district III. The new nurse had only beenon the staff three months.
She is training well but should not be expected to carry a full case
load and train at the same time. Mrs. Truesdale also stated that one
of our aides was going to resign. She had talked to Tom Tucker, the
Adminstrative Assistant in Maternal & Child Health Division of Texas
Department of Health in Austin. He explained to her that the aide
position and also the nurse position would probably continue to receive
support. She continued to say that while she was in Austin, Dr.
Bernstein, the Commissioner of Health indicated that they were going
to continue to try to increase the support to Local Health Departments.
Dr. Karrh asked Dr. Lyons for a report.
Dr. Lyons stated that the Health of the County is in good shape. He
mention that he attended the Local Health Directors meeting in Austin.
The meeting gave him a better insight of the Local Health Department's
work.
Dr. Karrh asked for other business to discuss. No other new business
were mention.
Dr. Busby made the motion to adjourn. Dr. Baldwin seconded the motion.
Motion carried.
