JULY 7, 1988
The monthly meeting of the Plainview -Hale County Health District Board of Directors
was called to order at approximately 8:30 P.M., July 7, 1988, after a planned Public
Hearing, in the City Council Chambers at City Hall, by Board Chairman Lanny Voss.
Those attending were: Lanny Voss, Dr. Anthony Lyons, Mary Lou Truesdale, R.N.,Dorothy
Tilson, Dr. Kit Linton, Dr. Mary Bublis, Dr. Gary Abercrombie, Nina Morris, Jim Jeffers,
Leweilen Hooper, Donna Womble,R.N. and Don Dickson. Also present were Richard Orr,
representing the Plainview Daily Herald, Michelle Cammann, R.S., the Department's
Sanitarian, and Billie Standefer, secretary.
The Chairman asked that the minutes be considered for comments and approval. After
corrections were made, the minutes were approved as presented.
The bills were then called to the attention of the Board. Mrs. Tilson made the motion
that the bills be paid, and with a second to this motion by Mr. Hooper, the motion
carried.
Mrs. Truesdale explained to the Board that she had received an additional charge and
a submitted bill from the Mouser Agency in the amount of $ 1,330.00 for the existing
insurance policy held by the Board. She stated that Sonny Walker, Insurance Agent, had
promised more information on the policy coverage in the near future. She asked the
Board if they wanted to pay this additional charge or defer payment until it was
determined exactly what the policy covered. With a motion by Dr. Abercrombie and a
second to this motion by Mrs. Tilson, the Board voted to defer the payment until the
promised information was presented to the Board.
The Chairman declared the next agenda item was action by the Board on the availability
of the Food Service Establishment's scores after hearing the input of the individuals
present for the Public Hearing. A discussion followed with Mrs. Womble asserting that
the scoring was not so much a certain score, but more that a particular Food Service
Establishment was not a Health hazard. Mrs. Truesdale stated that many times a low
score was due to structural problems rather than food problems. Richard Orr, in speak-
ing'for the Herald, stated the Herald would only publish the scores and conditions of
a Food Service Establishment if the establishment was continually having problems or
constituting a Health hazard for Hale County. At this point, the Chairman called for
a motion to receive and review Food Service Establishment scores monthly. Dr. Aber-
crombie made the motion which was seconded by Mrs. i o�n � The motion carried.
utiIn introducing Mayor Bob Brown of Hale Center, Texas, the Chairman explained that the
City of Hale Center had requested assistance with the.abandAment of a Health hazard
within the Hale Center city limits; here, too, he recognized the four City Councilmen
from: Hale Center and stated that Mr. ClarencePringle, owner of the property to be
discussed, and members of his family, were present.
At the Chairman's request, Mayor Brown then addressed the Board. In his statement,
Mayor Brown explained that violations were found after an inspection of the Pringle's
property. He stated that Mr. Pringle had attempted to clean part of his property,but
much remained to be done. Be asked the Board's support in finding.a method to establish
a solution to the problem. When asked to define the existing problems, the Mayor listed
the following: Endangerment to the children in the neighborhood,open cesspool, rodent
harborage, mosquito breeding conditions and, in general, an "eyesore".
The Cha -firman then asked the Department Sanitarian, NS. Michelle Caunann, if she
had further information about conditions of the Pringle property. Ms. Cauuuann
stated that Mr. Pringle had made an attempt to clear the North side of the
property, but that, she had not been given permission to inspect the South side -
the location of the residence.
Mayor Brown asked that Ms. Cammann get permission to inspect the South location,
and again asked the Board to give their support to the matter. Mrs. Tilson
stated that the Board did not have the authority to press the matter, but .that
Dr. Lyons and Mrs. Truesdale would be the ones to make any decision concerning
the problem; she asserted that the Board would give full support to any decision
made by these two.
The Chairman then recognized Mrs. Pringle. In her statement, she explained that
her husband had been ill and unable to work, but that he had started to clear some
of the, property. She gave Ms. Cammann permission to look at the South location,
end stated that they had to keep this salvage business as it had been their lively -
hood for thirty-five years. She offered to answer any questions from individuals
present. With no questions forthcoming, the Chairman thanked Mrs. Pringle, and said
there would be a new inspection and the findings would be reported at the next Board
meeting.
The Chairman then recognized Mr. Pringle. Mr. Pringle explained that he believed
part of the mosquito breeding problem near his property was due to the City of
Hale Center drainage ditches now filled with rainwater. He, too, said that Ms.
Cammann had permission to inspect the South side of his property.
The Chairman then called for reports from Dr. Lyons and Mrs. Truesdale.
Dr. Lyons stated that the Health in Hale County was reasonably good; that the Health
Department was running smoothly, but still needed-to.repalce one Nurse. He indicated
no signficicant outbreak of diseases, but sited a background of Gastro Enteritis.
In Mrs. Truesdale's report, she shared with the Board the fact that Mrs. Montez
had returned to work aftermaternity leave, that Nelda De La Cruz, the Summer part-
time employee, had been a great help, and that Family Planning Service enrollment
had increased. She explained that Lee Whitacre, a Nurse with the Department, had
been accepted as a student for Family Practitioner School, after the Department
acquires another Nurse.
The Chairman, after offering opportunities for further questions and comments,
reminded the Board members of the meeting on Wednesday, July 13, 1988, with Dr.
Bernstein as guest speaker, and urged all to attend this meeting.(Dr. Bernstein
is with the Texas Department of Health.)
The Chairman then adjourned the meeting.
