HomeMy WebLinkAbout04-24-1986 Board of Health MinutesBOARD OF HEALTH April 24, 1986 Those attending Board of Health on April 24, 1986, at the Plainview Country Club were: Dr. Gary Abercrombie, Lewellen Hooper, Dorothy Tilson, Donna Womble, James Belk, Jim Jeffers, City Manager, Weaver McClure, Dr. Mary Bublis, Lanny Voss, Dr. Anthony Lyons, Mary Lou Truesdale, Nona McNally,and Jo Ann Baker, secretary. Dr. Abercrombie, Chairman, called the meeting to order. The minutes were approved as presented. Mrs. Dorothy Tilson moved to pay bills. Mrs. Donna Womble seconded. Motion carried. Mary Lou Truesdale shared with the Board that Budget Committee had not had reason to meet at this point but that the City has offered an effective means of budgeting, in asking that the Department put in request for Capital Outlay items by June 2, 1986. Mrs. Truesdale also explained that we have changed our format of our monthly service report rendered by the department. A comparison from this month to last month and this year to last year to date, along with the department and en- vironmental fees. The decrease in part of our services has resulted from being short staffed. We are now back to a full staff and confident that services will be back to normal. Nona McNally, Sanitarian, presented to the Board the new Retail Food Service Regulations adopted by the Texas Board of Health. Mrs. McNally expressed that the rules could be made more stringent, but not less. Plainview -Hale County Health Dis- trict would like to make (2) additions. Those being: 1. Health cards be required of all employees of Retail Food Service Establishments. 2. Permit Fees will be required on an annual basis for those establishments who operate on a year round basis, a seasonal basis for establishments whose planned operations are less that 6 months, or a temporary permit for establishments whose planned operations are less than 2 weeks. After considerable amount of discussion, Weaver McClure moved to adopt Food Service Regulations. Lanny Voss moved to amend Food Service Regulations to be more stringent of requiring health cards of all employees. Mrs. Tilson seconded. Motion carried. Mrs. Truesdale stated that she would like to also make the Food Manager's Workshop mandatory, for the purpose of better trained manager's in our food establish- ments. She explained that when we adopted the Food Manager's License, it was not the Board's intent for a fee raising service only. The way in which we adopted it, the City Attorney, Tom Hamilton pointed out that because of the but -out provisions it ap- pears as though it was adopted strictly as a money raising activity. Mrs. Truesdale informed the Board she has been asked to accept an appointment to South Plains Health Provider's Board. Dr. Lyons will serve as her proxy. Mrs. Truesdale also shared with_the to Amarillo and that Dr. Peralta would he Clinics where necessary. Mrs. Tilson moved to adjourn. Dr. Board thgt DT.
