CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M., in
the City Council Chambers of the City Hall with Mayor J. Robert Wa'gland presiding and
the following Councilmen present: Jeane Browning, Place One; Medlin Carpenter, Place Two;
Tom Almon, Place Four; and William SoRelle, Place Five.

Recommendations of persons names to be included in the City of Plainvi~w Boards,
Commissions, Committees and Authorities Talent Pool are as follows:
1. Airport Board - One Member (Three year term)
2. Board of Equalization - Three members and one alternate (One year term)
3. Building Code Board of Appeals Four members (Three year term)
4. Planning Board and Zoning Commission - Two members (Three year term)
Mayor Wayland stated-that ~he City Council had discussed and decided against locating
a new Animal Shelter at 1301 North Austin.

Mr. J. W. Mason appeared before the City Council to discuss the need of a new Senior
Citizen Building. It was moved by Alderman Browning, seconded by Alderman Carpenter, to
endorse the effort of the Senior Citizen Organization of Plainview to purchase a building
suitable for their needs. Motion carried unanimously.
Reminder of bid letting as previously authorized:
1977 Street Assessment Paving Program with bilds to be received sometime in November
and to be paid for with Community Development Grant Funds.
It was moved by Alderman Almon, seconded by Alderman Carpenter, to remove Zone Case
No. 350 from being tabled. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Browning, to approve'!Zone Case
No. 350, the request of Mrs. C. K. Shelton for rezoning the S/2 of Lot.7, all of lot 8,
Block 90, Alexander~and Westmoreland Addition to the City of Plainview, Hale County, Texas
same being 801 Houston, from an R-2 Zone to a C-1 Zone for Commercial Use. Motion carried
unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Ordinance No.
77-2107, an ordinance amending the zoning map of the City of Plainview for Zone Case No. 350.
Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the minutes
of the regular City Council meeting held September 27, 1977. Motion carried unanimously.

It was moved by Alderman Almon, seconded by Alderman SoRelle, to authorize the
introduction of Ordinance No. 77-2126, an ordinance adopting and enacting a new code of
ordinances of the City of Plainview, Texas; establishing the same; providing for the repeal
of certain ordinances not included therein; except as herein expressly provided; providing
for the effective date of such code and a penalty for the violation thereof; providing for

~he manner Of amending such code; and providing when this ordinance shall become effective.

It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve thet
introduction of Ordinance No. 77-2127, an ordinance declaring public necessity for the
.improvement of certain designated portions of certain designated streets in the City of
Plainvi~w,'Texas, specifying the nature and type of such improvement, establishing the
manner of effectuation and method of procedure thereof, designating and separating units
of work, allocating division of payment of cost, providing rule for apportionment of
cost, fixing time, terms and conditions of paytment Of'cost and providing and defining
assessments therefor, specifying nature of assessment liens and personal liability, pro~
viding for issuance and provisions of assignable certificates in evidence of assessment
for costs, and directing the city engineer to prepare plans and specifications for the
improvement of designated units and to publicly advertise for sealed competitive bids
with specified clause. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No.
77-2115, an ordinance approving the budget submitted by the Housing Authority and
recommended by the City Manager of the City of Plainview, Texas, for the Fiscal Year
1977-78. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. 77-2128 from Revenue Sharing Fund Account 427-730 in the amoun~ of
$43,766.44 payable to H. W. Taylor Construction Co. for Construction Estimate No. 6,
Water & Sewer Extensions. Motion carried unanimously.
It was moved by Alderman Carpenter, Seconded by Alderman Almon, to adopt Appropriation
Ordinance No. 77-2129!from Pro-rata Construction Fund Account 494-813 in the amount of
$30',096.08 payable to H. W. Taylor Construction Co. for Construction Estimate No. 6,
Water & Sewer Extensions. Motion carried unanimously.

It was moved by Alderman Browning, seconded by Alderman Almon, to adopt Appropriation
Ordinance No. 77-2130 from Revenue Sharing Fund Account 427-640 in the amount of $3,446.55
payable to High Plains Pavers, Inc. for ~idewalk and parking area in 1600 Block of Ennis
Street. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. 77-2131 from Revenue Sharing Fund Account 427-607 in the amount of
$10,685.69 payable to High Plains Pavers, Inc. for City Hall parking lot and portion of
Library Parking lot. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria-
tion Ordinance No. GO 398-77 from GO Park Bond Fund Account 403-807 i~n'~the~amount of
$29,282.89 payable to High Plains Pavers, Inc for City Hall parking lot and portion of
Library parking lot. Motion carried unanimously.
It was moved by Alderman Browning, seconded by A~derman Carpenter, to adopt Appropria-
tion Ordinance No. 77-2132 from General Fund Reserve Account 418-058 in the amount of
$1,511.26 payable to High Plains Pavers, Inc. for Library parking lot. Motion carried
unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon~ to adopt Appropriation
Ordinance No. GO 397-77 from GO Park Bond Fund Account 403-701 in the amount of $6,740.00
payable to Jerry Wofford for payment on Community Building at Regional Park. Motion carried
unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropria-
tion Ordinance No. 77-2133 from Revenue Sharing Fund Account 427 in the amount of $2,422.00
payable to Motorola, Inc. for purchase of tw~-way radio equipment for code enforcement.
Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to adopt the
proposed contract between the City of Plainview and Foxley Cattle Company for the sale

Of aVailable surplus Canadian River Municipal Water Authority Water, with changes as
discussed. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman'Almon, to approve the final
compiled list of sites authorized for debris clearance with use of Revenue Sharing FUnds.
Motion carried~unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve and
authorize the Mayor to sign weed assessments to be filed for record. Motion carried
unanimously.
Received for filing, letter from Plainview Cable T.V.
Received for filing and discussion, survey on Traffic Signal Warrant at the inter-
section of 24th and Yonkers.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to authorize the
City Attorney to amend the present existing Health Certificate Ordinance, as requested
by the Plainview/Ha}~ County Health Department. Motion carried unanimously.
Received for filing, copy of the Pioneer Natural Gas Company's Cost of Gas
Adjustment for the month of August, 1977.
There being no further business, the meeting was adjourned_at 9:30 P. M.
