BOARD OF HEALTH MEETING
The monthly meeting of the Plainview -Hale County Health District
Board of Health wascalled to order by Board Chairman Lanny Voss
at approximately 6:30 P.M., September 28, 1989, at the Golden Cor-
ral Steakhouse.
Those attending were: Chairman Lanny Voss, Vice Chairman Dorothy
Tilson, Director Anthony A. Lyons, M.D., Administrator Mary Lou
Truesdale, R.N., C.L. Busby, M.D., Kit Linton, M.D., Dr. Gary Aber-
crombie, Donna Womble, R.N., Lewellen Hooper, Don Dickson, Mayor
Gene Ridlehuber, City Manager Jim Jeffers, Ben Linton and Billie
Standefer, secretary.
Chairman Lanny Voss asked the Board to review the minutes of the
last meeting., and corrections were made. Lewellen Hooper moved
that the minutes be approved as corrected, and with a second to
this motion by Dorothy Tilson, the motion carried.
In reviewing the Expenditure Report, it was determined that the
Health District's expenditures were well under Budget figures for
the year, with the exception of the Office Supply expenditure fig-
ure. The Chairman asked the Board's pleasure in its approval of
current expenditures; Dr. Abercrombie made the motion of approval.
With a second to this motion by Dr. Linton, the motion carried.
Chairman Voss called for the Nominating Committee's Report by
Donna Womble, R.N. Donna placed in nomination Lanny Voss as Chair-
man and Dorothy Tilson as Vice Chairman for the 1989-1990 term of
office. These nominees were elected by acclamation.
Dr. Lyons' report revealed that the Department was running "reason-
ably well". He stated that other than sore throat and cases of
vomiting and diarrhea, the County's health was in "good shape".
The Chairman asked for Mrs. Truesdale's report. Mrs. Truesdale
stated that the Departmenth.ad.a problem with Environmental Health
and Septic Tank Ordinance.. She shared the information of a new
State Law, effective September 1, 1989., that declared"" no more
cess pools may be dug; only Septic Tanks may be installed". She
related that the Department had been asked for several years to
encourage the Commissioner's Court to " have a rule which would
make this, effective before the State Law came into effect", but
the Court had declined doing this. Mrs. Truesdale read a letter
she had received from the State on this matter, and said that as
of Monday, September 25, 1989, the Department's Sanitarian, Michelle
Cammann, could no longer approve plans for, or inspect Septic Systems.
She stated that the City -County charge on these services had been
$ 60.00 (with $ 10.00 going to the State). The State's charge will
be $ 110.00 for a simple system and $ 260.00 for an, innovative sys
tem, with a waiting period of four to six weeks.
A lengthy discussion on. this subject followed, with a decision by
the Board to review this problem at the October, 1989 meeting.
Chairman Voss asked Mrs. Truesdale if a Public Meeting was
necessary in the matter of the Septic Tank ruling. Mrs. Tru.es-
dale stated that in order to determine the need for the County
to be exempt from this State Law, a:Public Hearing -would, indeed,
be necessary. She stated that this could possibly help keep the
current regulations in force.
In Budget matters, Mrs. Truesdale related to the Board the 1989-
1990 planned Budget figures. ( $132,796.00). She stated that
this figure was lower for this year due to.the reduction of the
Liability Insurance.
Chairman Voss afforded -Board members the opportunity to bring
new business before the Board; with n� new business presented,
the Chairman adjourned the meeting.
