HomeMy WebLinkAbout10-25-1984 Board of Health MinutesBOARD OF HEALTH OCTOBER 25, 1984 Attending the Board of Health meeting on October 25, 1984 at the Plainview Country Club were: Dr. Gary Abercrombie, Dr. Hugh Wilson, Jr., Dr. C.L. Busby, Donna Womble, Lewellen Hooper, Lanny Voss, Mayor G. Ridlehuber, Jim Jeffers, City Manager, Mary Lou Truesdale, guest Ms. Hugh Wilson, Jr., and Elvia Montez, secretary. Dr. Abercrombie, Chairman called the meeting to order. He requested ex- cused absences for Dorothy Tilson and Weaver McClure. Mrs. Womble moved the motion, Mr. Hooper seconded. The minutes were accepted as submitted. Mrs. Womble moved the bills for September be paid. Mr. Voss seconded the motion; motion carried. Mts. Truesdale read a letter from the South Plains Association of Govern- ments concerning the Regional Health Planning Advisory Committee. Dr. Aber- crombie asked for recommendations for the committee. The Board nominated the following individuals - Dr. A. Lyons, for Ex -Officio member of SPAG, James Belk and Donna Womble for voting member of the SPAG. Dr. Wilson moved the motion, Dr. Busby seconded. Mrs. Truesdale presented her report. She stated that the Health Fair held October 6, bad a very good turn out and appreciated the cooperation from all interested health providers that participated. Mrs. Truesdale asked the Mayor if Mr. Tom Hamilton had completed the Cooperative Agreement on the By -Laws. The Mayor responded that he was not aware of the completion of the agreement. Mrs. Truesdale stated that the new Class D Pharmacy Act will have an effect on the services provided at the Health Department, due to the fact at times the physicians serving the clinic need to issue a medication to a patient that he or she has examined. Mrs. Truesdale shared with the Board members her concerns over a proposal published in the October 2, 1984, issue of the Texas Register. The Maternal and Child Health Division of the Texas Department of Health is proposing a fee schedule for Family Planning patients which appears to jeopordize the fee schedule currently in place in our department. After general discussion Dr. Wilson moved for the adoption of the following motion regarding fee schedules for family planning by the Texas Department of Health as follows: Because the proposal for charging for family planning services will be disruptive for the following reason, the Plainview -Hale County Board of Health registers its strong proposd rule. It will apparently require our staff to perform administrative duties for the state, without reim- bursement for time and expense. `It will assess charges that would often total more than charges for care from private providers and importantly, it will disrupt our efforts to assess administrative fees for our services to our clientele.
