HomeMy WebLinkAbout08-30-1990 Board of Health MinutesBOARD MEETING AUGUST 30, 1990 The monthly meeting of the Board of Directors of the Plainview - Hale County Health District was called to order at approximate- ly 12:30 P.M. at the Golden Corral Steakhouse by Board Chairman Lanny Voss. Board members attending were: Lanny Voss, Dorothy Tilson, Dr. C.L. Busby, Mary Lou Truesdale, R.N., Donna Womble, R.N., Lewellen Hooper, Dr. Kit Linton, Dr. Mary Bublis, Don Dickson and Earl Brown. Also present were Ben Linton and Sec- retary Billie Standefer. Chairman Voss asked Board members to review the minutes of the last meeting. No corrections were necessary, and the Chairman declared the minutes approved as presented. After review of the Expenditure Report by Board members, Dorothy Tilson moved to approve payment of the Expenditures for July. With a second to this motion by Dr. Linton, the motion carried. The Chairman asked Mrs. Truesdale to share information of the Texas Department of Health Contracts with the Board. Mrs. Truesdale asserted that the Contracts for the year 1990-91 were essentially the same as they had been in the past and would cover a period from September 1, 1990 to August 31, 1991. Chairman Voss asked for a recommedation by the Board to ask the City Council and the Commissioners' Court to approve the Texas Department of Health Contracts. Lewellen Hooper moved for this recommendation, and with a second to this motion by Dorothy Tilson, a vote by the Board carried the motion. The Chairman then directed the Board's attention to discussions of the situation concerning the appointment of a Department Director. Dr. Linton stated that there would be a meeting of Medical Society on September 11, 1990, and that there would be a discussion concerning the need for a Director at that time. In a discussion that followed, Mrs. Truesdale stated that the Director for the Department must be familar with or become fam- ilar with Public Health Law. The Chairman selected Donna Womble as Chairperson of the Nomin- ating Committee, and appointed Dorothy Tilson and Lewellen Hooper to assist in selecting a slate of Officers for the upcoming year. Dr. Busby reported the Department was running " reasonably " well and thanked Mrs. Truesdale for doing a good job. Mrs. Truesdale shared copies of the Performance Based Objectives with Board members, and explained that funding from the Texas Department of Health, in 1992, would be predicated on " how well we achieve these objectives." She stated that Dr. Barbara Sam- uels, Director of Community and Rural Health, Texas Department of Health, came to Plainview and worked with her to formulate these objectives; predicated on what the Department is already accomplishing. She stated that these objectives would not create a need for additional funding from Local funding authorities, but, hopefully, would stimulate State funding. Mrs. Truesdale continued her report stating that Strep Infection was the most reported illness at this time. She shared inform- ation of her planned surgery, saying that, in her absence, Rosa Lie Mc Murtry, R.N., would be serving as administrative officer. She explained that, as of September 28, 1990, Mrs. Mc Murtry would retire. At that time, Ann Mc Adams, R.N., will assume the administrative responsibility until her ( Mrs. Truesdale's ) re- turn. Mrs. Truesdale stated she felt very fortunate to have Mrs. Mc Adams and expressed every confidence in her abilities. In an Environmental Report, Mrs. Truesdale stated that Sanitarian Gerald Nail was having a great deal of difficulty with the Region 2 Sanitarian who is responsible for Septic tank installations in Hale County. She said, also, that she had had several calls from Septic tank installers, and felt that the County needed to be persuaded to let Plainview -Hale County Health District supervise Septic Systems installations in Hale County. She stated that, in her opinion, this would settle the problem with installers as well as citizens having systems installed. A discussion follow- ed concerning the Septic System problem. Dorothy Tilson made a motion that Chairman Lanny Voss talk with Judge Bill Hollars concerning a solution to the problem. The motion was seconded by Dr. Linton and carried with a vote by the Board. An excused absence was allowed Dr. Gary Abercrombie with a motion by Dorothy Tilson and a second by Lewellen Hooper. Chairman Voss welcomed Dr. Mary Bublis after her absence. Dorothy Tilson reminded Board members of the Annual Appreciation Dinner on September 27, 1990, and stated that the Old Masters of Swing would be there to entertain. There was no other business.
