_ JULY 28, 1988
The monthly meeting of the Plainview -Hale County Health District Board of Directors
was called to order at 12:30 P.M., July 28, 1988 at the Golden Corral Steakhouse by
Board Chairman Lanny Voss.
Those attending were: Lanny Voss, Mary Lou Truesdale, R.N., C.L. Busby, M.D., Kit
Linton, M.D., Mary Bublis, M.D., Mayor Gene Ridlehuber, Lewellen Hooper, Don Dick-
son, Donna Womble, R.N., James Belk, Dr. Gary Abercrombie and City Manager Jim
Jeffers. Also present were Sanitarian Michelle Cammann, Richard Orr, representing
Plainview Daily Herald and Billie Standefer, secretary.
The Chairman called for a review of the minutes of the last meeting, and after corr-
ections were made, he declared the minutes approved as corrected.
The Board then reviewed the Expenditure Report for the month of June, and after a
short discussion, elected to pay these bills. Mrs. Truesdale stated that she had
not heard from insurance agent, Sonny Walker,concerning insurance coverage for the
Board, and asserted that, in compliance with the Board's recommendations, no further
payment had been made on the current insurance policy.
Chairman Voss then called attention to the monthly scores of the Food Service Estab-
lishments and noted that it was the first time for the Board to receive these records.
He stated that the Board would review current score records at each meeting in the
future. In a discussion that followed, Ms. Cammann established that a score of 60
and above was a passing score, and stated that a score below 60 would result in either
closing the establishment or placing the business on probation until the problem was
corrected. The Chairman then read the Re -inspection Policy to the Board in order to
establish a better understanding of these rules.
Of interest to the Board and next on the agenda was a report by Ms. Cammann concern-
ing the re -Inspection of the Clarence Pringle property in Hale Center, Texas. In her
report, Ms. Cammann established the following: No Rodent Harborage found at this time;
Cesspools on the Property wereadequat61yr-cznsred;e01d-tires'alled with water from
recent rains and tall weeds, but no flies or mosquitos to constitute a health hazard.
Ms. Cammann stated that this re -inspection was made on July 15, 1988, with follow up
observations on July 22nd and July 27th. Mrs. Truesdale stated that she had been by
the property in question this A.M. (July 28, 1988), and that she could understand why
the residents of Hale Center feel something should be done about getting this problem
cleared. In speaking for Dr. Lyons in his absence, Mrs. Truesdale said that,at this time,
it was hard to prove this property a health hazard. In further discussion, the Chair-
man asked what steps the Board considered deemable in dealing with the matter. Ms.
Cammann asserted that she would set up another meeting with Mr. Pringle to discuss
cutting weeds and other problems. When asked by the Chairman what enforcement could be
made to have Mr. Pringle cut the weeds, Ms. Cammann stated that the City of Hale
Center had more power to accomplish this than she had; she pointed out -that -there -Was one
Partof the_ Sanitary Health Protection law that states that property not used as
a residence has to be kept in a sanitary manner. In closing the discussion, Chairman
Voss stated that the Board had been requested to make an inspection of this property,
and they had complied with this request. Anything further, he stated, may have to come
from the City and the County.
The Chairman called for Mrs. Truesdale's report.
Mrs. Truesdale stated that there was still an open Nurse's position on her staff,
and that this would prohibit, Zee Whitacre, the Community Action assigned Nurse, from
attending the Nurse Practitioner School this next session. She explained that she
had been unable to find a Nurse for the vacant position. As to the report of two
environmental cases of health hazards filed with the courts, she shared with the
Board the information that these two cases and possibly a third, were to be heard on
Friday, July 29, 1988. In reporting Health Department concerns, she stated that Upper
Respiratory infections and Strep were still being reported by area doctors; that the
Department was running smoothly, and that Dr. Busby had been a great help in Dr. Lyons'
absence.
Chairman Voss asked Dr. Busby if he had anything to report. Dr. Busby said that he
had nothing to report.
After the Chairman appointed Mrs. Tilson, Weaver McClure and Mrs.Womble to a Columittee
to coordinate the Annual Department Banquet planned for September, 1988, the motion
was made and seconded that the meeting adjourn.
Chairman Voss adjourned the meeting.
