November 12th, 2014
Board Members Present: Ruth Rector -Wright, Ricky Mason, Harold
King, Stacie Hardage, Charlotte Adams, Nancy Cox, and Sandra
Dulakis.
Others Present: Dr. Sergio Lara, Medical Authority, Crystal
Davenport, Sandra Moya, Connie Jones, Yolanda Duran, and Nu
Chen MD., was a guest of Dr. Ruth Wright.
Staff Members Present: Kelli Shurbet R.N. (DON), and Sheila Carter
Secretary.
Sandra Dulakis called the meeting of the Plainview -Hale County
Board of Health to order at the Unger Memorial Library on
November 12th, 2014 at 12:30 P.M.
First Item on Agenda: Invocation. Harold King gave the invocation.
Second Item on Agenda: Approval of minutes from the .fuly 9, 2014
meeting. Sandra Dulakis ask for approval of the July 9, 2014
Minutes. Harold King entertained a motion to approve the minutes
as written, and Stacie Hardage 2nd the motion. Minutes were
approved as written.
Third item on Agenda: Review of expenditures. Ricky Mason,
entertained a motion to approve the expenditures for June 2014,
July 2014, and August 2014. Stacie Hardage 2nd the motion.
Expenditures were approved as written.
Fourth Item on Agenda: Health Department news: Kelli Shurbet said
the Health Department had done 7 Flu clinics and we had given flu
shots to the City and County employee's.
The Breast Cancer awareness day was a big success. We had 22
people in attendance. We received $1575 for mammograms
screening's and we have 6 mammogram's scheduled to have done.
Dr. Wright ask if they could just go thru the Hospital and Dr. Lara
said they needed to go thru the Health Department so we will be
able to keep up with them and to make sure that we get all the
results of the test.
Fifth Item on Agenda: Topics of concern the Board would like to
discuss from previous meeting. Synthetic Drugs. Crystal Davenport
from WASP (Warriors against Synthetic Pot) Wasp started in June.
There have been 35plus people poisoned with the drug. You don't
have to be 18 years old to buy it. People on the synthetic drug can
become very violent when using it. The Plainview Police department
gave a course on how to protect themselves from users.
WASP's agenda is to educate the public on the side effects they are
going to start in the 5th grade with the Dare program to educate the
younger children.
Synthetic Pot is labeled as Potpourri or Aroma Therapy. Dr. Lara
ask if the producers made this knowing it would be smoked. Crystal
said that when they first made it she doesn't think it was intended to
be used for that. Ricky Mason ask if the feel was just liking smoking
pot. Charolette Adams ask Nancy Cox if she seen it in the High
School, she said not this year but last year she had 2 users. Dr.
Lara said Education is the key to getting this stopped maybe it
should be open to Churches to help educate parents.
Sixth Item on Agenda: Topics of concern the Board would like to
discuss at next meeting. Dr. Lara said he would like to discuss
preventive health in the Community. Dr. Lara said Heart Health
month is in February. Dr. Lara said that he wants to continue to
work with the Hospital and the Health Board to make the
Community aware that the Health Department is there to meet
people's needs. Maybe in the summer we could do a program on
teenage health. Dr. Wright said teenage depression, suicidal, and
alcoholism among teens is real prevalent.
Seventh Item on Agenda: Next Meeting Date. The next meeting will
be January 14th, 2015.
Ninth Item on Agenda: Adjourn. Nancy Cox entertained a motion to
