JULY 26, 1990
The monthly meeting of the Board of Directors for the Plainview -
Hale County Health District wascalled to order at the Golden
Corral Steakhouse by Board Chairman Lanny Voss.
Board member attending were: Lanny Voss, Dorothy Tilson,
Lewellen Hooper, Dr. Gary Abercrombie, Dr. C.L. Busby, Dr. Kit
Linton- Dr. Anthony A. Lyons, Donna Womble, R.N., Mary Lou
Truesdale, R.N., Nina Morris, James Belk, Mayor Ridlehuber,
Jim Jeffers, Don Dickson, and guest .Ben Linton, Medical Student Joe
Beham, and secretary Eivia Montez.
Chairman Voss asked Board Members to review the minutes of the
last meeting. No corrections were noted, and the minutes were
approved as presented.
The expenditure report was reviewed, and with a motion by Dorothy
Tilson, seconded by Donna Womble, the Board voted to approve
the June expenditures.
Chairman Voss read to the Board -the letter of resignation from.
Dr. Anthony A. Lyons. The Chairman thanked Dr. Lyons for the
well job done while serving as health department director and
she d him ;e11 in his practice in Fort Worth.
The Chairman then took action in appointing Dr. C.L. Busby as
Temporary Director/Health Authority, Dr. Busby agreed
to fill the position until the department has found a
replacement for the Director/Health Authority.
The Chairman mentioned, collaterally to the Director,
Dr. Linton would serve as Family Planning Medical Consultant to
direct Lee Whitacre, Nurse Practitioner, in monitoring her family
planning duties. These appointments are to take effective August 1,
1990. Motion was made by Dr. Abercrombie to accept these
appointments and seconded by Dorothy Tilson.
Mrs. Truesdaie presented the Board the options that are
available for selecting a new Director/Health Authority.
First option is it to hire a full-time director, second
option is to have an agreement like the current contract with Dr.
Lyons as City and County Health Authority, Health Department
Director and final option is to have a Lay -Director to assume the
Administrative responsibilities with a Medical Consultant/Health
Authority to assume the medi-al responsibilities/supervision.

Chairman Voss stated he did not know the recuirements or
procedures in replacing the Director/Health Authority
Position. The Chairman advised the Board to explore all
possibilities in filling the position.
Dr. Lyons suggested that the health department could operate
efficiently with a Lay -Director and Medical Consultant/Health
Authority. He recommended that Mary Lou Truesdale,
be considered for the position of Lay -Director.
Dr. Busby suggested presenting the available position to the
County Medical Society during the September meeting. Giving
all area physicians an opportunity to know about the Medical
Director/Health Authority position.
Chairman Voss instructed Mrs. Truesdale to write a letter
addressed to Dr. Kit Linton, Vice President, County Medical
Society, including the job description requirements,
responsibilities and other criteria concerning the Director/
Health Authority or Medical Consultant/Health Authority
position. Mrs. Tilson made a motion to initiate the inquiry
to the Medical Society, seconded by Dr. Busby,
Dr. Lyons gave his last report to the Board stating that
everything at the heatlh department was running smoothly
and no major health problems were present in the county.
Mrs. Truesdale reported that Mrs. Rosa Lie McMurtry, R.N.
was resigning as of September 28, 1990, after being at the
health department 15 years. She also mentioned that the
department was working to increase utilization of the computer.
Dr. Linton introduced Texas Tech Medical Student, Joe
Beham.
Dr. Busby adjourned, seconded by Mrs. Tilson. Meeting adjourned.
