APRIL 25, 1991
The regular meeting of the Board of Directors of the Plainview -
Hale County Health District was called to order at approximately
12:30 P.M.,Thursday, April 25, 1991, at the Golden Corral Rest-
aurant, by Board Chairman Lanny Voss.
Those present were: Lanny Voss, Dorothy Tilson, Mary Lou Trues -
dale, Dr. Mary Bublis, Dr. Kit Linton, Dr. Gary Abercrombie, Dr.
Tony Loggins, Earl Brown, Donna Womble,R.N., Lewellen Hooper,
Nina Morris, Mayor Gene Ridlehuber, City Manager Jim Jeffers and
Secretary Billie Standefer.
After the minutes of the last meeting were reviewed and approved,
the Chairman asked the Board to review the Expenditure Report. A
motion by Donna Womble,with a second to this motion by Lewellen
Hooper approved payment of the current expenditures, and a vote
by the Board carried the motion.
Chairman Voss stated that the Budget Committee (Dorothy Tilson,
Dr. Abercrombie, Lanny Voss, Mary Lou Truesdale and Dr. Mary Bub -
lis) had met to discuss Budget recommendations. Budget requests
were salary increases for Ann Mc Adams and Susan Cohen and Cap-
ital Outlay for Computer System changes plus software and origin
of Computer Programs suitable for Medical Records. Mrs. Trues -
dale also explained requests for two new typewriters and a need
for cork to cover bulletin boards as an abatement to noise in the
office and reception area of the Department.
An indepth discussion on Computer interest followed, after which
Chairman Voss asked the Board to consider the recommendations and
present questions, if they had questions. With no questions for-
thcoming, he asked for a motion on the Budget recommendations.
With a motion by Lewellen Hooper and a second to this motion by
Donna Womble, the Board voted to approve the recommendations.
Chairman Voss stated that he and City Manager Jim Jeffers had met
and reviewed the proposed Policies Manual and said that here -to
unresolved differences would again be reviewed by Mr. Jeffers and
decisions would be made after the review.
Mrs. Truesdale suggested that thought be given to plans for the
Annual Appreciation Dinner to be held in September.
In her report, Mrs. Truesdale stated that Clerk Patti Knowles and
Sanitarian Gerald Nail were no longer with the Department; there
fore jobs were open for these positions. She mentioned that the
Texas Department of Health in Austin had presented a possible
opportunity to add another Nurse and two Community Aides to the
Department Staff.
Dr. Mary Bublis explained that Chicken Pox, Flu and Strep were
currently the most reported communicable diseases in the County.
Chairman Voss asked that excused absences be allowed for Dr. C.L.
Busby and Dr. Gary Abercrombie. A motion by Dorothy Tilson, a
second to this motion by Earl Brown and a vote by the Board gran-
ted the absences.
Chairman Voss expressed deep concern for Dr. Anthony Lyons, for-
mer Director of Plainview -Hale County Health District, who is
gravely ill.
With no other business at hand, the Chairman adjourned the meet-
ing.
