February 22, 1990
The monthly meeting of the Plainview -Hale County Health District
Board of Health was called to order by Board Chairman Lanny Voss
at approximately 12:36 P.M., February 22, 1990 at the Golden Cor-
ral Steakhouse.
Those attending were: Lanny Voss, Dorothy Tilson, Anthony A.
Lyons, M.D., Mary Lou Truesdale, R.N., Kit Linton, M.D., Lew-
ellen Hooper, Dr. Gary Abercrombie, Nina Morris, new Board Member
Earl Brown, Dr. Linton's guest, Med Student Michael Ailon and
Secretary Billie Standefer.
Chairman Voss asked that the Board review the minutes of the last
meeting. It was determined that the minutes needed no
corrections, and Chairman Voss declared the minutes stand
approved as presented.
After a review of the Expenditure Report, a motion was made by
Dr. Abercrombie and seconded by Lewellen Hooper that the Exp-
enditure Report be approved. A vote by Board Members carried the
motion.
The Chairman asked Mrs. Truesdale to explain the proposed plan
of allowing the Health Department employees to participate in
local City sponsored Y.M.C.A. activities.
Mrs. Truesdale explained to the Board that the Y.M.C=A. allowed
the City employees to participate in its program for a shared fee
-the City paying a portion and the employee paying a por-
tion. She stated that four out of five of the City -paid employ-
ees at the Health Department want to participate. Her concern
was that since the County and City shared the expense for the
participation, County Comississioners might feel they were
discriminating against other County Employees.
Nina Morris explained that with 140 other County Employees, it
would be difficult to allow everyone to participate. Dr. Aber-
crombie suggested that Mrs. Truesdale explore the possibility of
allowing Health Department employees to participate with only the
reduction of the City's share.
Dr. Lyons reported that the Department was running smoothly. He
told the Board that a new Sanitarian had joined the Staff. He was
pleased that the Department could now get busy with inspections.
He commented that the health of the County was in good shape and
stressed that there was no Epidemic. He stated that Influenza,
Strep and URI's were uppermost in reported diseases.
Mrs. Truesdale told Board Members of the new Sanitarian Gerald
Nail. She stated that he was from Brownfield, Texas and had had
twenty years experience as a Sanitarian. She was pleased to have
him on the Staff.
She said that though she had not heard from City Manager Jim
Jeffers, she felt sure that the permitting could be done by a
"staggered method" as planned. She stated that twenty students
participated in the Food Manager's Course, but because of lan-
guage barriers, three participants failed the course, but they
would be allowed to take the Exam again.
Chairman Voss welcomed new Board Member Earl Brown, and asked the
Board to grant excused absences to C.L. Busby,M.D., Mary Bublis,
M.D. and Donna Womble,R.N. After a motion by Dorothy Tilson and a
second by Dr. Linton, the motion carried.
Dr. Linton's guest, Med student Michael Allon, was introduced by
the Board Chairman and the meeting was adjourned.
