The' City Council of the City of Plainview met in regular session at 7:3~ P. M. in the City Council Chambers of the City Hall with Mayor J. Robert Wayland presiding and the following Councilment present: Medlin Carpenter, Place Two; Lloyd Woods, Place Three~ Tom Almon, Place Four; and William SoRelle, Place Five.. Also present were the following City Staff: Marshall Pharr-City Manager, Joe Sharp- City Attorney, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Safety and Environment, Norman Huggins-Director of Finance, Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire Services, Bob Richards-Building Inspector, M. L. Rea~City Clerk, Randy Holly-Director of Section 8 Housing and Debbie Hall-Administrative Secretary. Also present were the following visitors: Chuck Martin-KVOP Radio, Gary Ott-Plainview Daily Herald, Charles Bechtold, Edwin L. Vadder, Harold E. Stanford, James R. Glaser, Herman Bontke, Tut Tawwater, Louis N. Thomas, B. B. Howle. Invocation was given by Randy Holly. B. B. Howle was presented with his Certificate of Appointment to the Subdivision Advisory Board. It was moved by Alderman Woods, seconded by Alderman Carpenter, to authorize the opening of the single source bid from Noren Products, Inc. Motion carried unanimously. I~ was moved by Alderman Carpenter, seconded by Alderman SoRelle, to award the bid for the purchase of Police Ca~?~nsoles tQ Noren_Products, Inc. f~ ~325..'O0~eaCh,-~plu~i actual ship, piing and insurance. ~6tion carried~unanimously. ~' It was moved by Alderman Carpenter, seconded by Alderman Almon, to award the bid for the purchase of 20 emergency lighting and sound systems and 8 additional siren amplifiers and speakers to the low bidder, Dallas Light and Barracade, for $17,447.60. Motion carried unanimously. I.t was moved by Alderman Carpenter, seconded~ by Alderman Woods, to approve the November 8, 1977 Page 2 CITY COUNCIL MINUTES specifications and authorize advertising for the purchase of 2 5/8 ton pick-up trucks, 2 3/4 Ton pickup trucks~and 3..dump trucks as ~udgeted from the Service Center-funds and Revenue Sharing Funds, with an estimated cost of $41,500.~]00. Bids to be received on December 8, 1977 at 10:00 a.m. and awarded at the regular City Council meeting on December 13, 1977, Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the specifications and authorize advertising for the purchase of street sign poles and steel drive rivits, with an estimated cost of $5,000.00. Bids to be received on December 8, 1977 at 10:00 a.m. and awarded at the regular City Counci~ meeting on December 8, 1977. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter, to approve the specifications and authorize advertising for bids on Airport improvements, subject to Federal Aviation Administration's approval. Motion carried unanimously. A ~ublic Hearing will be held on November 22, 1977 concerning the request for Cable TV service by Dr. Carl Weidenbach, at the regular City Council meeting at 7:30 p.m. It was moved by Allderman ~oods, seconded by Alderman SoRelle, to approve the minutes of the regular City Council meeting held on October 25, 1977. Motion carried unanimously. Motion carried unanimously. It was moved by Alderman Woods, secon~ded by Alderman Carpenter, to authorize the City Attorney to prepare an ordinance changing the date of the regular City Council meeting from December 27, 1977 to December 6, 1977. ~lotion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize the City Attorney to prepare an ordinance closing the alley between Lot 5 and Lot 6, Revised Edgemere Heights Addition. rlotion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to authorize the introduction of Ordinance No. 77-2149~ an ordinance closing the alley between Lot 5, Block 2, and Lot 6, Block 2, of the Revised Edgemere Heights Addition as shown by plat thereof of record in volume 435, page 347, Deed R~cords, Hale County, Texas. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to authorize the City Attorney to prepare an ordinance regulating and limiting the gross weight of trucks not to exceed 48,000 pounds, gross vehicle weight. Motion carried unanimously. It was moved by Alderman Hoods, seconded by Alderman Carpenter, to authorize the City Attorney to prepare an ordinance establishing the deposits and fees for the use of the Shelter Houses. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman ~oods, to adopt Ordinance No. 77-2136, an ordinance amending the sub-paragraphs 1, 2 and 3 of Section J of Ordinance No. 71-1212, as amended by Ordinance No. 72-1254, of the City of Plainview, providing that every person whose work brings him or her-~in contact with the production, handling storage or transportation of food or food products, shall hold a health certificate issued by a licensed physician; describing requirements in reQard to the health November 8, 1977 Page 4 CITY COUNCIL ~IINUTES certificate; providing that the certificate shall be valid for twelve months; providing that the physician shall see such person personally prior to issuing Health Certificate; providing the determinations to be made by the physician; providing the tests to be given by the physician; providing that the records of the examination of said physician and tests reports shall be kept in the files of said physician for a period of twelve months and exhibited and shown to the Health Authority or his authorized representative; and providing a penalty. ~otion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. 77-2137 from Revenue Sharing Fund Account 427-607 in the amount of $2,990.00 payable to Setina Manufacturing Co. for 20 Protection Shields with roll bar including horizontal sliding center section. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. 77-2138 from Revenue Sharing Fund account 427-607 in the amount of $1,075.39 payable to Specialty Lighting Inc. for 28 Police utility hand held spotlights, 110,000 candlepower with coil cord and phone jack. riotion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman'Almon, to adopt Appropria- tion Ordinance No. 77-2139 from Reven~e Sharing Fund Account 427-615 in the amount of $1,096.49 payable to Bristo Battery and Supply for AC-Delco Diagnostic Engine tune-up analyzer. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to adopt Appropriation Ordinance No. 77-2140 from Revenue Sharing Fund Account 427-600 in the amount of $75.00 payable to Wesley Barnes for Fire Station site appraisal. Motion carried unanimously. It was moved by Alderman SoRetle, seconded by Alderman Almon, to adopt Appropriation Ordinance No. 77-2141 from Revenue Sharing Fund~Account 427-607 in the amount of $506.00 payable to City of Plainview Service Center Fund 425 for City Seals for new police cars. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropriation November 8, 1977 Page 5 CITY COUNCIL MINUTES Ordinance No. 77-2142 from Revenue Sharing Fund Account 427-615 in the amount of $1,168.20 payable to Verd-A-Ray Corporation for low pressure sodium lighting for Service Center. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Carpenter, to. adopt Appropria- tion Ordinance No. 77-2143 from Revenue Sharing Fund Account 427 in the amount of $1,050.00 payable to Kerr& Kerr Architects-Engineers for Architectural Services rendered for proposed design for the Senior Citizens building project at 12t'h and Smyth Streets. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Appropria- tion Ordinance No. 77-2144 from Reveneu Sharing Fund Account 427-607 in the amount of $127.00 payable to High Plains Concrete Co. for~the purchase of 13 car stops and 24- 16" pieces of Steel rebar for the Police Parking Lot. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Carpenter, to adopt Appro- priation Ordinance No. 77-2145 f~om Revenue Sharing Fund Account 427-680 in the amount of $174.12 payable to City of Plainview General Fund for debris cl~earance Project #332, 1010 West 7th Street. ~iotion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No~ GO 400-77 from GO Bond Fund 424 in the amount of $433.71 payable to High Plains Pavers, Inc. for City's share of paving costs for extra width of Kermit Drive in Western Meadows, Unit No. 2. Motion carried unanimously. It was-moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. CD2-044 from Community Development Fund Account 429=621 in the amount of $1,368.09 payable to City of Plainview General Fund for clearance of Project #291 807 Ash; #342 - 400 Block Austin Street; and #364 - 711 713 East 9th Street. Motion carried unanimously. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman AlmOn, to adopt Appropriation Ordinance No. 77-2147 from Paving Escrow Fund Account 436 in the amount of $2,505.34 payable to High Plains~Pavers, Inc. for paving of Holliday Drive North from 28th Street. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to adopt Resolution No. R77-094, a Resolution authorizing the submission of a grant application from the City of Plainview to the Criminal Justice Division for funding of a Juvenile Delinquency Prevention Officer. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Hoods, to adopt Resoluti~on No. R77-095, a Resolution authorizing the submission of a grant application from the City of~Plainvi~w to the Criminal Justice Division for funding of a Records Development Systems Clerk. Motion carried unanimously. It was moved by Alderman Carpenter~ seconded by Alderman Woods, to adopt Resolution No. R77-0@6, a Resolution authorizing the submission of a grant a~plication from the City'of Plainview to the Criminal Justice Division for funding to provide a Multi- channel Logging System. Motion carried unanimously. It was moved Alderman Almon, seconded by Alderman Woods, to adopt Resolution No. R77-093, a Resolution accepting appraisal reports from B. B. Uowle and establishing just compensation for se~er easements. Motion carried unanimously. The contract between the Ci..ty of Plainview and Foxley Cattle Co. was reviewed. It was decided that the changes made to the contract by Foxley would not change the intended meaning of the contract significantly. However, one deletion (Section 11 November 8, 1977 Page 7 CITY COUNCIL tIINUTES Emergency) would have to be replaced before it would be acceptable to the City of Plainview. Received for filing, monthly debris clearance report. It was moved by Alderman Carpenter, seconded by Alderman Almon, to write letter to Mr. Bob Farmer advising him of the Pro-rata cost and procedure. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to set up a meeting with Texas Water Quality Board Officials to discuss treatment of sewage effluent water. Motion carried unanimously. Received for filing, City of Plainview Police Department Standard Operating Procedure Rules and Regulations, One-to-One Police Fleet, Police Department Special Order. No. 002. It was moved by Alderman Almon, seconded by Alderman Woods, to authorize the filing of weed assessments. Motion carried unanimously. Plainview Historical Society to present a histor'ical marker fort the Lake Plainview Site on November 19, 1977, at 1:30 p.m. at the Santa Fe Depot. Received for filing, Pioneer Natural Gas Co. Cost of Gas Pass-through for the month of September, 1977. It was moved by Alderman Woods, seconded by Alderman Almon, to approve the removal of the traffic light east of Railroad Crossing at 24th and Columbia Streets. Motion carried. Reminder of Plainview Industrial Development Seminar on November 15, 1977. It was moved by Alderman Carpenter, seconded by Alderman Almon, to authorize the Mayor to sign form for Reimbursing Method of funding Unemplosanent Insurance. Motion carried unanimously.
