MARCH 30, 1989
Those attending the Board of Health meeting on March 30, 1989; at the
Golden Corral Family Steakhouse were; Lanny Voss; Dorothy Tilson; Donna
Womble; Dr. Gary Abercrombie; Dr. C. Busby; Dr. Kit Linton, with spouse
Ben Linton; Nina Morris; Dr. Anthony A. Lyons; Dr. Mary Bublis; Mary Lou
Truesdale, R.N.; Jim Jeffers; Mayor Gene Ridlehuber; Don Dickson; Norman
Huggins, Finance Director for the City of Plainview; Lloyd Woods, Insurance
Representative from Woods and Davenports Insurance Company; and secretary,
Elvia Montez.
Vice Chairman Dorothy Tilson called the meeting to order and asked for the
approval of the minutes for the February meeting. One correction needed to be
made on the fourth paragraph line 6 the work epicemic should be epidemic. Chairman
Lanny Voss arrived and assumed the chair. After correction was made, the minutes
were approved as presented.
Chairman Voss asked for the approval of the bills. Mrs. Tilson moved that
the bills Be paid. The motion was seconded by Dr. Busby. Motion carried.
Discussion of insurance coverage was discussed 'first by Mrs. Truesdale
reassuring°, the coverage for board members and department staff. City appointees
are covered by City's Public Officials liability insurance (Policy #PE55470),
and County appointees are covered by County of Hale, Texas Public Officials
Liability (Policy IP0920063). This coverage had been purchase by the department
in the past from the Mouser agency. They were notified by letter on March 22,
1989, that this insurance coverage would not be renewed, due oto the fact
that this coverage is being provided by city and county insurances.
Mr. Lloyd Woods told the Board that this type of policy is called -"Claims -
Made". The insured is "Plainview -Hale County Health Department", which does
include the Board Members appointed by the City of Plainiew. Mrs. Truesdale
shared the contents of a letter from Markel Service Inc. stating county appointees
are covered by Hale County Texas Public Official Liability. Mr. Woods
strongly recommended that the health department not to purchase tail coverage
insurance. Mr. Woods will get written verification that City appointees to
the Board are indeed covered by the City's Liabiltiy Policy.
Mr. Huggins quoted that their are two separate coverages on the City's Public
Official Liability, one is 1,000,000.00 for public liability which includes
the Board Members, the other is $2,000.000.00 for genereal liability which
included the employees and outpatients.
Chairman Voss asked the board for futher comments or questions on the
tail coverage for the board. No further discussion was made. Dr. Linton moved
that the department not purchase tail coverage insurance. Mrs. Tilson seconded.
Motion carried.
Chairman Voss appointed Dorothy Tilson, Donna Womble and Lewellen Hooper
to serve on the Budget Committee for Fiscal Year 1990.
Excused absenced for Lewellen Hooper and Weaver McCLure were requested.
Dr. Abercrombie, moved to grant excused absences Dr. Busby seconded.
Motion carried.
Dr. Lyons reported that there had been two confirmed cases of measles in

the Plainview Independent School District, The R.N.'s from the Plainview
Independent School District and Wayland Baptist University started
reimmunizing about 400 students that needed to be reimmunized. The
school nurses did an excellent job preparing for and administering the
vaccine during the measle outbreak. Dr. Lyons further reported other
common diseases being reported were influenza, strep throat, gastro
enteritis, and chicken pox. Nothing alarming.
Mrs. Truesdale reported that she is having a difficult time finding
a R.N. to fill the position available at present. One of the major
problems is the salary. She commented that she can only offer $18,450.00
for an R.N. with or without experience. She has written to Dr. Peters
from Maternal and Child Health from the. Texas Department of Health to
consider a salary adjustment for the contract nurse. She also has
written to WTSU and Methodist Hospital in trying to recruit an R.N.
Chairman Voss mentioned that we need to make a footnote on the
upcoming budget to indicate a salary increase for the R.N. in the
department. Since it is the Boards duty to provided the community with
the best health case possible.
Mrs. Truesdale further reported that all permitting establishments
will be inspected by March 31, 1989. Only two establishments have not paid
their permits. Petersburg will also renewed thier Enviromental Service
Contract. All establishments in Petersburg will also be permitted by
March 31, 1989. All permitting scores have been higher then in the past.
Establishments are being more cooperative in keeping in complaince with
rules and regulations.
Mrs. Tilson moved to adjourn. The meeting adjourned.
