APRIL 30, 1992
The regular meeting of the Board of Directors of the Plainview -
Hale County Health District was called to order at approximately
12:30 P.M., April 30, 1992, at the Golden Corral Steakhouse by
Board Chairman Lanny Voss.
Those attending were: Lanny Voss, Dorothy Tilson, Dr. Mary
Bublis, Mary Lou Truesdale, Dr. C.L. Busby, Dr. Kit Linton, Dr.
Tony Loggins, Nina Morris, Lewellen Hooper, City Manager Jim
Jeffers, Mayor Gene Ridlehuber and Secretary Billie Standefer.
Chairman Voss asked the board to please review the minutes from
the last meeting; after reviewing the minutes, the Board approved
them as they were presented.
After a review of the Expenditure Report, a motion to pay the Ex-
penditures by Dorothy Tilson with a second to this motion by Lew -
ellen Hooper, carried by a vote of the Board.
The Board Chariman then explained to the Board that the Budget
Committee had met to discuss and review the current Budget Pians,
and had determined there was very little change in the over-all
Budget figures. A discussion of Budget Plans followed.
Mrs. Truesdale, at the Chairman's request, stated that specific
stipulations of Budget requests were, in the order listed:
(1) The up -grading of the Sanitarian Position I, to a San-
itarian II Position in order to retain a capable and
well trained Sanitarian.
(2) Increases in the base salaries for both Clerks. ($0.25
per hour.)
(3) Access to a postage meter for the Department to use
in-house for more timely processing of the Department's
out -going mail. ( $ 28.00 per month )
A vote by Board members to determine whether to send these re-
quest to the Funding entities followed a motion by Dr. C.L. Bus-
by, with a second by Dr. Kit Linton. The motion carried.
Mrs. Truesdale stated, in her report to the Board, the Family
Planning Clinic formerly held in Hale Center, had been discon-
tinued because of lack of availalble space at Hi -Plains
Hospital. She explained this Clinic had been replaced with an
all day Clinic here, bringing total Clinics held to three eve-
ning Clinics and four all day Clinics per month.
Other information shared with the Board by Mrs. Truesdale was
her statement of satisfaction with the progress of new Nurses
to the Department, Gwen Mc Bride and Bobbie Dear. She explain-
ed that each Nurse was becomming more familiar with Department
procedures and activities. She stated Immunization Clinics,
previously held each Wednesday afternoon, had been extended to
a full day Clinic.(8:30-11:30 A.M. and 1:00-4:00 P.M.)
Mrs. Truesdale said a planned cooperative effort of the Depart-
ment and the Red Cross was a screening service after Mass at
Guadalupe Chuch on Sunday, May 31, 1992. This is at the Church's
request for Cholesterol, Glucose, and Blood Pressure screenings.
The Department will also offer Adult Immunizations for Tetanus and
Diphtheria.
In closing, Mrs. Truesdale stated the Case Managemant Application
was in its final stages before its presentation late in May.
Dr. Mary Bublis, Director, stated cases of Chicken Pox, Strep,
Flu, Gastro Enteritis and U.R.I'S were currently reported as the
City's outstanding communicable diseases. She stated several
cases of Tuberculosis were also causing concern.
After a discussion on whether to offer Immunizations to child-
ren at the late July Fiesta, the Board made no recommendations.
Chairman Voss shared with Board members Dr. C.L. Busby's decision
to resign from the Board after twenty years of serving as a mem-
ber. Mrs. Truesdale presented Dr. Busby with an engraved tray,
expressing gratitaude for everything he had done for the Board
and the Department in the past twenty years.
Excused absences were extended to Dr. Gary Abercrombie, Donna
Womble and Earl Brown by Board vote after a motion by Lewellen
Hooper and a second to that motion by Dr. Kit Linton.
There was no other business. The Chairman adjourned the meeting.
