HomeMy WebLinkAbout12-01-1988 Board of Health MinutesBOARD OF HEALTH DECEMBER 1, 1988 Those attending the Board of Health meeting on December 1, 1988, at the Golden Corral Steakhouse were: Lanny Voss; Dorothy Tilson; Dr. Gary Abercrombie; Donna Womble; Dr. Kit Linton, with guest John Camp, MS4; Dr. Anthony A. Lyons; Mayor Gene Ridlehuber; Jim Jeffers; Don Dickson; Mary Lou Truesdale, R.N.; Michelle Cammann, R.S.; and Secretary, Eliva Montez. Chairman Lanny Voss called the meeting to order and asked for the approval of the minutes for the October meeting. Only one correction needed to be made on the last paragraph of the first page the word sort should have been short, otherwise the minutes were approved as circulated with the agenda. Chairman Voss asked for the approval of the bills, Mrs. Truesdale explained to the board that there was a change in the billing presentation. There will be three seperate accounts going to be used beginning this fiscal year. First account number is #52, which will be used for general department services, account #53 will be for enviromental health services, account ##54 will reflect the usage of contract service with Maternal and Child Health state funding. The same format will be used for all the accounts. In addition of a cover page will indicate a running total of the amount spent of locally budgeted funds. Mrs. Tilson made the motion to pay the bills, Mrs. Womble seconded the motion. Motion carried. Mr. Vossrequested presentation of changes in Enviromental Health Services. the fee schedule admendments as presented by Mrs. Truesdale were: (1) Increase _individual _water sampling from $10.00 to $12.50 plus the $5.00 lab fee, based on the amount of time involved in assisting people with water well problems. (2) Increase the cost of Septic Systems approvals (including inspections) from $.50.00 to $60.00. Dr. Lyons has informed us that the Texas Department of Health will begin requiring submission of a $10.00 fee for each system installed in the immediate future. (3) Add a reinspection fee of $25.00 if the Sanitarian has to reinspect installation of a Septic System being installed and the fault lies with the installer. (4) Increase the annual Swimming Pool Permit fee to $55.00 (This will include 3 water samples during permit period). This reflects the lab fee charged for each water sample. An additional $5.00 lab fee will be added for facilities having more than one pool needing sampling. Chairman Voss asked the board if they had any questions regarding the recommended changes. Dr. Linton moved the changes recommended for Enviromental Health Fee Schedule presently being used and the proposed schedule be made a part of the permanent record with the minutes held on that date. Mrs. Tilson seconded the move. Motion carried. Mrs. Truesdale approached the board with making "Manager's License Training" mandatory,,in order for the manager of a food establishment or retail food store to learnand understand rules andregulations. by the State of Texas and Board of Health and to be better trained and educated in handling their establishment (s).; This would not be a problem with the City of Plainview but she does feel that other estalishments in the county of Hale,_ have not been very cooperative. Mrs. Truesdale has asked David Blackburn, City of Plainview Attorney to assist in this matter. He has contacted Dr. Robert McLean, Deputy Commissioner for Professional Service for Texas Department of Health in Austin, and will be sending copy of Bills by the Legislature in which the board niay petition the commissioners court to request the healthdepartment board to be administrative arm of the county for implementation and enforcement of the health department rules and regulations. This: Bill spells out the processor steps that need tobe followed. Dr. Lyons mentioned that the board needed to take action by approving making the manager license training mandatory in order for the manager to be better trained and educated in: operating the establish- ment (s).- This would reflect in having better scores and keeping in com- pliance with rules and regulations in operating his/her establishment. Donna Womble moved that the board take action in making the Manager License Training mandatory, the department is to implementate in rules and regula- tions to do this adoption into Health Department standards, and return it back to the board for further action, seconded by Dr. Linton. Motion Carried. Dr. Lyons mention that County Commissioners need to adopt an ordiance to make septic systems installation mandatory in the county. The State of Texas says, that cess pools are illegal and each county must take action in passing action before State officials become involve. Mrs. Tilson moved that the board make a recommendation to the County Commissioners of Hale County to adopt an ordiance to install septic systems where cesspools are still being used. Donna Womble seconded. The Family Planning Contract with South Plains Community Action Association was not discussed because the contract for Family Planning has not arrived. The Committee appointed in October to discuss this contract still holds. Dr. Lyons reported that noting unusual is happening health wise. There has been several cases of gastro enteritis and sore throats being reported throughout the county but nothing alarming. Mrs. Truesdale reported that the Health Department does hold full staff with the exception of the Family Planning Nurse. Otherwise everything at the department is running smoothly. Dr. Kit Linton introduced her guest, John Camp which is a Texas Tech Medical Student for the fourth year and will be working with her until December 23, 1988, Mrs. Tilson Moved to adjourn., The meeting was adjourned.
