DECEMBER 5, 1991
The regular meeting of the Board of Directors of the Plainview
Hale County Helath District was called to order at approximately
12:30 P.M., December 5, 1991, at the Golden Corral Steakhouse by
Board Member Dr. Gary Abercrombie.
Those attending were: Dr. Kit Linton, Dr. C.L. Busby, Dr. Gary
Abercrombie, Donna Womble, Earl Brown, Dr. Tony Loggins, Mary Lou
Truesdale, Nina Morris, Secretary Isabel Rodriguez.
Approval of the September and October Expenditures were
considered; Dr. Busby made the motion to approve payment of
these Expenditures, and with a second to this motion by Donna
Womble, the board voted to pay September and October
Expenditures.
Board members were issued a list of 1992 meeting dates.
Discussion regarding Mary Lou Truesdale's evaluation; Motion was
made by Dr. Abercrombie, seconded by Dr. Busby that a standing
committee be formed to do an annual evaluation on Mary Lou
Truesdale. The three member committee would consist of the
Chairman of The Board, Chief Medical Director and City Manager.
It was also stated that this would become a policy. Lanny Voss
and Jim Jeffers agreeded that the evaluation tool to be used in
evaluating Mrs. Truesdale would be the same as used by the City.
A vote by the board carried the motion.
Election of officers nominated to another term were Lanny Voss,
Chairman and Dorothy Tilson, Vice Chairman. Nominating Committee
members were Dr. Kit Linton, Dr. Gary Abercrombie and Lewellen
Hooper.
In Mrs. Truesdale's report, she stated that she had two nurse
vacancies at this time and a third nurse Lee Whitacre on
maternity leave. Mrs. Whitacre would return on December 23rd. Rosa Lie
McMurtry has worked a few weeks since Lee has been out. Peggy
Huggins has been hired as a Community Service Aide (combination
of Community Service Aide and clerical worker at this time).
Petersburg has rejected their contract at this time for
Environmental Health Services due to the increase in contract fees
The increase was due to more food establishments operating than
they had in the past. In a discusssion held between Mary Lou
Truesdale and Jesse Nave, City Manager of Petersburg, Mrs.
Truesdsale agreed to re -negotiate the contract and offered to
meet with their City Council. The Region has informed them if
they withdraw from Hale County Services and go with inspections
made out of the region, that the cost would be $204.00 per
inspection for regular personnel to come in and do their inspections. The
fee figured from Hale County Health District is $1320.00 annually
for 8 Food Service Establishments (inspected 2 times a year) and
1 privately owned Community Swimming Pool inspected 1 time a
month during operating season.
There was a lengthy discussion regarding the existing Hale County
Health District building and possibility of renovation of
existing building or renovation of another building (due to
existing building getting extremely critical for space and also
due to several building code violations).
Dr. Abercrombie requested excused absences for Lewellen Hooper,
Dorothy Tilson, and Mr. Lanny Voss. Motion made by Donna Womble
and second by Dr. Kit Linton allowed the absences.
There was no other business. Meeting was adjourned.
