Those attending the Board of Health Meeting on October 27, 1983 at
K -Bob's Restaurant were: Mr. Oliver Harmel, Mr. James Belk, Mrs. Donna
Womble, Mr. Tom Aday, Mayor Gene Ridlehuber, Mr. John Hatchell, Dr. Anthony
Lyons, Mrs. Mary Lou Truesdale, Dr. Hugh Wilson, Mrs. Hugh Wilson, Mr. Lanny
Voss, Mr. Weaver McClure, Mrs. Dorothy Tilson, Mr. Phil Hamilton, news media;
and Mrs. Peggy Bownds, secretary.
The meeting was called to order by the Chairman, Mr. Harmel. Mrs. Truesdale
introduced the new members to the board. Mr. Harmel explained responsibilities
of attending board meetings.
The minutes were corrected and stood approved as corrected.
Dr. Wilson moved that the bills for September be paid. Motion seconded
by Mrs. Tilson. Motion carried.
The Contract Negotiations for the Nurse Position were discussed. Mrs.
Truesdale stated that as instructed by the Board she had met with the Commissioners
Court and the City Council. The Commissioners Court approved signing the contract
with the Department and the use of generated revenues to offset the cost of the
fringe benefits. The City Council approved signing the contract only if all
costs would come from State funds. Mrs. Truesdale stated that it appeared
that $1640.87 was needed to have enough money for the fringe. General discussion
followed on ways to obtain money for the fringe. Representatives from the City
Council indicated a return visit there would probably not change anything.
When no solution seemed apparent Dr. Wilson moved to have a contingency plan of
how the Health Department will operate without the nursing position ready for
Board's discussion and approval by the next meeting. Mrs. Tilson seconded the
motion. Motion carried.
Dr. Lyons gave his reports stating there were 3 Hepatitis cases reported
for September and 6 cases reported for October. One reported case each month
resided in another county. Two of the September cases were traceable to the
Lubbock outbreak. Two cases in October were Non A - Non B. The other cases were
Type A.
Mrs. Truesdale gave report on Plains Mobile Home Park. The last water
sampling reports are negative. Mr. Bates, owner of park, met with City and
Health Department representatives. He is very cooperative and wants to bring
city sewerage lines into the park. Cesspools are pumped everyday and extra
chlorine is added to the well daily. She reminded the board ICRP Nurse's Aide
position will be terminated in 2 weeks.
Mrs. Truesdale invited members of the Board of Health to sit with the
Health Department Staff at the Appreciation Dinner for Pete Laney as the
Commissioner of Health, Dr. Robert Bernstein would be sitting with the
Health Department Staff and would like to meet our local people.
Dr. Wilson made the motion to give excused absences to Dr. Gary Abercombie,
Dr. Larry Karrh, and Dr. C.L. Busby. Weaver McClure seconded. Motion carried.
Dr. Wilson made motion to adjourn. Mr. Harmel seconded.
