SEPTEMBER 24, 1992
Chairman Lanny Voss presided over the regular meeting of the Bo-
ard of Directors of the Plainview -Hale County Health District
on September 24, 1992.
The meeting was held at the Golden Corral Steakhouse, and was
called to order approximately 12:30 P.M. Those attending were:
Lanny Voss, Dorothy Tilson, Kit Linton, M.D., Stephen L. Turner,
M.D., Dr. Gary Abercrombie, Donna Womble, R.N., Tony Loggins,
M.D., Earl Brown, Medlin Carpenter, Mary Lou Truesdale,R.N.,
Mary Bublis, M.D., Mayor E.V. "Gene" Ridlehuber and City Mana-
ger Jim Jeffers.
Also present were Ben Linton, Ann Mc Adams,R.N., Margaret Kay
and Secretary Billie Standefer.
The Chairman asked the Board to review the minutes of the last
meeting. Earl Brown stated he had been reported absent, but, in
fact, had attended the meeting on August 27, 1992. After this
correction was noted, the minutes were apporved as presented.
After Mrs. Truesdale's explanation of purchases of a new copier,
two new computor workstations for the existing system, office
supplies and medical supplies, the Expenditure Report for August
was reviewed. With a motion by Dorothy Tilson and a second by
Earl Brown, the Board voted to pay August expenditures.
Mrs. Truesdale shared other Budget changes, stating that Ward
Garner, Sanitarian, would be promoted to Sanitarian II. (This in
an effort to create stability in this postiton.) She shared,
also, that both Clerks had been granted $ 0.25 per hour Base Pay
increases.
Chairman Voss asked Mrs. Tilson if she had a report from the
Facilities Committee. Mrs. Tilson stated that Mr. Henry Hawley had
been away from his office at South Plains Health Provider, but
would return on October 1, 1992, and would probably meet with
Committee members then.
The Chairman explained that the Nominating Committee (Lanny Voss,
Earl Brown and Dr. Gary Abercrombie) had not had an opportunity
to meet, but would get this done before the Board met in October.
Dr. Turner, reporting for the Transition Committee, (a Committee
to aid in the monitoring of activities at the Department
in the period of transition -thru June or July of 1993) sta-
ted he had visited with Mrs. Truesdale and found she was teaching
all necessary procedures in Finance, Clinic and Administration.
She was also keeping a log of the activities, necessary daily, to
keep the Department functioning properly. Dr,. Turner added that
Mrs. Truesdale was working on an outline of activities -including
Management and Grants -for the person coming after her to follow.
Donna Womble and Dr. Linton both voiced approval of Dr. Turner's
report.
The Chairman expressed his gratitude to Mrs. Truesdale for her
cooperation in working with the Transition Committee.
Dr. Bublis reported URI's, Strep, Vomiting and Diarrhea,
Sore Throat, Chicken Pox and Pneumonia were Communicable Diseases
reported currently. She said one "happy note" was that the comm-
unity had no reported cases of Measles. She stated there had
been one new case of active Tuberculosis and numerous cases of
Sexually Transmitted Diseases; plus one Bat bite.
On request from Mrs. Truesdale, Mrs. Mc Adams explained the new
way of reporting Department activities, and stated the report
would be a monthly report. She stated a survey was underway to
determine whether the Department's services were satisfactory,
or if clients would like to see services added or changed.
There was a lengtly discussion by the Board concerning the curr-
ent Departament Review being conducted by Texas Department of
Health, Austin, and Texas Department of Health, Region 2, Lubb-
ock. Mrs. Truesdale stated the report from the Review Committee
would probably come in December, and if so, the December meeting
date might be changed due to conflicting meetings Board Members
were committed to in December. This would make it possible for all
to be present at this meeting.
Chairman Voss introduced Margaret Kay, a guest and prospective
board member; he also recoginzed Ann Mc Adams, and thanked her
for attending.
Mrs. Truesdale presented Chairman Voss with a bronze plaque and
voiced her appreciation for his ten years of service to the
Board.
In her report to the Board, Mrs. Truesdale noted that the Depart-
ment's Family Planning Services had been enlarged and lengthened;
she stated that Flu vaccine would be available in Mid -October,
and longer Immunization Clinic hours were planned to accomodate
every one who desired this service; she explained that Flu vac-
cine would be carried to the Senior Citizens Center as a servces
to older citizens that could not get to the Department. She said
that a T.B. testing service had been offered at the Creative
Christmas activity at 011ie Liner Center, but stated it was not
received well. In closing her report, Mrs. Truesdale shared that
Ward Garner was being "standardized", a process of strict train-
ing, monitored by a Sanitarian from Lubbock; she stated also that
she was proud of the training sessions for the Staff Nurses -
Gwen Mc Bride was due to attend a seminar in Corpus Christi for
training in Child Health, Ann Mc Adams would go to Dallas soon
to a Conference for professionals working in the area of adole-
scent health, Bobbie Dear plans to go to Dallas in October to
attend a Seminar on S.T.D.'s and Ann Mc Adams will attend the
Seminar in February.
There was no other business. The Chairman adjourned the meeting.
