HomeMy WebLinkAbout12-01-1983 Board of Health MinutesBOARD OF HEALTH 12-01-83 Those attending the Board of Health Meeting on December 1, 1983 at K -Bob's Restaurant were: Dr. & Mrs. Hugh Wilson, Jr., Dr. Anthony A. Lyons, Mr. James Belk, Mr. Weaver McClure, Mrs. Donna Womble, Mrs. Dorothy Tilson, Mrs. Mary Lou Truesdale, Dr. Gary Abercrombie, Mr. Tom Aday, Mayor Gene Ridlehuber, Dr. Larry Karrh, news media represented by Mr. Phil Hamilton, and secretary Mrs. Peggy Bownds. The meeting was called to order by Vice Chairman, Dr. Wilson. The minutes were accepted as written. Mrs. Tilson moved that the bills for October be paid. Motion seconded by Mr. McClure. Motion carried. Mrs. Truesdale explained Chairman, Oliver Harmel's absence due to surgery and reported on his recovery. She also added that Chairman Harmel would appreciate hearing from board members. Dr. Busby asked for excused absence if unable to get to meeting on time. Also, Chairman Harmel was excused. Dr. Wilson entertained motion. Dr. Abercrombie made motion to give excused absences. Mrs. Tilson seconded. Mrs. Truesdale stated that during the last session of legislature a new law was passed making it mandatory for midwives to register with the county clerk to provide a prenatal blood test for syphillis and a 2nd blood test at the time of delivery. There are four registered midwives in Plainview and 1 in Hale Center. Mrs. Truesdale has talked with the midwives in Plainview only. The midwife from Hale Center has not made an effort to come into,the Health Department to talk with Mrs. Truesdale. Discussion followed and a motion was made by Mrs. Tilson that at the time the prenatal VDRL is drawn also test for Blood Type and Ruebella Titer and to charge $5.00 for each blood submission. Mr. McClure seconded. Motion carried. Mrs. Truesdale read the contingency plan of reduction of services for the Plainview-Hale County Health District. Mrs. Truesdale explained the measures taken to date. She went on to explain issuing of medication would be given during clinics and 8-10 a.m. & 3-4 p.m., daily, Monday-Friday. Home visits have been reduced and replaced by phone calls. Water sampling can be collected only at designated times. She explained how other areas were affected by the reduction of services. The charging of fees was discussed. Dr. Karrh made a motion for the Plainview-Hale County Health District to set up an escrow account of $2,000.00 from generated revunue funds to pay for the approved nurse position's fringe benefits. Mrs. Tilson seconded. Motion carried. Item #5 on the agenda was the proposed meeting dates for 1984. Dr. Karrh moved that the board accpet the proposed dates and the meeting place remain the same. Motion carried. Dr. Lyons reported the increase of influenza and sore throats and 3 cases of hepatitis reported which was about average. Plains Mobile Home Park is still cooperating with the Health Department in monitoring water problems. Samples are taken twice a month. Mrs. Truesdale shared information with the board regarding environmental health responsibilities mandated by law to regional offices as opposed to those performed by local health departments.
