Board of Health Minutes
October 12th, 2011
Board Members Present: Dr. Ruth Rector-Wright, Cinde Ebeling,
Harold King, Nancy Cox, Judy Shannon, Belinda Pena, Stacie
Hardage, and Sandra Dulakis.
Others Present: Benny Cantwell, Jeffery Snyder, Assistant City
Manager, and Dr. Sidney Ontai, Medical Authority.
Staff Members Present: Kelli Shurbet, RN (DON) and Sheila Carter,
Secretary.
Cinde Ebeling called the meeting of the Plainview-Hale County
Board of Health to order at the Unger Memorial Library on

October12, 2011 at 12:30 P.M.
First Item on Agenda: Invocation. Benny Cantwell gave the
invocation.
Second Item on Agenda: Administer Oath of Office. Cinde Ebeling
administered oath of office to Stacie Hardage.
Third Item on Agenda: Approval of minutes from the July 13, 2011
meeting. Cinde Ebeling said there was a correction to the minutes

from the July 13 2011 meeting. The minutes should have read next
th
meeting would be October 12th, 2011 and not January 11, 2012
corrections were made. Judy Shannon entertained a motion to
nd
approve the minutes as written and Belinda Pena 2the motion.
Minutes were approved as written.
Fourth item on Agenda: Review of expenditures. Dr. Ruth Wright
made a motion to approve the expenditures for June 2011, July
nd
2011, and August 2011, Stacie Hardage 2 the motion.
Expenditures were approved as written.
Fifth Item on Agenda: Health Department news/Update and discuss
communicable disease reports: Kelli reported that there were no
communicable diseases. Kelli Shurbet said we got audited in May
and had a good report. The auditors were very impressed with the
City website. We went to Coronado Junior High School on
registrations day to give students required shots for them to enter
th
7 grade. We have received our flu vaccine and we have been to
Plainview Senior Citizen, and several other outside clinics to
administer the flu vaccine. Belinda Pena ask how much the flu shots
were. Kelli Shurbet said they were $20.00 for Adults and $10.00 for
Children if they don’t have Medicaid or Medicare.
We went to the Hale Center School to give immunizations that are
required by the State. Kelli Shurbet said her staff had done a table
top exercise at the Health Department.
Dr. Ruth Wright asked if we could keep rabies vaccines on hand so
if they were needed they could get them. Kelli said that we do not
keep on hand but we could get a name and phone number for Dr.
Ruth Wright on who, to call at the State for the vaccine.
Dr. Ontai asked if we were still getting Zoster Vaccine in again and
Kelli Shurbet said that the State was not furnishing it anymore.
Cinde Ebeling asked if we were getting any of the people from
Lubbock Health Department for any kind of services here, as of yet
we are not.
Sixth Item on Agenda: Discuss other health concerns the Board
would like to address: Cinde Ebeling asked Nancy Cox and Judy
Shannon what there pregnancy rate is at the School. Nancy Cox said
she has seen more pregnancy this year than in the past. Judy
Shannon said they have 2 girls pregnant now. Dr. Ruth Wright said
she wish we could do more parenting classes in the school system
here. Cinde Ebeling asked if there was anything the Health
Department could do within our means to help. Nancy Cox asked if
we could maybe do something thru the school and have a one day
work shop to maybe learn some of the skills to raising a baby. Cinde
Ebeling asked if we thought schools would let us do this. Dr. Ontai
said maybe we could get the parents to come with their child. Cinde
Ebeling asked each one to come up with 3 ideas to bring to the next
meeting what the Health Board can do to help with the pregnancy
rate.
Seventh Item on Agenda: Next Meeting Date. The next meeting will
be January 11,2012.
Eight Item on Agenda: Adjourn. Dr. Ruth Wright entertained a motion
