HomeMy WebLinkAbout01-26-1989 Board of Health MinutesBOARD OF HEALTH JANUARY 26, 1989 Those attending the Board of Health meeting on January 26, 1989, at the Golden Corral Family Steakhouse were: Lanny Voss; Donna Womble; Lewellen Hooper; Dr. Mary Bublis; Dr. Anthony A. Lyons; Dr. Kit Linton, with spouse Ben Linton; Mary Lou Truesdale, R.N.;Mayor Gene Ridlehuber; Jim Jeffers; Richard Orr, Plainview Daily Herald; and secretary, Elvia Montez. Chairman Lanny Voss called the meeting to order and asked for the approval of the minutes for the December meeting. One correction needed to bemade on the second page, second paragraph, line 14 the word processor should have been proper. Mr. Hooper moved to approve the minutes as corrected, Dr. Mary Bublis seconded. Motion carried. The Chairman then requested consideration of the bills. Mrs. Truesdale reviewed with the Board the amended reports. After examination of the current bills, Mrs. Womble moved the bills be paid. Motion seconded by Mr. Hooper. Motion carried. Mr. Voss then called for a discussion of Food Manager's Training, reminding Board members that at the December meeting, staff was asked to investigate to determine if and/or how Food Manager's Training should be made mandatory. Mrs. Truesdale briefly read the summary on a letter from the Attorney General of Texas that was addressed to Robert Bernstein, M.D., F.A.C.P., Commissioner of Health, Texas Department of Health, Austin, Texas. The summary read " A public health district's administrative board organized pursuant to the Local Public Health Reorganization Act, article 4436b, V.T.C.S., is authorized to exact fees for health services within the limitations imposed in section 4.08. However, the district is without specific statutory authority to issue licenses, or impose fines for noncompliance with its rules." Mrs. Truesdale further stated that in order to implement this policy each municipality would have to adopt an ordiance requiring mandatory training. The establishments in the county (outside any municipality)could only be requested to comply, we would have no jurisdiction to enforce compliance. Dr. Lyons highly recommend that the Board proceed in making the manager's license training mandatory. Mr. Hooper moved the motion. Dr. Mary Bublis seconded. Motion carried. Dr. Lyons reported the county had reported 300 plus cases of influenza. Most of the flu is clinical type B; 60 to 70 cases of chicken pox also have been reported; some strep and gastro enteritis. No other significant health problems. Mrs. Truesdale mentioned that the department was planning to write a letter of support for South Plains Health Provider Organization. The personnel and staff at SPHPO have continued to have good working relations with the department, and community. In discussing the case load count for the year 1988, the department has about 200 more individuals receiving services this year. We have increased our Family Planning Services, our. Family. Planning Nurse has returned back to work, on a 3/5's time basis with one day a week in Floydada, and one day a week at Texas Tech Health Science Clinic. Mrs. Truesdale also mention the health department building improvements that are under construction. These improvements are being done by Mr. Raymer, Building Owner. Dr. Linton moved to adjourn.
