MARCH 29, 1984
Those attending the Board of Health meeting on March 29, 1984 were: Dr. Gary
Abercrombie, Dr. Hugh H. Wilson, Jr., Mrs. Wilson, Dr. Larry Karrh, Dr. C.L. Busby,
Lanny Voss, Mr. Lewellen Hooper, Mary Lou Truesdale, R.N., Mayor Gene Ridlehuber,
City Attorney Tom Hamilton, and Ms. Elvia Montez, Secretary.
Dr. Wilson called meeting to order.
Dr. Wilson requested excused absences for Dorothy Tilson, Donna Womble, and
Weaver McClure. Dr. Abercrombie made the motion, Dr. Karrh seconded, motion carried.
Minutes were accepted as written. Dr. Karrh moved the bills for January and
February be paid. Dr. Abercrombie seconded the motion, motion carried.
Next on the agenda, the appointment of a Budget Committee was discussed by
Mrs. Truesdale. She stated that Budget approval due date was the latter part of
May. Dr. Wilson suggested that Mrs. Truesdale prepare an upgraded idea on the
Budget. Budget Committee may meet 30 minutes prior to the next Board meeting.
Dr. Wilson appointed the following persons for the committee, Dr. Abercrombie,
Chairman, Mr. Hooper, and Dr. Busby.
Dr. Wilson then requested Mr. Hamilton's report on the conflict of Interest
Act. Mr. Hamilton had reviewed the duties of all boards .gpr the city to determine
which were affected under the Act. 988B. He indicated that the Health Board is
affected thru this Act. Mr. Hamilton presented examples to the Board on how the
Act would affect an individual. Discussion followed.
Mrs. Truesdale stated that State Food and Drug Administration officials had
recommended the Food Managers License be made manditory. She asked Mr. Hamilton
if this could be done without there being a conflict of interest under the Act.
Mr. Hamilton stated that there would not be any conflict.
Mrs. Truesdale reviewed the quarterly report. First was the Pharmacy Audit
of the Health Department. We were given 90 days to meet compliance. Two problems
were listed:
(1). The pharmacy policy and procedure manual is incomplete.
(2) Nursing staff is unable to label medications.
A Food Managers school was held at Wayland Baptist University there were 6
students in attendence. There were observers from Food and Drug Administration
of Texas Department of Health from Region 1 and Region 2 to monitor the course for
national approval. The course was instructed by Danny Harrell, Wayland University
has elected to continue offering the course if 10 persons or more register ,for the
course.
Mrs. Truesdale reminded the Board of the Health Fair on October 6, 1984 Thp
Medical Society will he giving a presentation on the use of Child Restraints.
In accordance with Senate Bill 109 the Commissioners Court has sworn in
Dr. Anthony A. Lyons as County Health Autority. The bill did away with City/
County Health Officers.
Lanny Voss moved to adjourn the meeting and Dr. Abercrombie seconded, motion
carried.
